Omni Family Health CEO and leadership

Milad Khalil joined Omni Family Health in September 1999, and was later appointed Chief Financial Officer in March 2019. Prior to that time, Mr. Khalil served in a variety of financial roles for Omni Family Health, including most recently as Director of Finance and Business Specialist. Mr. Khalil brings over 27 years of financial experience to the organization. As Chief Financial Officer, Khalil oversees all aspects of the company’s financial operations, capital and financing strategy, and public reporting, and was responsible for increasing revenue for Omni Family Health from $27 million to $110 million. Prior to moving to the United States in 1997, Mr. Khalil served as manager and staff accountant for Canon in Cairo, Egypt. Mr. Khalil is a graduate of the Cairo University in Egypt, and holds a Bachelor of Science degree in accounting with an emphasis in financial and commercial studies. He recently obtained his Master’s Degree in Finance from the University of Southwest.

Anthony P. Carbone Jr. (Tony) is a seasoned Information Technology (IT) professional with over 27 years of experience in various capacities, including successfully providing IT solutions for Federally Qualified Health Centers (FQHCs) for over 14 years. Tony’s practical experience includes hands-on use of Electronic Health Record systems, where he has been the guiding force in ensuring software support, implementation and delivery, and has successfully driven the utilization of data to facilitate critical business decisions in fast-paced and dynamic enterprise environments. Tony joined Omni Family Health as Chief Information Officer (CIO) in December 2016. His core focus as Omni’s IT leader is to ensure the IT infrastructure remains on track to support the mission-driven goals of the organization. His main objectives include building and developing a world-class IT department by emphasizing team building practices, ensuring seamless delivery of IT services and innovative tools through industry best practice utilization, and focusing on key business issues by solving workflow, process, procedural and policy-based challenges. Tony holds various IT related credentials, including a degree in Applied Science in Electronics Technology Telecommunications and Computer Programming from the Heald Institute of Technology. Special training and certifications include MCSE, MegaWest EPM, and Novell. Tony participates in a number of professional membership organizations, such as the National Association of State Chief Information Officers (NASCIO), Healthcare Information and Management Systems Society (HMISS), Chief Innovation Officers, and has participated on the California Primary Care Association’s Electronic Health Record Task Force.

Joseph Hayes, DO, MMM joined Omni Family Health as Chief Medical Officer (CMO) in April 2018. Since graduating from the New York College of Osteopathic Medicine in 1983, Dr. Hayes has been practicing as a board-certified Internist and Pediatrician. In 2011, he completed a certification in Sleep Medicine. Dr. Hayes spent nearly twenty years running his own practice before transitioning to a family medical clinic in New York in 2008. In December of 2011, Dr. Hayes became Associate Medical Director at a best-practice Community Health Center (CHC) and Federally Qualified Health Center (FQHC) in Surprise, Arizona. Dr. Hayes spent over six years managing multiple multispecialty clinics throughout the network while continuing to provide patient care. Dr. Hayes is a Fellow of the American Academy of Pediatrics (FAAP), Member of the American College of Physicians, American Academy of Sleep Medicine and American Association for Physician Leadership. In 2017, Dr. Hayes completed his master’s degree in medical management at the University of Southern California where he learned from and gained insight into managing 21st century healthcare issues from like-minded physician leaders invested in the mission of advancing high-quality healthcare across the nation.

Mark A. Millán, MHSA, joined the Omni Family Health Executive Team as Chief Operations Officer (COO) in April 2019. Mark has worked in leadership roles within Community Health Centers across the Central Valley and in the Pacific Northwest, and has served as Omni’s Director of Operations for the last three years. Having grown up as a farm worker in a bi-cultural household and harvesting crops in California, Washington, and Oregon− Mark understands first-hand the importance of accessible quality healthcare and services for all. He believes in working with organizations that strive to deliver the best service possible and is committed to continual quality improvement. Mark holds a Master’s degree in Health Administration from Trident University. He has completed a Health Care Executive Program from the UCLA Anderson School of Business, being the only candidate chosen to participate from the state of Oregon in 2002. Over the span of 22 years, Mark has held community health leadership roles which have further strengthened his beliefs and values. As a consultant, he provided improvement services at various Federally Qualified Health Centers (FQHC) in California, Hawaii, Oregon, and Washington. Specifically, in Kona, Hawaii, he assisted in opening the first FQHC in the area, West Hawaii Community Health Center. In his leisure time, Mark enjoys exploring the Hawaiian Islands, gardening, exercise, healthy living, and the great outdoors.

Sally William, DDS, Chief Dental Officer (CDO) In 2009, Dr. William joined Omni Family Health and was instrumental in developing a solid foundation for the dental program. As a result, she was appointed to Chief Dental Officer two years later, in June 2011. Dr. William completed post graduate certificate in Removable Prosthodontics in December 2000 and obtained a Doctorate of Dental Surgery in May 1997 from a renowned university in Cairo, Egypt. Prior to moving to California, she worked at Open Cities Health Center in St. Paul, MN, where she discovered her passion and dedication to the underserved population. She also provided mobile dentistry services to elderly and terminally ill patients at nursing homes and participated in several volunteer mission trips to deliver free dental care to needy patients. In her spare time, Dr. William enjoys spending time with her husband and two kids. She also takes pleasure in traveling, bicycle riding, camping and visiting beaches.
