Description Under the direction of the Traffic Operations Manager, this position will be responsible for assisting a broad range of both supervisory and technical tasks in the area of municipal traffic and transportation engineering. This position will assist in the comprehensive planning, development, and coordination of a wide scope of engineering projects and traffic initiatives. This position reports to the Traffic Operations Manager. Summary of Duties Learns and performs all tasks present in the City traffic control department and develops well rounded knowledge and skills to support the department in all areas. Interacts with general public to resolve issues/complaints and develop more efficient methods of performing/completing departmental tasks. Assists in planning, developing, and administering the City traffic engineering program for traffic research, traffic engineering design, and installation/maintenance of traffic control devices to ensure the safe and efficient municipal traffic control. Assists in supervising the activities of professional, technical, and skilled personnel (both City and contracted) involved in the traffic control activities of traffic engineering, signal maintenance, signal construction, sign and pavement marking, and parking facilities. Assists in the development and administration of the Traffic Control division operating and capital improvement project budgets and plan of work; prepares specifications for traffic engineering materials and equipment. Assists in managing complex transportation and traffic engineering projects such as Congestion Mitigation and Air Quality (CMAQ) grants and other federal, state, and locally funded traffic signal related projects. Independently evaluates, selects, and applies standard techniques in the preparation of traffic engineering reports such as traffic data collection, stop sign and traffic signal warrant studies. Reviews crash records and coordinates safety improvements. Reviews site development plans and driveway connections as they pertain to traffic/transportation systems and access management. Participates with regional transportation initiatives and groups; coordinates traffic engineering projects with other local agencies and the Tennessee Department of Transportation. Attends technical or professional seminars or conferences to improve professional skills. Maintains a high level of technical knowledge and engineering principles. Stays up to date on current principles and standards including MUTCD, AASHTO, TDOT Standards, and others. Performs related work as assigned. Minimum Qualifications Requires Bachelor's degree in civil engineering, traffic, and/or transportation engineering, or equivalent from a college or university accredited by the Accrediting Board for Engineering and Technology (ABET). Requires valid Tennessee Driver's License. Engineer in Training (EIT) certification preferred. Experience with traffic engineering principles and practice is preferred, but not required.
