Responsibilities and Duties
OCT currently has an opening for a/an Acquisition & Program Management Subject Matter Expert (SME) to work with our federal client. You will be expected to advise the client on acquisition and program management best practices; provide strategic guidance and insight based on your demonstrated expertise; develop training materials related to acquisition and program management; lead briefings to senior executives; serve as an expert regarding procurement organizations and operations; review acquisition and program management documentation as part of the agency's Acquisition Review Board (ARB) process, and other duties as needed by the client.
Day to day responsibilities include:
Advise the client on acquisition and program management best practices.
Provide strategic guidance and insight to senior executives based on your demonstrated expertise in Acquisition and program management.
Support the development of a robust repository of “in-house” (i.e., agency-specific) best practice templates and examples of relevant acquisition artifacts.
Work with program offices to provide advice and guidance on best practices.
Evaluate documents submitted to the acquisition review board.
Lead the acquisition review team, synthesize key issues lists, develop informational memos, and other relevant briefings for senior leadership
Requirements
Qualifications/Requirements
Minimum of thirty (30) years of work experience providing senior-level acquisition and program management support to agencies with an integrated and robust ARB process (e.g., DHS, DOD, etc.) as an expert in procurement operations (e.g., former 1102, SPE, HCA, etc.).
The ideal candidate will have overseen Federal acquisitions with a value of over $500 million and managed programs of similar size and complexity.
Possesses extensive experience in developing and reviewing acquisition and program management documents and best practices.
Extensive experience leading training on acquisition and program management to groups of varying sizes (e.g., 1 to 100); confidence and comfort in delivering key messages and answering questions.
Excellent organizational and detail-oriented working style; with the ability to create executive-level materials, as needed, without any direct oversight.
Excellent communication skills, and the ability to work collaboratively in support of senior government stakeholders. Ability to confidently brief and lead meetings with senior government officials and political appointees.
Willingness to work on business development tasks (i.e., responding to RFPs and RFIs, giving capability presentations, etc.) in addition to client work.
Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files.
Relevant senior level certifications in Contracting such as Defense Acquisition Workforce Improvement Act (DAWIA) and/or Federal Acquisition Certification (FAC-C) are required.
Bachelor's degree required, master's degree preferred.
Must possess a Secret clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check.
The position is primarily off-site but may require up to one day per week at the Federal client site in Rosslyn, VA (i.e., Arlington, VA) and/or on client site in Washington, DC.

Support the Purification group of the Vaccine Production Program (VPP) Labs of the Vaccine Research Center.
Develop downstream (purification) processes, under the supervision of a project lead scientist, for recombinant proteins, virus vaccines, and virus-like particles (VLP) that may be used as clinical vaccine candidates.
Serve as a functional lead in chromatography process development unit operations.
Provide critical process step assessment and experimental design to define optimal process parameters for chromatography unit operations.
Train team members in large-scale unit operation such as AxiChrom column packing and Pilot-scale chromatography execution.
Work independently and collaboratively within the purification group to design, develop and optimize chromatography and filtration step unit operations to support process development of clinical trial vaccine candidates and mAb products.
Purify research-phase recombinant proteins, virus vaccines and/or virus-like particles in support of other groups at the VRC.
Work to prepare necessary materials (buffers, packed columns, etc.) in support of downstream process activities.
Perform protein/small molecule conjugation experiments to support method development or conjugate-based vaccine candidates.
Support technology transfer of processes to VRC Pilot Plant for manufacture of clinical product including authoring process descriptions, reports, and on-floor support.

Key Responsibilities:
Coordinate all nuclear industrial base monitoring efforts for the Virginia-class Submarine Program.
Collect, analyze, and prepare reports on industrial base and shipbuilding improvement efforts, Submarine Industrial Base investments, advanced technology development, and workforce development to make recommendations that support shipbuilding plans.
Assist with the development of policy recommendations, talking points, briefs and related materials in support of senior management decisions.

Experience developing dashboards (i.e. Tableau, PowerBI, etc) and/or programming is a plus.
Must possess excellent writing skills, critical thinking abilities, attention to detail, and reliability.
Must possess a strong understanding of classified document handling requirements.
Must possess the ability to work independently with little day-to-day oversight.
Must possess strong data analysis skills.
