OCT Consulting is a business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Data Analyst to work with our federal client in Washington, DC. This position is contingent upon contract award.
Day-to-day responsibilities include:
Recording, gathering, and analyzing information from multiple sources to ensure data quality for reporting and accountability.
Using systems including PRISM, FPDS-NG, OPTIC, and ECFS to support data needs.
Developing and maintaining complex MS Excel spreadsheets and tracking tools to monitor productivity and meet contractual deadlines.
Generating leadership reports, high-impact charts, and performance dashboards to improve portfolio oversight.
Managing enterprise mail groups and granting/removing access to channels in programs such as Microsoft Teams.
Requirements
Citizenship: Must be a U.S. Citizen.
Education: Bachelor's Degree required.
Experience: At least five (5) years of documented experience in Data Management or Data Analyst positions.
In lieu of a degree: 12 years of total experience in the data management sector.
Technical Skills: Advanced knowledge of MS Office Suite, specifically crafting and running Excel scripts and codes to validate data accuracy.
Clearance Requirements: Public Trust.
Location: 100% On-site in Washington, DC.

The McHenry Management Group (TMMG) is seeking a highly organized and analytically strong Project Analyst to support the Shipbuilding & Commercial Services Division. This individual will work closely with the Operations & Business Support Manager and serve as a key execution partner to the Vice President of Shipbuilding & Commercial Services. The Project Analyst will function as the central operational backbone for multiple shipyard programs, owning day-to-day coordination across program operations, financial tracking, invoicing support, reporting, travel logistics, and personnel administration.
This role is intentionally designed to offload execution-intensive and detail-oriented tasks from senior leadership, allowing them to focus on customer engagement, billet recovery, program growth, and revenue expansion. The Project Analyst will support current and future work across shipyards and other commercial and government partners.

The Project Analyst plays a critical role in maintaining operational discipline, financial accuracy, and program transparency across TMMG's Shipbuilding & Commercial Services portfolio. The individual will maintain real-time program dashboards that reflect staffing levels, billing status, travel and housing details, and identified risks or action items.
Close coordination with engineers and on-site program managers is essential to ensure timely reporting, issue resolution, and accurate visibility into program status. Will also track billets won and lost, identify new opportunities, and maintain visibility into FTE placement and utilization by program.
Invoicing, Billing & Financial Administration
Will play a key role in supporting financial discipline across shipyard programs. Responsibilities include preparing and validating monthly customer invoices, reconciling internal labor charges, and ensuring alignment with contract and purchase order requirements. Position will involve validating billing backup documentation and interfacing with accounting to resolve labor corrections, rate adjustments, and PO alignment issues.
Position will track billing delays, under-billed work, and accounts receivable risks, providing early visibility to leadership.
Travel, Housing & Fleet Coordination
Manage end-to-end travel logistics for deployed engineers, including flights, rental cars, and per diem. Will oversee housing coordination, including apartment sourcing, lease management, terminations, and relocation logistics. Monitoring travel-related cost exposure and identifying potential cost drift are key responsibilities, to include coordinating turnkey travel and housing for engineer onboarding and demobilization.
Timekeeping, Unanet & Expense Management
Eenforce Unanet timekeeping compliance and weekly labor submissions, while collecting, reviewing, and routing expense reports, mileage, and per diem claims. The role requires resolving discrepancies directly with engineers to ensure timely corrections and accurate reporting.
Business Development & Capture Support
In support of growth initiatives, this position will assist with follow-ups to shipyards and program partners and maintain capture and opportunity trackers across current and future pursuits. The role will support proposal and capture efforts by preparing unofficial proposals, staffing matrices, rate tables, and capability summaries as needed.
IT, Systems & Personnel Issue Resolution
Provide first-level escalation point for IT access issues and laptop provisioning, coordinating with internal resources to resolve problems quickly. Will also coordinate with HR on onboarding, demobilization, leave tracking, and employment status changes, while maintaining records for certifications, clearances, and training compliance.
