Responsibilities and Duties
OCT currently has an opening for an Acquisition Specialist III / Contract Specialist to work with our federal client in Washington, DC. This position is contingent upon contract award.
Day-to-day responsibilities include:
Providing comprehensive "cradle-to-grave" acquisition support across all phases: pre-award, solicitation, evaluation, award, and post-award.
Assisting program offices with acquisition planning, including developing milestone schedules, market research, and Independent Government Cost Estimates (IGCEs).
Preparing procurement packages such as Statements of Work (SOW), Performance Work Statements (PWS), and Justifications for Other than Full and Open Competition (JOFOCs).
Using the PRISM contract writing system to prepare solicitations (RFPs/RFQs/IFBs) and award documents for Contracting Officer release.
Experience with, at minimum, FAR 8, 12, 13, 15, and 16 contracting methods, to include Blanket Purchase Agreements and Indefinite Delivery vehicles.
Experience with federal-wide or multi-agency contract vehicles, including Federal Supply Schedules and/or DHS Strategic Sourcing Vehicles (e.g., GSA MAS, OASIS+, and other DHS enterprise contract solutions).
Supporting Technical Evaluation Boards by documenting findings, performing cost/price analysis, and drafting source selection decision memoranda.
Managing post-award actions, including Contracting Officer's Representative (COR) designation letters, contract modifications, and full contract closeout per FAR 4.804
Requirements
Citizenship: Must be a U.S. Citizen.
Education: Bachelor's Degree required. A degree in business, management, contracting, or law is preferred.
Experience: At least five (5) years of documented experience in federal contracting positions.
In lieu of a degree: 12 years of experience in federal government contracting and at least 24 hours of accredited college business credits.
Certifications: FAC-C or DAWIA Level III or private sector equivalent certifications are highly preferred.
Technical Skills
Proficiency in PRISM, FPDS-NG, and SAM.gov.
Ability to interpret and apply procurement and transparency regulations, including the Federal Acquisition Regulations, Freedom of Information Act, Privacy Act, and/or other similar agency-specific procurement and transparency regulations.
Knowledge of analytical and qualitative techniques to identify, evaluate, and propose the use of appropriate strategies and solutions to resolve complex or interrelated FOIA problems and issues.
Experience reviewing contract files and government acquisition package documentation.
Experience managing procurement-sensitive, law enforcement-sensitive, and other secure information preferred.
Clearance Requirements: Must be eligible for a Public Trust background investigation involving a credit, fingerprint, and law enforcement agency check.
Location: 100% On-site in Washington, DC.

Review a wide range of complex commercial contracts to identify key terms relevant to a divestiture, including assignment rights, change of control provisions, and notice obligations.
Summarize findings and input key data points into a tracking chart or database.
Flag agreements that may require further legal or business escalation.
Support the execution phase by helping to coordinate Day 1 readiness, which may include assisting with agreement execution, contract assignment, vendor outreach, and sending formal notices.
Collaborate closely with legal counsel, sourcing and procurement, and business stakeholders as needed.
Required Skills:
Contract Review & Analysis:
o Review existing supplier contracts to determine separation complexity (e.g., exclusivity, assignability, bundled terms, renewal clauses).
o Collaborate with sourcing and legal teams to provide detailed summaries of contract terms and risks.
o Support redlining and drafting of contractual amendments or new agreements as needed.
Legal Support & Coordination
o Assist in managing legal workflows for contract updates, notifications, assignments, or terminations.

Contract Repository & Documentation

o Help maintain audit-ready documentation throughout the project lifecycle.
Required Qualififcation:
5+ years of experience in contract management, legal operations, procurement support, or related roles.
Strong understanding of contract terms, legal language, and common procurement clauses.
Experience supporting M&A, divestitures, or contract separation initiatives is preferred.
Comfortable working with sourcing and legal teams to bridge legal and operational contract needs.
Experience with CLM tools (e.g., DocuSign CLM, Ironclad, SAP Ariba, etc.) and document management systems.
Strong attention to detail, organizational skills, and ability to manage multiple priorities.
Bachelor's degree required; paralegal certification or legal coursework is a plus.

This contract is intended to provide for a secure and highly available Google Cloud Platform (GCP). The Cloud Computing Specialist Subject Matter Expert (SME) will support the team's responsibilities to provide design, architecture, implementation, and sustainment for the cloud hosted environment and associated network resources.
Responsibilities Include:
Subject matter expert with regards to Certification and Accreditation (C&A) and a broad coverage of the application of the National Institute of Standards and Technology (NIST) Risk Management Framework (RMF) standards and guidance as outlined in the NIST Special Publication(s) (SP) 800-53 and 800-37 (Current versions).
Maintains current certification as a Certified Cloud Security Professional.
Works independently with substantial cloud computing security knowledge.
Identifies, manages, and resolves cloud computing security risk and implements "best practices" as applied within a cloud environment (across all the different deployment and service models, and derivatives).
Required Experience:
Five (5) years of relevant C&A experience.
Risk Management Framework (RMF) and NIST C&A experience.
DOD Cybersecurity experience.
Experience in assessing Cybersecurity Controls and conducting C&A reviews for large, complex Information systems.
Experience with modern and dynamic computing (e.g., hybrid computing, edge computing, cloud native microservices) and networking protocols or standard Internet of Things (IoT) protocols.
Experience and well versed in FedRAMP assessment methodology of security and privacy controls deployed in cloud information systems to include six (6) domain areas which include: Architectural Concepts & Design Requirements, Cloud Data Security, Cloud Platform & Infrastructure Security, Cloud Application Security, Operations, Legal & Compliance.
Required Security Clearance:
Secret Clearance with IT-I Qualifying Investigation (Ex: T5 or SSBI)

Experienced with various cloud deployment solutions and offerings (IaaS, PaaS, SaaS).
Cyber Security and Risk Management: Deep knowledge of cloud security principles and best practices.
Strong understanding of NIST controls, DISA Security Technical Implementation Guides (STIG)/IAVAs, and DoD Cloud Computing Security Requirements Guide (CC SRG) relating to cybersecurity principles with experience in identifying, assessing, and mitigating risks associated with security posture as well as prepping and supporting successful audits.
Documentation and Reporting: Skilled in preparing and organizing comprehensive cybersecurity audit reports and technical documentation.
Knowledge and understanding of solutions and strategies to meet or exceed requirements of DoD Zero Trust.

Responsibilities and Duties
OCT currently has an opportunity for an Acquisition Professional with at least 4 years of Contract Specialist (or) Contracting and Procurement (1102) experience. Experience supporting a federal agency acquisition office as a federal government employee or as a contractor supporting a Federal or combination of both.
Specific responsibilities will include but are not limited to:
Responsible for creating, editing, and maintaining technical documentation related to acquisitions processes, contracts, and procurement activities. Collaborates with acquisition professionals, subject matter experts, and stakeholders to produce accurate, clear, and compliant documentation
