RECRUITMENT/POSITION INFORMATION
This recruitment is being held to establish an Open Eligible List to fill vacancies in this class until the next recruitment.
Incumbents will be periodically rotated through assignments and shifts, including nights, weekends, holidays, and correctional/court facilities.
A Deputy Sheriff I is assigned, under supervision, to guard and supervise prisoners in correctional and court facilities, and other law enforcement duties as required.

MINIMUM QUALIFICATIONS
Some knowledge of:

Option I

Must maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Proof of Eligibility (P.O.E.) and obtain and maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Certificate upon completion of probation.
A P.O.E. is not transferable between agencies and expires upon obtaining a valid California Peace Officer Standards and Training (P.O.S.T.) Basic certificate.
Option II
Have successfully graduated from a California Peace Officer Standards and Training (P.O.S.T.) certified basic law enforcement training academy, to the satisfaction of the Sheriff-Coroner, or possess a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Course Waiver.

SELECTION PROCESS

Candidates will be interviewed and rated by a panel comprised of subject matter experts and civilian personnel. Those who score high enough on the oral panel interview will be scheduled for a background interview.
Background Investigation:
Will include employment history, personal references, criminal history, credit history, a polygraph examination, medical examination, drug urinalysis test, and a written and oral psychological examination.

MENTAL HEALTH AND RECOVERY SERVICES
TheBehavioral Health Services (BHS)provides a culturally competent and participant-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE OPPORTUNITIES
Some of the opportunities listed below requires shift work and candidates must be able to work day, night, swing, and weekend shifts.
Some assignments may require an active and current Alcohol and Other Drug (AOD) certification at time of application and throughout employment with the County.
The Outreach and Engagement (BHS O&E)team serves participants who are experiencing homelessness or who are at risk of homelessness and experiencing mild to serious behavioral health and/or substance use condition. The Mental Health Specialist (MHS) provides services focused on linking individuals to needed resources and services. This is accomplished through establishing and maintaining trusting relationships with the homeless community and collaborating with other service providers. The services are conducted in the community and include outreach, education, crisis management coordination, case management, skill-building workshops, referral and linkage to resources, and transportation support. The MHS is also responsible for tracking and documenting participant engagement and data in order to demonstrate participant engagement and outcomes
The Crisis Stabilization Unit (CSU), within the Crisis & Acute Care Services Function Area of MHRS, has a need to fill a Mental Health Specialist who is a Licensed Psychiatric Technician or Licensed Vocational Nurse to perform the following:
* Evaluating adults experiencing psychiatric symptoms over a duration of less than 23.5 hours
* Providing crisis stabilization
* Providing telephone consultations, as needed
* Assessing adults experiencing psychiatric symptoms and recommend treatment services
* Administering medication as needed for adult psychiatric clients
* Referring adult psychiatric clients to the appropriate facilities in order to obtain proper care and treatment
* Providing counseling services, as needed, to adult psychiatric clients
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidates will have a Bachelor's degree from an accredited college in a behavioral science field such as psychology, counseling, or social work and/or at least three (3) years of field experience providing participant-related services to persons experiencing mental health and/or substance use disorders. The ideal candidate for the Outreach and Engagement position will also possess two (2) years of experience working with the homeless or those at risk of homelessness and have a strong desire to work with this population. Bilingual skills in the following languages are also desirable: Spanish, Vietnamese, Korean, and Farsi. The ideal candidate must also possess a valid driver's license and reliable transportation as they will need to be able to drive to various sites in the community to provide services and attend appointments with participants.

Primary Function:

Typical Duties:
1. Review primarily Federal project opportunities daily to identify notifications on potential projects from list of sites (SAM, B2G, Gov Tribe, DOE, and others). Communicate to estimating team the potential projects of interest that match the niche markets.
2. Contributes to the development and review of proposal strategies and themes. Assist with communications, summarizing the bids, sharing requests for proposals (RFPs), amendments, Q&A coordination with owner and other updates to the estimating team.

7. Provides writing and editing support to various company written materials on an as-needed basis as time permits. Updates, and maintains presentation materials for outreach events. Gathers articles from departments and supports the review of the company quarterly newsletter, when needed. About This Issue Area: Aligning K12 Education and Youth Development
The challenges in K12 education are complex and interconnected, including the decline in academic achievement, changes in federal policy and funding, the emergence of AI, teacher shortages, debates over content and curricula, and the need for schools to support rising youth mental health challenges and other non-academic issues impacting students' lives. These academic and social-emotional challenges have become the norm for a generation of students. Without larger attempts to build better systems, the disruption of these last five years will translate into the “new normal” for US education. Educators and schools cannot be expected to tackle these challenges alone. Youth development organizations are already meeting urgent student needs and generating impressive outcomes for young people. The aspiration of bringing these leading nonprofit providers and schools into deeper collaboration with one another is to build more holistic supports for students, to improve outcomes, to create new efficiencies in resource-constrained environments, and to develop new models for learning that can be scaled across the country. Our Alliance Community includes a unique combination of the nation's leading K12 education nonprofits, youth development nonprofits, and school networks. The VPCA will lead these organizations in designing new solutions to the most urgent challenges we face in schools today.
Responsibilities
Below are the responsibilities in the VPCA role.
Community Growth and Retention
The VPCA is responsible for bringing new organizations into our Alliance Community and ensuring strong retention of our current member organizations.
Analyze our current membership and create a strategic recruitment plan to ensure our Alliance community includes a critical mass of the organizations we need to meet our goals in this issue area.
Partner with APA's VP of Alliance Community to recruit new member organizations into the community and ensure their successful onboarding.
Lead the renewal process for organizations in this issue area, ensuring high rates of member retention, and that our community stays together and gets better over time.
Understanding Member Needs to Drive Programming & Ensuring High Engagement
The VPCA serves as the point person for all members in this issue area, working directly with their CEO's and executive teams.
Through regular engagement with our members, deeply understand the evolving needs of these organizations, identifying both which needs are most consistent across the network and which ones have the greatest chance of improving student outcomes.
Use your understanding of member needs to inform new program design in our Alliance community, translating current pain points into concrete programming.
Recruit strategic partners and subject matter experts to drive new Alliance programming.
Analyze member engagement data, identify the least engaged organizations, understand the dynamics that drive this low engagement, and build customized plans to improve engagement for these organizations over time.
Annual Convening
APA will begin convening the member organizations in this issue area annually. The VPAC will lead all aspects of planning and execution for that annual convening. This includes:
Lead all aspects of logistical and strategic planning for the convening each year.
Ensure strong attendance among members.
Creation customized annual agendas for these convenings that both (1) respond to the most urgent and important needs facing our member organizations and (2) facilitate new collective action ideation.
Lead convening facilitation, along with other APA team members and external experts recruited by the VPCA.
Lead post-convening evaluation and continuous improvement efforts.
Collective Action Ideation & Vetting
The VPCA is responsible for identifying and vetting new ideas for collective action initiatives annually. This includes:
Design and implementation of an annual process to engage Alliance member organizations in the identification of ideas for new collective action initiatives.
Testing ideas that come from our membership with external experts to understand relevant field dynamics, the viability of the idea, and key design considerations.
Running a process with both Alliance members and APA leadership to prioritize and select a short list of ideas each year that have the greatest potential for scaled impact. These are the collective action initiatives the VPCA will then attempt to launch.
Collective Action Initiative Design
Once new ideas are identified, the VPCA is responsible for designing these collaborations into actionable initiatives, including strong theory of action, intended outcomes, and defined member and field benefit. This includes:
Comprehensive initiative design.
Creation of concept papers used to explore the ideas with funders, external experts, and Alliance members organizations.
Development of multi-year budgets and operating plans.
Identifying and recruiting strategic partners, when necessary, to execute the initiative.
Recruiting a ‘critical mass' of member organizations who would participate in the initiative, if launched.
Collective Action Fundraising
Once new ideas are crafted into compelling initiatives and we have reached a critical mass of member organizations who would participate in the initiative when launched, the VPCA is responsible for securing the funding needed to launch the work. Once funding is secured, the VPCA contributes to sustaining those funding relationships. The VPCA works in partnership with APA's VP Development to:
Identifying the funders most aligned to each initiative.
Crafting and conducting outreach to funders.
Managing the exploration process with potential investors, supporting the development of proposals and grant agreements, and securing the anchor funding we need to launch each initiative.
Once funding is secured, the VPCA is responsible for supporting reporting and stewardship for funders.
Collective Action Initiative Launch & Management
Once our collective action initiatives are funded, the VPCA is responsible for successfully launching each initiative and ensuring they achieve their intended outcomes. The VPCA should expect to manage 3-5 large-scale initiatives at any given time. This launch and management work includes:
Creating the staffing plan and operating model unique to each initiative.
Hiring and management of the team responsible for implementation.
Proactive communication on progress to Alliance members, APA leadership, and funders.
Iterative program design to respond to challenges, take advantage of opportunities, drive continuous improvement, and ensure increasing sustainability over time.
Experience and Competences

ENVIRONMENTAL HEALTH DIVISION
The Environmental Health Division (EH) is comprised of various programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. Staff enforce laws and regulations and emphasize education to assist businesses with providing healthy and safe communities. Services include retail and wholesale food protection, foodborne illness investigations, public pool inspections, childhood lead exposure prevention, water quality, ocean water protection, solid waste facility oversight, hazardous materials surveillance and mitigation oversight, underground and aboveground storage tank oversight, body art facility and practitioner oversight, medical waste management inspections and a used oil recycling education program.
The Hazardous Materials Surveillance Section (HMSS) manages the Certified Unified Program Agency (CUPA), medical waste, and body art regulatory inspection programs. The CUPA programs consist of the hazardous materials, hazardous waste, above-ground petroleum tanks, underground storage tanks (UST), and the California Accidental Release Prevention (CalARP) inspection programs. In addition to the regulatory oversight programs, the HMSS manages two CalRecycle grants, the Waste Tire Enforcement grant and the Used Oil Recycling grant.
The Land & Water Quality (LWQ) Sectionmanages the Site Mitigation program including Local Oversight programs (LOP) and Industrial Cleanup (IC), which provide regulatory oversight for cleanup of current/former industrial facilities and leaking underground storage tanks (USTs). The IC program serves all the cities and unincorporated areas of Orange County. The LOP serves a similar area; however, excludes the cities of Anaheim and Fullerton.
TheLWQSectionalso managesthe Solid Waste (SW)program that protects public health and safety, and the environment by ensuring that solid waste is collected, stored, processed and disposed properly. Solid waste facilities in Orange County are required to hold permits from the Local Enforcement Agency (LEA).
THE OPPORTUNITY
The Hazardous Materials Specialist III (HMS III) is the journey level class in the Hazardous Materials Specialist series and typically reports to a Supervising Hazardous Materials Specialist.
CUPA HMS III duties:
* Assist management with state audits, as well as CUPA and Participating Agencies' (PA) evaluations. Coordinate with senior staff in fire agencies to ensure regulatory compliance.
* Be on-call for the Health Hazmat Team in emergency incidents, disasters involving spills, releases of hazardous materials/waste, or threats to public health and the environment.
* Work on/participate in enforcement hearings, draft enforcement orders and work with the District Attorney's office on case referrals.
* Provide expert-level training to large groups at a state-wide conference and promote learning outside of the agency at the annual California CUPA conference.
* Serve as a lead representative for the CUPA programs state-wide technical advisory group (TAG).
* Lead Resource Conservation and Recovery ACT (RCRA) Large Quantity Generator and Hazardous Waste treatment inspections at larger manufacturing facilities and sites with multiple programs.
* Conduct UST installation inspections. The number of installations throughout the County is projected to increase due to the sunset date for single-walled tanks.
* Conduct CalARP inspections at Level 3 facilities which involve complex chemical processes, significant offsite consequences, or have a history of accidents.
LOP/IC HMS III duties:
* Apply extensive knowledge of State of California laws and regulations regarding leaking UST and non-UST contamination, investigation, and remediation. Prepare directive letters and Notices of Violation to enforce regulatory compliance.
* Review and evaluate human health risk assessments submitted by responsible parties and consultants; prepare comment letters as necessary; consult with Department of Toxic Substances Control and Office of Environmental Health Hazard Assessment regarding technical issues related to human health risk assessment and mitigation measures.
* Lead interagency meetings with the State or Regional Water Boards and Department of Toxic Substances Control in evaluating site conditions and potential impacts.
* Apply general principles of hydrogeology, chemical fate and transport, toxicology, risk analysis, public health and safety, and assessment and remediation to provide technical evaluations of reports submitted to the program.
* Prepare presentations for the public, regulated community, individual responsible parties and business owners. Provide responsive information to all stakeholders at appropriate levels.
* Review new or updated regulations and draft workflows/checklists to ensure staff compliance with changes.
* Assist with HMSI/HMSII staff development, including training and cross-training.
LEA HMS III duties:
* Prepare and review complex reports, reviews, and other documents with minimal or no supervisor assistance. Technical reports include but not limited to soil analysis and remediation data and plans.
* Conduct complex inspections independently and submits final reports to Supervisor for review. Complex inspections include sites that may have multiple waste streams, redevelopment plans, changes to the site, a history of violations or combination of these factors.
* Work in conjunction with the Senior Civil Engineer on projects for post closure land use plan and landfill gas mitigation systems. Provides confirmation that the base information is accurate to ensure comprehensive and encompassing review.
* Apply principles and knowledge of geology to read, interpret and analyze soil test reports.
* Serve as the LEA lead in interagency meetings with State Water Boards, CalRecycle, community members and other stakeholders. Provide timely and responsive information at appropriate levels.
* Assist County Counsel in the preparation of LEA legal documents, confirming accuracy of information and providing all relevant regulatory background information.
DESIRABLE QUALIFICATIONS
The ideal candidate will possess at least three (3) years of experience in hazardous materials, solid waste management, site mitigation, or hazardous waste management. For Body Art programs, the ideal candidate will be in possession of the following: a valid certificate of registration as an Environmental Health Specialist (REHS) issued by the California Department of Public Health (CDPH).
The ideal candidate will also possess knowledge and experience in the following competencies:

THE DIVISION
The Sheriff-Coroner/Technology Division consists of approximately 150 personnel organized in six areas that specialize in specific operational and technical units, including Administration/Operations, Special Projects, Radio Communications, Applications, Infrastructure, and Security. Each section maintains a staff of Managers, Engineers, Technicians, and support staff to provide a high level of operational and technical expertise to various public safety functions including Law Enforcement, Fire Services, Emergency Medical Services, Lifeguard, Park Rangers, Public Works, Local Government, Courts, County and City jails, and Probation facilities. The Division provides centralized countywide coordinated communications systems for all local public safety agencies; installation and maintenance of communications and electronic equipment (microwave equipment, 9-1-1 dispatch equipment, mobile and portable radios, closed circuit television, surveillance, security electronic systems within the jail system, sound and video systems); operational and maintenance support to the coordinated communications systems; engineering and frequency management; and serves as the central coordinator/program manager for the operation and maintenance of the 800 MHz Countywide Coordinated Communications System (CCCS) and 900 MHz paging system. The Division is also responsible for all Information Technology operations across the entire Sheriff's Department. This includes application development and support, help desk support, desktop support, mobile and MDC support, storage and server support, network and CCTV support, and network security operations.
THE OPPORTUNITY
This is a journey level class in the Communications Technician series that is located at Sheriff's Technical Services Unit (Radio Communications). Incumbents in this class install, maintain and repair complex electronic equipment, and work with minimal supervision.
GENERAL DUTIES
Troubleshooting and repair of electronics; perform preventative maintenance on radio communications equipment, program radios and design radio channel layout (template); install electronics in public safety vehicles, motorcycles, marine vessels, and buildings; service calls, customer service, ambulance certifications, configure, maintain, and provide media for video recording systems (in-car video, body warn cameras); self-development training; miscellaneous related tasks.
DESIRABLE QUALIFICATIONS
Ideal candidate will possess two (2) years of experience of troubleshooting, maintaining and repairing electronic equipment; ability to install, maintain, repair, modify a variety of communications and electronic equipment and systems. Additionally, possess the ability to read and interpret instructions in technical manuals including circuitries, schematics, and symbols, and blueprints;completion of certificates or education credits form training courses in electronic theory and practice including Ohms Law, knowledge of AC and DC theory and electronic systems, audio and radio frequency circuits, electronic measurements, semiconductor fundamentals and mathematics for electronic technology; experience using hand and power tools.

THE PROGRAM
Plan Check:Conduct plan review and construction inspection for all retail food facilities and public swimming pools undergoing new construction or remodels throughout the county. These programs work directly with members of the public including owners, architects, and consultants.
THE OPPORTUNITY:
This position will assume specialized tasks within the Plan Check Section. The Environmental Health Specialist II will be assigned the tasks of reviewing and approving construction plans and conducting field inspections for food and pool facilities for compliance with sanitation and public health laws. THE OPPORTUNITY
The Medical Assistant provides integral support to clinic operations within the TTC Clinic. Under the direct supervision of a clinician, nurse practitioner, or registered nurse, the Medical Assistant is responsible for performing a variety of clinical and administrative duties, including but not limited to:
* Performing venipuncture for blood specimen collection; administering subcutaneous or intramuscular injections and medications; and providing medications orally, sublingually, topically, vaginally, rectally, or as a single dose to patient for immediate self-administration.

The Deputy Probation Correctional Officer I for Probation will be responsible for the following:

This recruitment is being held to establish an Open Eligible List to fill current and future Sheriff's Air Conditioning Mechanic vacancies. The eligible list established may also be used to fill positions in similar/or lower classifications.
THE OPPORTUNITY
The Orange County Sheriff's Department is seeking experienced individuals who possess extensive technical expertise in the field of HVAC/Air Conditioning maintenance, installation and repair. Sheriff's Air Conditioning Mechanics are responsible for installing, maintaining and repairing various types of commercial/industrial air conditioning, heating, and refrigeration equipment; installing and maintaining heating and ventilating duct systems; and performing maintenance, repair and calibration on heating and air conditioning control devices.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The most successful Sheriff's Air Conditioning Mechanic candidates will possess a minimum of four (4) years of HVAC experience, primarily in the installation, repair and maintenance of industrial and commercial air conditioning systems.
Technical Expertise
* Knowledge of and ability to install, maintain, and repair various types of air conditioning, heating, and refrigeration systems.

SPECIAL QUALIFICATIONS
Must not have been convicted of a felony. Must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

THE PROGRAM
In Children and Youth Services (CYS),there are a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth, and their families impacted by mental illness and substance use disorders. CYS has three (3) major areas of service: 1) Regional outpatient clinics, (including intensive community-based recovery-oriented services) 2) programs serving youth in the juvenile justice system, and 3) programs serving foster youth. All programs strive to provide high quality, evidence-based services in a system that addresses the specific and unique needs of the individual and their support systems. Those served by CYS come from a variety of cultures and diverse backgrounds. The population served consists of children, youth, and transitional age youth ages 0 through 25.
THE OPPORTUNITY
This position is necessary to provide psychiatric services to children and youth in CYS outpatient clinics. The Psychiatrist will collaborate with a team of professionals both within the HCA, and with other County agencies with whom the programs partner with to ensure comprehensive care is provided. Additional job duties include, but are not limited to: conducting psychiatric evaluations on a scheduled or in a crisis situation, ordering lab tests, gathering medical, psychiatric, and social information from various sources, and creating treatment plans involving medication or other therapeutic approach.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES:
The ideal candidate will be certified in child and adolescent psychiatry by the American Board of Psychiatry and Neurology and have completed a two (2) year fellowship in child and adolescent psychiatry.Bilingual skills are highly desirable but not required.
