MINIMUM QUALIFICATIONS
Some knowledge of:

Option I
Have successfully completed the Sheriff-Coroner Department's basic law enforcement training course at the Department's Training Academy and have obtained a California Peace Officer Standards and Training (P.O.S.T.) Basic Course Certificate.
Must maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Proof of Eligibility (P.O.E.) and obtain and maintain a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Certificate upon completion of probation.
A P.O.E. is not transferable between agencies and expires upon obtaining a valid California Peace Officer Standards and Training (P.O.S.T.) Basic certificate.
Option II
Have successfully graduated from a California Peace Officer Standards and Training (P.O.S.T.) certified basic law enforcement training academy, to the satisfaction of the Sheriff-Coroner, or possess a valid California Peace Officer Standards and Training (P.O.S.T.) Basic Course Waiver.

License/Certification
Possession of a valid California Driver License by date of appointment.

SELECTION PROCESS

Candidates will be interviewed and rated by a panel comprised of subject matter experts and civilian personnel. Those who score high enough on the oral panel interview will be scheduled for a background interview.
Background Investigation:
Will include employment history, personal references, criminal history, credit history, a polygraph examination, medical examination, drug urinalysis test, and a written and oral psychological examination.

THE OPPORTUNITIES

The Outreach and Engagement (BHS O&E)team serves participants who are experiencing homelessness or who are at risk of homelessness and experiencing mild to serious behavioral health and/or substance use condition. The Mental Health Specialist (MHS) provides services focused on linking individuals to needed resources and services. This is accomplished through establishing and maintaining trusting relationships with the homeless community and collaborating with other service providers. The services are conducted in the community and include outreach, education, crisis management coordination, case management, skill-building workshops, referral and linkage to resources, and transportation support. The MHS is also responsible for tracking and documenting participant engagement and data in order to demonstrate participant engagement and outcomes
The Crisis Stabilization Unit (CSU), within the Crisis & Acute Care Services Function Area of MHRS, has a need to fill a Mental Health Specialist who is a Licensed Psychiatric Technician or Licensed Vocational Nurse to perform the following:
* Evaluating adults experiencing psychiatric symptoms over a duration of less than 23.5 hours
* Providing crisis stabilization
* Providing telephone consultations, as needed
* Assessing adults experiencing psychiatric symptoms and recommend treatment services
* Administering medication as needed for adult psychiatric clients
* Referring adult psychiatric clients to the appropriate facilities in order to obtain proper care and treatment
* Providing counseling services, as needed, to adult psychiatric clients
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidates will have a Bachelor's degree from an accredited college in a behavioral science field such as psychology, counseling, or social work and/or at least three (3) years of field experience providing participant-related services to persons experiencing mental health and/or substance use disorders. The ideal candidate for the Outreach and Engagement position will also possess two (2) years of experience working with the homeless or those at risk of homelessness and have a strong desire to work with this population. Bilingual skills in the following languages are also desirable: Spanish, Vietnamese, Korean, and Farsi. ENVIRONMENTAL HEALTH DIVISION
The Environmental Health Division (EH) is comprised of various programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. Staff enforce laws and regulations and emphasize education to assist businesses with providing healthy and safe communities. Services include retail and wholesale food protection, foodborne illness investigations, public pool inspections, childhood lead exposure prevention, water quality, ocean water protection, solid waste facility oversight, hazardous materials surveillance and mitigation oversight, underground and aboveground storage tank oversight, body art facility and practitioner oversight, medical waste management inspections and a used oil recycling education program.
The Hazardous Materials Surveillance Section (HMSS) manages the Certified Unified Program Agency (CUPA), medical waste, and body art regulatory inspection programs. The CUPA programs consist of the hazardous materials, hazardous waste, above-ground petroleum tanks, underground storage tanks (UST), and the California Accidental Release Prevention (CalARP) inspection programs. In addition to the regulatory oversight programs, the HMSS manages two CalRecycle grants, the Waste Tire Enforcement grant and the Used Oil Recycling grant.
The Land & Water Quality (LWQ) Sectionmanages the Site Mitigation program including Local Oversight programs (LOP) and Industrial Cleanup (IC), which provide regulatory oversight for cleanup of current/former industrial facilities and leaking underground storage tanks (USTs). The IC program serves all the cities and unincorporated areas of Orange County. The LOP serves a similar area; however, excludes the cities of Anaheim and Fullerton.
TheLWQSectionalso managesthe Solid Waste (SW)program that protects public health and safety, and the environment by ensuring that solid waste is collected, stored, processed and disposed properly. Solid waste facilities in Orange County are required to hold permits from the Local Enforcement Agency (LEA).
THE OPPORTUNITY
The Hazardous Materials Specialist III (HMS III) is the journey level class in the Hazardous Materials Specialist series and typically reports to a Supervising Hazardous Materials Specialist.
CUPA HMS III duties:
* Assist management with state audits, as well as CUPA and Participating Agencies' (PA) evaluations. Coordinate with senior staff in fire agencies to ensure regulatory compliance.
* Be on-call for the Health Hazmat Team in emergency incidents, disasters involving spills, releases of hazardous materials/waste, or threats to public health and the environment.
* Work on/participate in enforcement hearings, draft enforcement orders and work with the District Attorney's office on case referrals.
* Provide expert-level training to large groups at a state-wide conference and promote learning outside of the agency at the annual California CUPA conference.
* Serve as a lead representative for the CUPA programs state-wide technical advisory group (TAG).
* Lead Resource Conservation and Recovery ACT (RCRA) Large Quantity Generator and Hazardous Waste treatment inspections at larger manufacturing facilities and sites with multiple programs.
* Conduct UST installation inspections. The number of installations throughout the County is projected to increase due to the sunset date for single-walled tanks.
* Conduct CalARP inspections at Level 3 facilities which involve complex chemical processes, significant offsite consequences, or have a history of accidents.
LOP/IC HMS III duties:
* Apply extensive knowledge of State of California laws and regulations regarding leaking UST and non-UST contamination, investigation, and remediation. Prepare directive letters and Notices of Violation to enforce regulatory compliance.
* Review and evaluate human health risk assessments submitted by responsible parties and consultants; prepare comment letters as necessary; consult with Department of Toxic Substances Control and Office of Environmental Health Hazard Assessment regarding technical issues related to human health risk assessment and mitigation measures.
* Lead interagency meetings with the State or Regional Water Boards and Department of Toxic Substances Control in evaluating site conditions and potential impacts.
* Apply general principles of hydrogeology, chemical fate and transport, toxicology, risk analysis, public health and safety, and assessment and remediation to provide technical evaluations of reports submitted to the program.
* Prepare presentations for the public, regulated community, individual responsible parties and business owners. Provide responsive information to all stakeholders at appropriate levels.
* Review new or updated regulations and draft workflows/checklists to ensure staff compliance with changes.
* Assist with HMSI/HMSII staff development, including training and cross-training.
LEA HMS III duties:
* Prepare and review complex reports, reviews, and other documents with minimal or no supervisor assistance. Technical reports include but not limited to soil analysis and remediation data and plans.
* Conduct complex inspections independently and submits final reports to Supervisor for review. Complex inspections include sites that may have multiple waste streams, redevelopment plans, changes to the site, a history of violations or combination of these factors.
* Work in conjunction with the Senior Civil Engineer on projects for post closure land use plan and landfill gas mitigation systems. Provides confirmation that the base information is accurate to ensure comprehensive and encompassing review.
* Apply principles and knowledge of geology to read, interpret and analyze soil test reports.
* Serve as the LEA lead in interagency meetings with State Water Boards, CalRecycle, community members and other stakeholders. Provide timely and responsive information at appropriate levels.
* Assist County Counsel in the preparation of LEA legal documents, confirming accuracy of information and providing all relevant regulatory background information.
DESIRABLE QUALIFICATIONS
The ideal candidate will possess at least three (3) years of experience in hazardous materials, solid waste management, site mitigation, or hazardous waste management. For Body Art programs, the ideal candidate will be in possession of the following: a valid certificate of registration as an Environmental Health Specialist (REHS) issued by the California Department of Public Health (CDPH).
The ideal candidate will also possess knowledge and experience in the following competencies:
Professional and Technical Expertise
* Perform independently inspections of hazardous materials, business emergency plans, hazardous waste, underground storage tanks, aboveground storage tanks, Cal-ARP, drilling, soil, soil vapor, groundwater sampling, well installations, underground storage tank removals, active and closed landfills, transfer stations, composting facilities, and city maintenance yards.
* Utilize and maintain compliance with uploading requirements within the following databases: Geotracker, California Environmental Reporting System (CERS), and/or Solid Waste Information System (SWIS).
* Understand, interpret, and apply State and Federal laws and regulations regarding CUPA hazardous materials, business emergency plans, hazardous waste, underground storage tanks, aboveground petroleum storage tank programs, solid waste, and management of various cleanup projects.
* Review and interpret Federal and State laws and regulations as they pertain to Environmental Health.
* Investigate illegal activities associated with hazardous materials and waste programs.
* Use computer hardware and software to enter and retrieve data, review state forms, and complete reports.
* Proficiency with a variety of computer software, including Microsoft Word, PowerPoint, Excel, Access, Outlook, etc.
Building and Maintaining Relationships
* Develop and maintain professional working relationships and continuously work to improve relationships, contacts, and networks with peers, supervisors, managers, clients, and the public.

GENERAL DUTIES
Under general supervision, Emergency Radio Coordinator (Communications Coordinators II) operate various radio communications consoles at the 24-hour Sheriff's Communication Center; and do other work as required.
Incumbents coordinate radio communications for public safety activities in Orange County via the 800mHz Countywide Communications System (CCCS). This includes communications involving the field activities of city police, communications between paramedic teams and hospitals, and other general County government activities.
Law Enforcement communications and paramedic communications are coordinated at different radio consoles. This assignment, therefore, involves a greater degree of independence and requires special training and certification. This assignment is rotated.
Example of Duties:
Incumbents will use the OCATS system to connect to the statewide CLETS and nationwide NLETS and NCIC computerized databases to run vehicles, subjects, and property.

THEOPPORTUNITY
The Animal Services Supervisor is a lead role that supports shelter management at OC Animal Care to effectively plan, develop, and implement operational practices to achieve performance goals.

THE PROGRAMS
Food and Pool Safety:Conducts inspections at retail food facilities, temporary food facilities, mobile food facilities, wholesale food facilities, public swimming pools, and at hotel/motels to promote safe and sanitary conditions and protect the public while enforcing public health regulations.
Plan Check:Conduct plan review and construction inspection for all retail food facilities and public swimming pools undergoing new construction or remodels throughout the county. These programs work directly with members of the public including owners, architects, contractors, and consultants.
Water Quality:The responsibilities for this position include activities related to well constructions and destructions, liquid waste hauler, ocean water protection and cross connection programs. Each of these water quality programs are related to monitoring/regulating/preventing potentially hazardous conditions in the environment that may impact public health. Examples of duties in this position include conducting inspections, investigating complaints, pursuing enforcement action, educating and assisting businesses and industries, water purveyors, and the general public as to the laws and regulations related to water quality.
THE OPPORTUNITY
The Environmental Health Specialist III will assume specialized tasks within the Food and Pool Safety, Plan Check, and Water Quality Sections. Additionally, the Environmental Health Specialist III will:
* Conduct specialized studies, investigations, regular routine field inspections and makes recommendations as to findings; compile information, evaluate present procedures and assist with drafting proposed ordinances, division policies, regulations and guidelines in the area of specialization; may review and make recommendations involving environmental impact reports, and new legislation

THE OPPORTUNITY
OC Public Works has an exciting career opportunity for a Senior Environmental Resources Specialist in the OC NPDES Compliance unit within the Countywide Compliance Division of OC Environmental Resources. This position coordinates Municipal Separate Storm Sewer System (MS4) compliance programs for the Unincorporated Orange County and Orange County Flood Control District (OCFCD) jurisdictions based primarily on NPDES (National Pollutant Discharge Elimination System) permits issued from both the Santa Ana and San Diego Regional Water Quality Control Boards. The position manages the water pollution spill response program, oversees implementation and auditing of specific permit requirements across internal County departments, supervises and trains professional and technical personnel, and performs other work as required.
The Senior Environmental Resources Specialist's job duties include, but are not limited to:
* Directly supervise a section with three positions
* Manage compliance with NPDES MS4 permits
* Direct the County's 24-hour/7-day per week Water Pollution Response Team
* Provide training to County agency staff regarding stormwater program requirements
* Oversee enforcement of applicable water quality ordinances

THE OPPORTUNITY
OCWR's Renewable Energy, Technology and Engineering Planning (RETEP) unit is seeking a Geographic Information System (GIS) Analyst. The GIS Analyst will support the development and maintenance of an ArcGIS database of infrastructure (Facility Atlas), including data collection, creation of As-Built drawings, and development of user training programs. The position will also provide limited AutoCAD support to produce landfill-related drawings such as cell development and sequencing plans, single line diagrams and P&ID's.
In addition, the GIS Analyst will assist internal and external customers with the development, management, and analysis of GIS data. Responsibilities include designing, compiling, analyzing and preparing geographic data; evaluating and integrating data from multiple sources into GIS base maps; and presenting the results of geographic analysis to users. Duties also include leading the development of Facility Atlas procedures and supporting mobile data collection initiatives.
Job duties include, but are not limited to, the following:

The Deputy Probation Correctional Officer I for Probation will be responsible for the following:

17th Street Testing, Treatment and Care (TTC) Clinic is a co-located Sexually Transmitted Diseases Clinic (STD) and a HIV Ambulatory Care Clinic. TTC provides high quality STD and HIV services including medical care, case management, HIV Pre-Exposure Prophylaxis (PrEP), HIV Post Exposure Prophylaxis (PEP), Rapid Antiretroviral Therapy (Rapid ART), AIDS Drug Assistance Program (ADAP), information & education on STD and HIV care, Ryan White eligibility screening, HIV partner services and treatment adherence.
THE OPPORTUNITY
The Medical Assistant provides integral support to clinic operations within the TTC Clinic. Under the direct supervision of a clinician, nurse practitioner, or registered nurse, the Medical Assistant is responsible for performing a variety of clinical and administrative duties, including but not limited to:
* Performing venipuncture for blood specimen collection; administering subcutaneous or intramuscular injections and medications; and providing medications orally, sublingually, topically, vaginally, rectally, or as a single dose to patient for immediate self-administration.

THE OPPORTUNITY
OC Parks Maintenance Inspector provides crucial maintenance inspection of regional riding & hiking trails, bikeways, regional and wilderness parks, and community service parks. Positions are assigned to both office environments and outdoor settings. Role Summary
The
Director of Leadership & Legacy Giving
serves as a key member of the Advancement team, responsible for cultivating and stewarding relationships with current and prospective donors who have the capacity to make significant annual, capital, and planned gifts. Forensics and Justice Involved Divisionprovides oversight, evaluation, and treatment for all of the mental health justice involved for Orange County. This includes Collaborative Courts, AOT, Mental Health Diversion, AB109 & Re-entry, Assisted Intervention Court, Whatever It Takes collaborative court, and Recovery Court/Opportunity Court, CONREP, Lanterman-Petris-Short (LPS) Psychology Unit, SB317 Incompetent to Stand Trial Diversion unit, CARE Court, and Early Access and Stabilization Services.
THE OPPORTUNITIES
The immediate vacancies are within CYS and the Forensics and Justice Involved divisions.
CYS offers a range of vital services to children and adolescents in Orange County, including case management, assessment, individual and family therapy, group therapy, psychological testing, psychiatric evaluations, medication support, and peer support. This role will be based in either the Clinical Evaluation and Guidance Unit (CEGU) Orangewood or CEGU Probation, focusing on justice involved youth or youth involved in the child welfare system. In this position, you'll work directly with children, teens, and their families, providing support through these diverse services. Your goal will be to help these young individuals develop essential skills for thriving in their communities while addressing the challenges they face.
The Clinical Psychologist position withing the SB317 program in the Forensics and Justice Involved division conducts placement evaluation for Misdemeanor Incompetent to Stand Trial (IST). The county provides placement evaluations to determine appropriateness for Diversion, Assisted Outpatient Treatment (AOT), CARE, Conservatorship, or a Modified Treatment plan. This role includes interfacing with C58, attending court meetings, and following up with Misdemeanor IST individuals when applicable. The position requires court testimony as well as participation in treatment team meeting with the court.
The Clinical Psychologist position in Care Court program in the Forensics and Justice Involveddivision provides Expert Witness testimony to Superior Courts on mental health and grave disability issues brought to the court on behalf of the County of Orange. This LPS Psychologist role specifically involves evaluating individuals for Murphy Conservatorships, with evaluations typically conducted at correctional or state hospital facilities. The Psychologist must be knowledgeable in court protocols, case development and strategy, and must be able to explain psychotropic medications in layman's terms. They will need to testify in both bench and jury trials and collaborate closely with the Public Guardian's Office of the County of Orange. An understanding of risk and dangerousness assessments, mental health law, and expert court testimony experience is preferred. Additionally, the Psychologist will need to produce reports that integrate developmental and clinical factors, using evidence-based assessment tools for evaluating competence to stand trial and assess dangerousness.
DESIRABLE QUALIFICATIONS

THE OPPORTUNITY
The Supervising Collection Officer for Probation will be responsible for the following:

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The successful candidate will have the following experience: Four (4) years of experience in credit and collections work, knowledge of the methods and techniques used in effecting collections and enforcing governmental regulations relating to debt collection, supervisory experience with a background in Collections, and experience working for a law enforcement agency, which is crucial in being effective in this position. MINIMUM QUALIFICATIONS
Education and Experience
Option I
Three years' experience as a Collection Officer II at the County of Orange or in a comparable classification at a public agency.
Option II
Four years' experience in credit and collections environment in a business, legal, government and/or law enforcement agency which duties included, but were not limited to, interviewing persons, case management, performing financial investigations, assessments of the ability to pay and expediting legal action against delinquent accounts.
College courses, training seminars, or a combination thereof (e.g., behavioral science, business administration, criminal justice, humanities, and paralegal courses, etc.), related to the knowledge and the abilities may be substituted for up to one year of the required experience based on three semester units equal to one month, and/or one hour of job-related training equal to one hour of experience.
License/Certification
Possession of a valid California Driver's License, Class C or higher, may be required depending on assignment.

BEHAVIORAL HEALTH SERVICES
The Behavioral Health Services (BHS) Division consists of the following service areas Adult and Older Adult Behavioral Health, Children and Youth Services, Quality Management Services, Mental Health Services Act Office, Data Analytics and Evaluation, Crisis and Acute Care Services, Substance Use Services, BHS Navigation, and Forensics and Justice Involved. These service areas provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
THE PROGRAM
In Children and Youth Services (CYS),there are a variety of direct client care opportunities to serve Orange County children, youth, transitional age youth, and their families impacted by mental illness and substance use disorders. CYS has three (3) major areas of service: 1) Regional outpatient clinics, (including intensive community-based recovery-oriented services) 2) programs serving youth in the juvenile justice system, and 3) programs serving foster youth. All programs strive to provide high quality, evidence-based services in a system that addresses the specific and unique needs of the individual and their support systems. Those served by CYS come from a variety of cultures and diverse backgrounds. The population served consists of children, youth, and transitional age youth ages 0 through 25.
THE OPPORTUNITY
This position is necessary to provide psychiatric services to children and youth in CYS outpatient clinics. The Psychiatrist will collaborate with a team of professionals both within the HCA, and with other County agencies with whom the programs partner with to ensure comprehensive care is provided. Additional job duties include, but are not limited to: conducting psychiatric evaluations on a scheduled or in a crisis situation, ordering lab tests, gathering medical, psychiatric, and social information from various sources, and creating treatment plans involving medication or other therapeutic approach.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES:
The ideal candidate will be certified in child and adolescent psychiatry by the American Board of Psychiatry and Neurology and have completed a two (2) year fellowship in child and adolescent psychiatry.Bilingual skills are highly desirable but not required.
In addition, the ideal candidate must demonstrate substantial knowledge and practical experience directly related to the following competencies below:

* Perform prevention, diagnosis, and treatment of seriously mentally ill (SMI) patients
