Programs are typically large, multi-year efforts divided into several sub-programs/tasks. * Responsible for the overall program definition, organization, and direction of short and long range plans. * Formulate, guide, and direct the technical approach of program. * Define and negotiate with activity and agency personnel for necessary program resources. * Establish and control technical milestones, schedules, budgets and costs. * Typical Experience: 15 years professional experience in program/project management. * Desired: 10 or more years of experience in the overall planning, direction and execution of major ship/submarine construction/maintenance programs, systems development efforts, and research or technology initiatives. * Desired: Knowledge of Program Management, including the acquisition process, ship construction and certification, post-delivery process execution, financial tracking (Earned Value Management (EVM) and other metrics), funding execution, and the contracting process. * Highly Desired: 5+ years experience executing post-delivery acquisition phase and fleet introduction. * Desired: 5+ years experience managing testing and evaluation schedules for major ship acquisition programs including planning/execution of testing and evaluation events.
