General Responsibilities
This position is responsible for a variety of skilled painting tasks; to include performing related works as required.
Education and Experience
High school diploma preferred, supplemented by completion of appropriate apprenticeship maintenance painting and glazing training and considerable experience in the painting and glazing trades; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.
Essential Job Functions
Paints a variety of surfaces on the interior and exterior of buildings such as walls, ceilings, doors, windows, baseboards, handrails, flag poles, etc.
Lays out and paints lines on courts, playgrounds, athletic fields and parking lots.
Uses stencils to paint signs on blacktop and curbs.
Scrapes, sands, putties, caulks, sandblasts and otherwise prepares surfaces for painting; applies stain and primer, intermediate and finished coats of shellac, varnish and paint with brush, roller or spray gun.
Mixes and matches paints, varnishes, lacquers and enamels.
Removes damaged wooden window panes, cleans frames and surfaces, selects appropriate glass, cuts glass to size and uses putty or other appropriate glazing compound to mount and fix glass in place for windows, doors, display cases, fire alarms, etc., as required.
Uses ladders, scaffolding, boatswain's chairs and bucket truck; protects surrounding areas or objects by taping or covering; moves furniture and other objects and takes down and replaces blinds and electrical hardware to facilitate work; ensures proper maintenance of brushes, rollers and other painting equipment, including minor repair of spray equipment.
Ensures safety inventory of supplies and equipment.
Drives a vehicle to and from work locations and keeps vehicle supplied with tools and materials; performs operator maintenance on vehicle and keeps it in orderly condition.
Keeps records and makes reports of work accomplished by crew and materials used.
Performs other duties as assigned or required.

The SUB AIT program supports the In-Service Attack Submarines Program Office (PMS 392) under Program Executive Office Attack Submarines (PEO SSN) to achieve optimal submarine operational readiness by providing /production support, component repairs and technical support to accomplish repair, maintenance, removal/installation, troubleshooting and associated testing for Chief of Naval Operations (CNO) submarine maintenance availabilities.
The efforts associated with this program will help restore and maintain the material condition and modernization of the fast attack submarines of the United State Navy.
Requirements
2+ years' experience performing repair work on nuclear submarines within the trade they are being assigned.
HS/GED
Must be US Citizen.
Confidential Security Clearance or higher level required.
Personnel shall have at least 2+ years' experience performing repair work on nuclear submarines within the trade they are being assigned.
Personnel shall have DOW type “final” security clearance (DISCO authority with a minimum of a confidential clearance status).
At a minimum, all personnel shall be United States citizens and shall possess a final favorable adjudicated tier 3 investigation. Contractor personnel must have a Department of War Personnel Security Clearance (PCL) at the confidential level or higher.
Marine Painter Tasks
Remove and apply paint coatings on submarines and submarine components.
Prepare and paint/preserve surfaces of submarine's interior and exterior tanks.
Use both power and hand tools in preparing submarine component and foundation surfaces for preservation.
Needle gun, prepare and preserve interior bilges and waterways.
Groom and final paint-out submarine compartments.
Perform cover-up to protect all equipment and surfaces from dust, paint and damage utilizing the proper protection methods and materials prior to performing cleaning and painting operations.
Marine Painter Skill Requirements
At least two (2) years of experience in the painting trade in heavy industry or on marine vessels, to include experience performing surface preparation for painting.
Trained and qualified to wear respiratory protection devices IAW 29 CFR 1910.134 (Subpart I).
Trained and qualified to work with lead, cadmium, and arsenic as well as mixed solvents.
Perform work in compliance with environmental requirements to acquire, apply, remove and dispose of paint, paint waste or residuals and lead paint waste in accordance with OSHA requirements, Federal and State laws as well as Naval Shipyard procedures.
Proficient at applying paint that is free of paint discontinuities, i.e., skips, runs, drips and holidays.
Proficient at the removal and application of paint coatings, prepare and paint and/or preserve surfaces of interior and exterior tanks, bulkheads, voids, bilges, passageways, machinery/propulsion spaces on naval vessels and components.
Proficient with the use of both power and hand tools i.e., needle gun, sanders, etc., to prepare components and foundation surfaces for final painting or preservation as required.
Proficient with performing cover-up to protect all equipment and surfaces from dust, paint and damage utilizing the proper protection methods and materials prior to performing cleaning and painting operations.
Proficient at preparing coating materials by toning, matching, blending, and mixing in various additives such as catalysts, drying agents, and retardants for tanks, with the proper application of brushes or rollers, for the paint millage required by written technical direction.
Appropriate medical stressors to allow working with "black diamond" compounds.
As a minimum, this will include 29 CFR 1910 medical exams for 121 Beryllium, 124 Cadmium, 133 Chromic acid/Chromium and 161 Lead.
Certified in accordance with SSPC C-6 and SSPC C-12 or NAVSEA approved equivalent (contractor must specify and provide).
Qualified in surface preparation and application of coatings of critically coated areas per NSTM S9086-VD-STM-030/Ch-631 V3R1-Preservation of Ships in Service. Painters shall also be familiar with the requirements for standards in SSPC-1, 5, 10, and 11.
