Skilled craft-work preparing and applying paint to exterior and interior surfaces. This entrance level class lies below that of Painter Foreperson.
Essential Functions
1. Prepares surfaces to be painted by removing dirt, scales, rust, old paint, grease, and other materials.
2. Scrubs, pressure washes, scrapes, and sands surfaces.
3. Applies primers and sizing.
4. Patches drywall, plaster, and other surfaces of furniture, equipment, and the interiors and exteriors of buildings.
5. Mixes, tints, and applies paint to furniture, equipment, and the interiors and exteriors of buildings.
6. Erects and dismantles scaffolding.
7. Cleans and maintains rollers, brushes, and spray guns, and makes minor repairs to equipment and apparatus.
8. Cleans and maintains work area as needed.
9. Performs other duties as assigned.
Probation: Six (6) months
Qualifications
Open Requirements: Must have four (4) years of full-time painting experience using tools and equipment of the painting trade such as spray guns, rollers, brushes, paints, varnishes, lacquers, enamels, paint removers, airless sprayers, and pressure washers.

Licensing: A valid Florida Driver's License is required prior to appointment and must be maintained during employment in this class. Depending on assignment, a valid Florida Class D Driver's License may be required prior to appointment and must be maintained during employment in this class.

Full-Time Salary Range: $39749 - $66165

The SUB AIT program supports the In-Service Attack Submarines Program Office (PMS 392) under Program Executive Office Attack Submarines (PEO SSN) to achieve optimal submarine operational readiness by providing /production support, component repairs and technical support to accomplish repair, maintenance, removal/installation, troubleshooting and associated testing for Chief of Naval Operations (CNO) submarine maintenance availabilities.
The efforts associated with this program will help restore and maintain the material condition and modernization of the fast attack submarines of the United State Navy.
**Requirements**
+ 2+ years' experience performing repair work on nuclear submarines within the trade they are being assigned.
+ HS/GED
+ Must be US Citizen.
+ Confidential Security Clearance or higher level required.
Personnel shall have at least 2+ years' experience performing repair work on nuclear submarines within the trade they are being assigned.
Personnel shall have DOW type "final" security clearance (DISCO authority with a minimum of a confidential clearance status).
At a minimum, all personnel shall be United States citizens and shall possess a final favorable adjudicated tier 3 investigation. Contractor personnel must have a Department of War Personnel Security Clearance (PCL) at the confidential level or higher.
Marine Painter Tasks
Remove and apply paint coatings on submarines and submarine components.
Prepare and paint/preserve surfaces of submarine's interior and exterior tanks.
Use both power and hand tools in preparing submarine component and foundation surfaces for preservation.
Needle gun, prepare and preserve interior bilges and waterways.
Groom and final paint-out submarine compartments.
Perform cover-up to protect all equipment and surfaces from dust, paint and damage utilizing the proper protection methods and materials prior to performing cleaning and painting operations.
Marine Painter Skill Requirements
At least two (2) years of experience in the painting trade in heavy industry or on marine vessels, to include experience performing surface preparation for painting.
Trained and qualified to wear respiratory protection devices IAW 29 CFR 1910.134 (Subpart I).
Trained and qualified to work with lead, cadmium, and arsenic as well as mixed solvents.
Perform work in compliance with environmental requirements to acquire, apply, remove and dispose of paint, paint waste or residuals and lead paint waste in accordance with OSHA requirements, Federal and State laws as well as Naval Shipyard procedures.
Proficient at applying paint that is free of paint discontinuities, i.e., skips, runs, drips and holidays.
Proficient at the removal and application of paint coatings, prepare and paint and/or preserve surfaces of interior and exterior tanks, bulkheads, voids, bilges, passageways, machinery/propulsion spaces on naval vessels and components.
Proficient with the use of both power and hand tools i.e., needle gun, sanders, etc., to prepare components and foundation surfaces for final painting or preservation as required.
Proficient with performing cover-up to protect all equipment and surfaces from dust, paint and damage utilizing the proper protection methods and materials prior to performing cleaning and painting operations.
Proficient at preparing coating materials by toning, matching, blending, and mixing in various additives such as catalysts, drying agents, and retardants for tanks, with the proper application of brushes or rollers, for the paint millage required by written technical direction.
Appropriate medical stressors to allow working with "black diamond" compounds.
As a minimum, this will include 29 CFR 1910 medical exams for 121 Beryllium, 124 Cadmium, 133 Chromic acid/Chromium and 161 Lead.
Certified in accordance with SSPC C-6 and SSPC C-12 or NAVSEA approved equivalent (contractor must specify and provide).
Qualified in surface preparation and application of coatings of critically coated areas per NSTM S9086-VD-STM-030/Ch-631 V3R1-Preservation of Ships in Service. Painters shall also be familiar with the requirements for standards in SSPC-1, 5, 10, and 11.

The likely hourly rate for this position is between $39.56 - $53.52. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

* Roughens aluminum surfaces with acid solution and steel wool to ensure that paint adheres to surface;
* Masks and covers portions of surfaces not to be painted; and
* Assemble staging, scaffolds and work stands necessary to perform the full function of the paint shop;
* Prepare aircraft, engines, SE and components for finish using various chemicals, detergents and solvents in conjunction with high pressure steam and water;
* Apply chemical conversion coating to bare substrate, sand and featheredge existing coatings using various grits of abrasives;
* Apply protective and decorative coating and paint finishes to aircraft, engines, ground SE and components;
* Paint insignias, lettering and designs on aircraft and components;
* Apply decals transfer and stencils to identify and decorate aircraft, engines, ground SE and components;
* Perform high finish and critical tolerance painting on aircraft, engines, ground SE and components;

* Prepare the substrate for coating using a variety of pretreatment methods using chemicals, detergents and solvents in conjunction with high-pressure steam and water;
* Perform sanding and featheredging to existing coatings and select proper grit abrasives necessary to ensure adequate substrate smoothness prior to the finish application;
* Mask and protect surfaces not to be finished by the use of masking tape, discs, fixtures, plugs and/or covers;
* Use and maintain conventional, electrostatic and high volume low pressure (HVLP) paint equipment and shall use a variety of materials such as lacquers, enamels, sealers, urethanes, waterbornes, epoxies, elastomerics and ceramic coatings;

The Marine Painters are trained to SSP-3 and SSPC-SP-11 standards using power tools. A candidate must be able to learn the proper method for applying coatings while maintaining desired MIL thickness. A candidate will be required to work in a physically demanding environment including confined spaces and heights. A candidate must be able to use power tools, hand tools, or chemicals to accomplish cleaning of surfaces prior to applying coating systems. Nearly every component or structural element aboard ship requires specific coatings, this is why the painter is responsible for selecting and applying a wide variety of marine coating systems. Coatings protect the steel and other surfaces from rust and corrosion, protect the underwater portion from the attachment of marine life, and enhance the general appearance of the ship. The painter prepares the surface, masks unpainted areas, sandblast surfaces, selects the methods of coating application and provides suitable curing conditions. In addition to modern paint techniques, the painter may work with power coating, non-skid, and other special hull treatments. The painter must interpret paint schedules, calculate surface areas, estimate the amount of materials required, test the grade, viscosity and fineness of the paint, and perform final quality inspections.

The individual must have working knowledge of procedures, strong mechanical aptitude and ability, and be able to follow directions. The individual must have a thorough knowledge of equipment used in surface preparation and coating application operations. The individual must demonstrate ability to interpret job specifications, instruction manuals, and manufacturer's handbooks. The individual must have thorough knowledge of the application and operation of equipment used in surface preparation and coating operations at BAE Systems.
Must be able to follow directions and work with limited supervision. Must be willing to work with and train subordinates.
SAFETY/ENVIRONMENTAL
Must comply with Company safety rules and OSHA standards. Must be physically and medically qualified to wear required personal protective equipment as prescribed under OSHA standards. Must handle hazardous materials/waste in compliance with local, state and federal regulations and in accordance with procedures.
ESSENTIAL QUALIFICATIONS, DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
SURFACE PREPARATION
HIGH PRESSURE WASHING
- Can make-up and set-up high pressure wash equipment, hoses and lines.
- Can run high pressure wash equipment.
- Can high pressure wash blast at better than a 400 sq-ft per hour rate.
SOLVENT CLEANING (DEGREASING)
- Can set-up solvent cleaning equipment.
- Can solvent clean at a 250 sq-ft per hour rate.
DRY GRIT BLAST CLEANING
- Can make-up and set-up blast equipment, hoses and lines.
- Can run blast equipment.
- Can dry grit blast clean at better than a 100 sq-ft per hour rate.
- Ability to sandblast and paint in confined spaces.
WET GRIT BLAST CLEANING
- Can make-up and set-up blast equipment, hoses and lines.
- Can run blast equipment.
- Can dry grit blast clean at better than a 90 sq-ft per hour rate.
UHP WATER JET CLEANING
- Can make-up and set-up UHP Water Jet equipment, hoses and lines.
- Can run UHP Water Jet equipment.
- Can UHP Water Jet clean at better than a 70 sq-ft per hour rate.
UHP GRIT INJECTED WATER JET CLEANING
- Can make-up and set-up UHP Water Jet abrasive injection equipment, hoses and lines.
- Can run UHP Water Jet with abrasive injection equipment.
- Can UHP Water Jet clean with abrasive injection at better than an 80 sq-ft per hour rate.
PAINTING
- Can set-up paint pumps, hoses and lines.
- Can mix and thin all types of coatings as instructed in written specification or work package.
- Proficient at spraying with conventional and airless spray guns.
