    Open Until Filled Starting Range - $56,764.32 - $81,967.48 ROLE AND RESPONSIBILITIES Under general supervision, performs various responsible fire service duties at an assigned fire station for the County's Fire and Rescue Department and performs skilled and technical work in rescuing victims and administering emergency medical to patients on site. Work involves performing various duties, including preventing, controlling and extinguishing fires; maintaining and servicing fire equipment, station house, and grounds; and maintaining operational readiness of departmental vehicles and equipment. Employee is also responsible for operating a fire fighting vehicle in responding to fire alarms. Work also involves responding to the scene of emergency and non-emergency calls, applying necessary medical treatment to sick or injured persons, transporting persons to a medical facility. Employee serves as a member of an ambulance crew and is responsible for performing the duties of a Paramedic. This position is differentiated from an Emergency Medical Technician of other certification levels by the additional requirements of performing defibrillation and cardioversion, using gas-powdered or hand-powered nebulizers, decompressing a tension pneumothorax by use of a catheter-flutter-valve device, using positive-end expiratory pressure respirators, performing cricothyrotomy for relief of upper airway obstruction, performing gastric suction by intubation, and performing urinary catheterization. Employee is subject to the usual hazards of firefighting duties and emergency rescue work, including risk of exposure to infectious diseases. Reports to a Fire Rescue Shift Officer. (2) When confronted with a pulse less non-breathing patient, perform cardiopulmonary resuscitation, defibrillation, pulmonary ventilation by means of an endotracheal tube and administer appropriate cardiac drugs prior to contacting the nearest hospital. (3) Establish an intravenous or intraosseous line in a peripheral vein and administer any intravenous solution approved by the Medical Director for use by EMT-Ps prior to contacting the receiving hospital. May perform an of the following procedures if allowed by the County Emergency Medical Services System in which they function: (1) patient assessment; (2) basic life support techniques in accordance with the American Heart Association or American Red Cross including airway management and cardiopulmonary resuscitation; (3) Oxygen administration; (4) hemorrhage control; (5) treatment for shock; (6) bandaging and dressing soft tissue injuries; (7) application of military anti-shock trousers; (8) splinting fractures and dislocations; (9) treatment of injuries to the head, face, eye, neck and spine; (10) treatment of injuries to the chest, abdomen and genitalia; (11) provision of basic life support for medical injuries; (12) assisting in normal and abnormal childbirth; (13) treatment of injuries as a result of exposure to heat and cold; (14) treatment of burns; (15) lifting and moving patients for transfer to a medical facility; and (16) extrication of patients from confined areas. Responds to non-emergency calls, such as requests to transport patients from hospitals to their homes or from a local medical facility to a specialized medical center. Participates in a continuous training program to improve competence in medical clinical work and in ambulance service and operation; studies street and road patterns and networks of the County in order that future runs may be made with minimum difficulty and delay. Operates a fire fighting vehicle in responding to fire alarms; activates pagers for fire calls and proceeds to the scene of the fire; takes command of the fire scene until properly relived by superior; and performs fire suppression and fire rescue activities. Maintains and ensures the operational readiness of departmental vehicles and equipment; performs preventive maintenance tasks and scheduled testing of all firefighting apparatus; makes repairs to equipment and vehicles when necessary; and maintains fixed asses inventory. Prepares and maintains accurate records and reports; maintains vehicle and equipment maintenance records; prepares incident fire reports, training reports, and hydrant inspection reports. Physical strength is required to turn on hydrant value. * Reports and receives additional verbal instructions. Pulls 200 feet of pre-connected 1 3/4-inch attack line from side of apparatus and holding line with both hands and advances toward fire. * Assists in the placement of utilization of heavy appliance (a device which allows the flow of large amounts of water.) Lifts line over shoulder and uses physical strength to continually pull line. Upon charging of attack line, proceeds to fire and holds line to fire base, bends, stoops but mainly crawls while inside of structures and pulls line along to put out fires. Due to circumstances of fires will remain inside putting out fires for periods of 15 to 30 minutes on a regular basis. Conducts search and rescue in 2-person teams or may work alone. * Upon emergency notice (an audible alarm) dons emergency safety equipment, weighing 85 pounds and climbs onto apparatus. Based on type of emergency, performs a variety of tasks ranging from extrication, delivering of direct patient care, and firefighting duties. * Extricates by a variety of methods ranging from holding and using rescue saw (weighs 50 pounds), holding and using the rescue tools (weight 75 pounds), and applying physical strength to pry open doors, hoods, and separate heavy metal objects. * Manually uses hux bars, pry bars, and various other forcible entry tools. Remains visually and audibly alert to detect hazards for safety concerns. Remains calm and professional during emergency situations and constantly follows proper safety procedures. * Crawls throughout structure by hand and searches for potential victims. Upon finding persons, physically removes them by dragging or carrying them out of structure to safety. * Performs ventilation of structure by carrying and placing ladders outside of structures. Climbs ladder to point above seat of fire and carries tools with them to designated location. Manually cuts roof open with ax, chainsaw, or rescue saw. Ladders will vary in length depending on structure. Assesses the effects of treatment. * Uses medical equipment, based on competency level, such as but not limited to cardiac monitor, defibrillator, performs endotracheal intubation to open airways and ventilate patients. Uses other adjunct airways as needed under the direction of a physician. * Follows infection disease protocol and practices proper disposal of biohazard waste. * Reassures patients and bystanders. Avoids mishandling patient and undue haste and searches for medical identification emblem to aid in care. * Radios dispatcher for additional assistance or services and requests/provides flight rescue service if required. Provides assistance to emergency staff as required and documents all activity in assigned position. * Assists in lifting, carrying, and transporting patient to ambulance and on to a medical facility. * Prepares for, attends, and testifies in courtroom hearings and judicial proceedings as required. * Prepares, decontaminates, inspects, inventories, repairs, and/or maintains medical equipment and supplies, first aid materials, and vehicles for safe operation and tests all equipment on a regular basis and checks for future readiness. * Communicates effectively and coherently over two-way radio channels while initiating and responding to radio communications. * Responds to questions, complaints, and requests for information/assistance from the general public, patients, fire, law enforcement, other medical personnel, various agencies, employees, officials, supervisors, or other individuals. * Inventories and restocks ambulance and station supplies and equipment. Individuals may perform other duties as assigned. • Responds to fire and EMS calls with a fire company and performs fire/EMS/rescue duties as assigned or assumed. • Rescues and removes persons from danger. • Operates various pieces of fire and EMS apparatus and equipment to deliver advanced life support skills and extinguish fires. • Ventilates burning buildings to eject smoke, heat, and gases as directed. • Performs salvage and overhaul operations at fire scenes as directed. • Performs cleaning and maintenance tasks on department buildings and equipment. • Performs prevention and education activated as directed, to include fire hydrant maintenance if necessary. • Performs annual testing and inspection of fire hose. • Attends training in subjects pertinent to EMS, (ALS), firefighting, fire inspections, equipment operation, emergency medical treatment, and other related areas. • Promotes and conducts public education programs as directed. • Makes periodic visits to building to conduct pre-fire planning. • Provides Basic and Advanced Life Support care (in compliance with Chapter 401, Florida Statutes, and Chapter 10D-66, F.A.C. according to the established County EMS Procedures Manual and applicable protocols and standing orders, to the person in need of medical attention. • Administers pre-hospital emergency rescue and medical services, and advanced life support allowed within the scope of training. • Occasionally fills in as a EMT on a BLS unit as directed by a ranking officer. • Serves as an ambulance driver as needed. • Handles emergency and non-emergency patient transfers as assigned, including both in-county and out-of-county. • Completes necessary written reports, including patient reports, patient bills, and daily team and unit reports, in a timely accurate fashion. • Cleans and maintains ambulance and equipment on a daily basis, including maintaining required inventory of ambulance supplies and equipment. Keeps signed station clean. • Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization. • Consistently follows Board policies and procedures. • Responds productively to change and performs all other tasks as directed. • Works productively with all personnel throughout the chain of command. KNOWLEDGE, SKILLS AND ABILITIES: • Knowledge and skill in the use of firefighting techniques, policies, procedures, and practices. • Knowledge and skill in the use of advanced life support emergency medical treatment practices. • Ability to gain knowledge of street locations, geography, and types of building construction in their assigned district. • Ability to know the various types of fire hazards within their assigned district. • Ability to continually learn and update techniques and procedures in firefighting and emergency medical care. • Ability to understand and carry out oral and written instructions. • Ability to express oneself clearly and concisely, orally and in writing. • Ability to drive and operate fire service vehicles and apparatus on and off-road safely under emergency conditions. • Skill in the use and maintenance of firefighting and emergency medical equipment. • Knowledge of Cardiopulmonary Resuscitation, and the use of other Advanced Life Support life sustaining practices and equipment. • Knowledge of safety and comfort measures and methods in the handling and treatment of patients. • Ability to become familiar with the roadway/highway systems within Highlands County. • Knowledge of Florida safety requirements and privileges when responding to non-emergency and emergency situations. • Knowledge of Florida traffic and driving regulations. • Ability to maintain effective working relationships with co-workers (paid and volunteer), managers, supervisors, directors, elected officials, vendors and the general public. PHYSICAL SKILLS: This work requires the occasional exertion of over 100 pounds of force; work regularly requires speaking or hearing, frequently requires sitting and repetitive motions and occasionally requires standing, walking, using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; ability to lift and carry up to 50 lbs., must meet physical and medical requirements for firefighter and hazardous material per N.F.P.A. Standards. MINIMUM QUALIFICATIONS:EDUCATION AND EXPERIENCE: Graduation from high school or possession of an acceptable equivalency diploma. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain a valid Florida drivers' license. Florida Firefighter II Certificate of compliance required. Maintain current Florida Paramedic certification, and AHA/Advanced Cardiac Life Support certification (ACLS), Pediatric Advanced Life Support (PALS), 16-hour Emergency Vehicle Operation (EVOC or CEVO), and Current CPR/AED for Health Care Provider (BLS). Must be approved by the E.M.S. Medical director to practice as a Paramedic. OTHER JOB-RELATED REQUIREMENTS: Disaster Essential. Paid FIREFIGHTERS in Highlands County will not be able to operate as volunteer FIREFIGHTERS in Highlands County. This does NOT preclude them from being administrative chiefs or administrative members of any Highlands County VFD. ACJIS is required as part of the background check process.
