Titers demonstrating immunity may be substituted for the proof of vaccination; proof of vaccines in progress are accepted.
High school diploma or equivalent (GED) required. Some advanced education preferred.
Past work experience in healthcare preferred.
Ability to pass a Physical Agility Test (including, but not limited to: lifting, carrying, dragging, walking, and balance).
Must be able to lift, drag, hoist, and carry different types of equipment and other objects.
Ability to discern deviations/changes in eye & skin coloration due to patient's condition and treatment administered.
Ability to work past scheduled shift with little or no notice, if needed.
Aptitudes required for work of this nature are good physical stamina, endurance, and body condition that would not be adversely affected by frequently having to walk, stand, lift, carry, and balance at times.
Driving Record must comply with AMR's Safety & Driving policy (proof required if conditional employment is made).

* Serves as a fully trained member of a firefighting crew engaged in a full range of emergency response to include: fire, emergency medical, specialized rescue, and natural disasters.
* Controls and extinguishes fires, operates hose lines, performs fire ground operations to include forcible entry, ventilation, search and rescue and salvage and overhaul.
* Drives and operates a full range of complex vehicles and apparatus to include fire engines, ladder trucks, technical rescue apparatus, medic units, and response trailers operating onboard systems.
* Performs advanced and detailed patient assessment by conducting a systematic evaluation of the patient's condition. Conducts and interprets electrocardiograms (EKG) depending on personal certification and local protocols.
* Performs advanced airway techniques including the use of an esophageal or dual lumen airway device and oral intubation using laryngoscopy. Assists paramedic personnel in advanced life support situations in a developmental capacity.
* Alternates as Lead Firefighter responsible for directing and participating in firefighting activities, fire prevention functions, station and equipment maintenance, training and administrative duties.

To qualify for a Firefighter (Paramedic), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. For current and former Federal civilian service employees, to qualify for the GS-09 grade level, specialized experience must be at the GS-07 grade level or equivalent under other pay systems in the Federal service, military or private sector. For all other applicants to qualify for the GS-09 grade level, specialized experience must be at the GS-08 grade level or equivalent in the military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after competitive appointment, minimum qualifications, and any other regulatory requirements but the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS- 07:
* Assisting in performing a full range of firefighting duties such as combating fires, operating hose lines, making forced entries, and search and rescue.
* Assisting in rescue operations.
* Performing basic life support at the emergency medical technician basic level.
* Determining proper emergency response/equipment needs in an emergency situation.
GS-08:
* Performing a full range of firefighting duties such as combating fires, operating hose lines, making forced entries, and search and rescue.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work involves extended periods of heavy moving and lifting. Generally, the work requires recurring bending, stooping, stretching, and positioning of fire hoses, fire extinguishers, and other equipment. Must be able to wear protective clothing and equipment weighing up to 100 pounds, while working in extreme heat and cold under adverse conditions, such as fire and smoke.
Work Environment: The employee works outside in all types of weather conditions. Employee is exposed to out of control fires, emergency medical scenes, and other dangerous situations. Is also exposed to the possibility of burns and other effects of smoke inhalation, heat, falling materials, explosions, toxic materials, and other dangerous substances.

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves. The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley. The District serves a population of 192,858. The communities are primarily residential, commercial, office park, and controlled manufacturing, along with wildland areas, protected by nine stations and one volunteer staffed station with 185 employees, and 56 volunteers. Financial oversight and strategic policy direction are provided by an elected 5-member Board of Directors.
DEFINITION
Under direction of the assigned Fire Captain provides patient care and ambulance transport services as a member of the San Ramon Valley Fire Protection District (District) Emergency Medical Services (EMS) Division.
CHARACTERISTICS
The non-safety position of Paramedic (EMT-P) works under the direct supervision of the assigned Fire Captain in conjunction with other District Staff and the overall direction of the Operations Deputy Chief. The primary responsibility of the EMT-P is to provide Advanced Life Support (ALS) patient care and transport of patients as a team member of the San Ramon Valley Fire Protection District's 911 EMS System.
An EMT-P is required to be able to make critical decisions that impact the safety, well-being, or life of patients and members of the District in stressful situations. The EMT-P is expected to demonstrate sound judgment that demonstrates the highest of ethical and moral standards in the performance of job duties and other situations with and without explicit direction.
ESSENTIAL FUNCTIONS

The incumbent will be required to perform a full range of EMS skills and services, including but not limited to: Operate District owned ambulances and other District vehicles as directed, including driving to and from medical emergencies as part of the ambulance transportation team.
1. Must pass District EMS Academy and all related new hire didactic and skills training with no less than 80% final score, prior to release to single role paramedic status within the District.
2. A licensed Paramedic is authorized to do any of the following procedures utilizing both BLS and ALS level skills during training, while at the scene of an emergency, or during patient care but is not limited to:
a. Evaluate the ill and injured and document findings and actions on a patient care report.
b. Render both basic and advanced life support, rescue and first aid to patients
c. Obtain and document diagnostic signs including but not limited to temperature, blood pressure pulse and respirations rates, level of consciousness, pupil status and electrocardiogram interpretations
d. Perform cardiopulmonary resuscitation, including the use of mechanical adjuncts to advanced cardiopulmonary resuscitation and both manual defibrillators and automated external defibrillators (AED)
e. Use the following adjunctive airway breathing aids:
i. Oropharyngeal airway; nasopharyngeal airway;
ii. Advanced airways to include Supraglottic and endotracheal intubation;
iii. Waveform capnography;
iv. Suction devices;
v. Basic and advanced oxygen delivery devices; and
vi. Manual and mechanical ventilating devices designed for pre-hospital use
f. Use various types of stretchers and body immobilization devices
g. Provide initial pre-hospital emergency trauma care
h. Perform basic field triage
i. Transport patients
j. Manage patients within their scope of practice
k. Administration of emergency medications per Contra Costa County

l. Lifting patients into ambulances on a gurney
m. Contact and obtain direction from base hospitals regarding patient care
3. Cleans and decontaminates as necessary / directed District equipment, apparatus

5. Maintains and restocks inventory of ambulance and station EMS supplies
through logistics orders.
6. Performs preventative maintenance inspections (PMI) on assigned apparatus

8. Attend and successfully complete District and hospital training sessions and drills

Selection Process
The Firefighter Trainee classification is unclassified and, therefore, exempt from Civil Service Rules. For unclassified positions, the "rule of the list" applies, which means that the appointing authority may select from the entire eligible candidates (as opposed to receiving four ranks at a time). Some of the factors that will be considered in making selection decisions include each candidate's performance during each stage of the examination, the results of the background and personality suitability assessments, and the needs of the City and the Oakland Fire Department.
Stage I - Application Screening: The first stage in the selection process will consist of a review of each applicant's electronic employment application for minimum qualifications (weighted pass/fail), including responses to all supplemental questions.
Stage II - Written Examination: Candidates who meet the minimum qualifications will be sent an email notifying them that they are qualified to continue in the recruitment process during the week of January 12, 2026, with a link to schedule for the written exam, administered by National Testing Network (NTN). The written exam measures abilities such as reading comprehension, basic math, mechanical aptitude, and the ability to work and live as part of a team and appropriately represent the City of Oakland and the Oakland Fire Department. Candidates must complete the written exam by February 15, 2026, at 11:59 pm, online or at an NTN Testing Center. Candidates who have taken the written exam with NTN within the last 90 days must transfer their exam score and may not re-take the exam. Candidates who have taken the written exam within the last year (but more than 90 days ago) may choose to re-take the exam or transfer their exam score.
Stage III - Oral Board Examination: An oral interview examination weighted 100%, measuring areas such as interpersonal skills, judgment, oral communication skills, the ability to get along with others, the ability to represent the City and the Oakland Fire Department, and the ability to follow oral instructions. Candidates must earn a scale score of 70 on the oral exam and have all required certifications uploaded to their application to be placed on the eligible list for employment consideration. Candidates who do not upload their required certifications to their application after passing the oral exam will remain in a "pending" status until their certifications are uploaded.
To be considered for the 2026 Fall Fire Academy, your certifications must be received by the completion of the oral board exam (tentatively scheduled for March 2026).
To be considered for the 2027 Fall Fire Academy, your certifications must be received by January 31, 2027.
Stage IV - Eligible List Placement: Candidates who pass each stage in the process will be placed on an eligible list, in rank order, based on their oral board exam scores. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.
The entire eligible list of candidates will be forwarded to the Oakland Fire Department, and they will determine which candidates will be invited to the Chief's interview. Placement on the eligible list does not guarantee an invitation to the Chief's Interview.

Stage V - Chief's Interviews: Candidates placed on the eligible list may be invited to the Chief's Interviews. Therefore, placement on the eligible list is not a guarantee of an invitation to interview, training academy, or appointment.
Candidates who are deemed to be most suitably qualified after the departmental interview will be invited to the training academy to serve in the classification of Firefighter Trainee and advance to the following stages:
* Background investigation: Investigators will contact references, friends, family, former employers, and other contacts to verify the information provided. The background investigators will also check for a criminal record, obtain a copy of the candidate's driving record, and check credit references. Applicants may be rejected for background factors at any step of the selection process. Providing fraudulent information at any stage of the selection process may be grounds for removal from the process.
* Multi-phase performance trait assessment: Designed to measure suitability to serve as a member of the Oakland Fire Department, the performance trait assessment test measures job-related traits and characteristics (such as conscientiousness and the ability to work as part of a team), which are important for successful performance as a Firefighter.
* Medical Examination: Prior to a final offer of employment, all candidates must pass a medical examination, including screening for drugs, vision, hearing, and general medical condition. Vision must be correctable to 20/40 for wearers of contact lenses and glasses. Soft lens wearers must have demonstrated success with their lenses for a period of at least six months. Wearers of hard contacts or glasses must have uncorrected vision not less than 20/100. All candidates must satisfactorily pass an audiogram hearing test. Candidates will be individually evaluated by the City Physician based upon job-related criteria. Medical conditions that render the applicant unable to perform the essential functions of the job and for which accommodation is not possible will be disqualifying.

A description of possible events in a working day of an Oakland Firefighter is below. It is intended to inform potential candidates of the typical functions performed by a Firefighter. Oakland Firefighters are required to work 24-hour shift assignments, including weekends and holidays, and may be required to work overtime with little or no notice. Firefighters work an average of nine to ten 24-hour shifts monthly. Calls for assistance are received around the clock. Living and working at a firehouse includes housekeeping, cooking, cleaning, and yard maintenance duties.
Firefighters are required to wear protective gear and equipment weighing approximately 45 pounds while performing emergency duties. Incumbents are exposed to a variety of weather conditions and are required to tolerate hot and cold temperatures.
While performing emergency aid, Firefighters may lift and carry victims and move equipment. Incumbents are required to have the ability to hear a variety of warning devices and alarms, gas leaks, or calls for help. Tools used by Firefighters require precise arm-hand positioning and movements, such as when operating a chainsaw or using emergency medical rescue equipment. The operation of firefighting equipment often requires the coordinated movement of more than one limb simultaneously.
Emergency situations may require incumbents to work in small, cramped crawl spaces, areas where vision is limited, and/or at heights, including rooftops or on ladders. Job Description
This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. Depending on the level in the deep class, incumbents may perform
basic
life support duties on an ambulance (Level I EMT); perform
advanced
life support duties on an ambulance (Level II Paramedic); or respond to fire alarms engaging in firefighting activities and performing advanced life support duties (Level III Firefighter Paramedic).
The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.
Detailed descriptions for Levels I and II are below. The descriptions are cumulative in that Level II may be required to perform the duties defined in Level I.
Level I - EMT
Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services; protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.
Level II - Paramedic
In addition to the above, required to provide advanced emergency medical care to victims of fire and activities for saving lives and property, including medical scene size-up, establishing medical command post, reporting to incident commander or EMS Captain and implementing medical Incident Command System (ICS); supports rescue activities in a variety of situations; renders first aid, treatment for shock, cardiac compression, resuscitation, and prevention of blood loss; responds to trauma or medical emergencies; performs primary and secondary evaluation of patients to assess conditions, triages in major disasters; administers proper procedural emergency treatment; institutes emergency care and/or advanced life support to stabilize patient conditions, including cardiac pulmonary resuscitation, defibrillation, drug administration, invasive procedures and definitive therapy; as part of EMS response, conducts hazard assessment of residences, places of business, public assemblage, schools, and hospitals to ensure compliance with fire codes, ordinances, laws and regulations, and refers potential hazards/violations to appropriate Fire Department division; participates in training and physical fitness programs as required.

Today, the San Francisco Fire Department serves an estimated 1.5 million people, providing fire suppression, fire prevention and emergency medical services to the residents, visitors and workers within San Francisco's 49 square miles.
Job Description
This is a deep classification encompassing three levels: Level I EMT; Level II Paramedic and Level III Firefighter Paramedic. Depending on the level in the deep class, incumbents may perform
basic
life support duties on an ambulance (Level I EMT); perform
advanced
life support duties on an ambulance (Level II Paramedic); or respond to fire alarms engaging in firefighting activities and performing advanced life support duties (Level III Firefighter Paramedic).
The list established from this selection process may be used by the Fire Department to fill vacancies at Level I and Level II.
Detailed descriptions for Levels I and II are below. The descriptions are cumulative in that Level II may be required to perform the duties defined in Level I.
Level I - EMT
Under general supervision, responds to medical and other emergencies and engages in life support and life-saving activities; performs emergency medical service (EMS); maintains equipment; staffs and drives an ambulance to provide initial emergency medical care in a pre-hospital setting; evaluates and administers advanced first aid, basic life support and life maintenance measures in accordance with Emergency Medical Service Agency (EMSA) policies and procedures, including CPR, definitive therapeutic care at the scene of an emergency or during transport of persons; provide community health screening and other non-emergency health services; protects the privacy of patients treated by SFFD, safeguards patient information and uses and discloses patient information in accordance with the federal Health Insurance Portability and Accountability Act (HIPAA) and the privacy practices of SFFD; may perform duties of either driving ambulances, EMT attendant and other related duties as assigned. Works a 40-hour week, including days, evenings, nights, weekends and holidays; shift to be determined by operational requirements. Incumbents must maintain superior physical strength, agility and stamina to carry out the intense physical duties of the position.
Level II - Paramedic
In addition to the above, required to provide advanced emergency medical care to victims of fire and activities for saving lives and property, including medical scene size-up, establishing medical command post, reporting to incident commander or EMS Captain and implementing medical Incident Command System (ICS); supports rescue activities in a variety of situations; renders first aid, treatment for shock, cardiac compression, resuscitation, and prevention of blood loss; responds to trauma or medical emergencies; performs primary and secondary evaluation of patients to assess conditions, triages in major disasters; administers proper procedural emergency treatment; institutes emergency care and/or advanced life support to stabilize patient conditions, including cardiac pulmonary resuscitation, defibrillation, drug administration, invasive procedures and definitive therapy; as part of EMS response, conducts hazard assessment of residences, places of business, public assemblage, schools, and hospitals to ensure compliance with fire codes, ordinances, laws and regulations, and refers potential hazards/violations to appropriate Fire Department division; participates in training and physical fitness programs as required.
Qualifications
This selection process is open to individuals meeting at least all of the minimum qualifications listed for Level I below at the time of application filing. Individuals who meet minimum qualifications for Level II may be considered by the Department at that level.
H003 Minimum Qualifications: (All levels)
Age: Applicants must be at least 19 years old at the time of application and must be at least 20 years old at the time of appointment. [Civil Service Rule 310.15]
Education: Applicants must have a high school diploma or an equivalency certificate (e.g., G.E.D., California High School Proficiency Certificate) to apply.
Driving Record: Applicants must possess a valid driver license with seven years driving record verified during Background Investigation. Applicants must possess a valid Class A, B, or C California Driver License by the time of their appointment. Applicants will not be considered eligible to participate or to be appointed if any of the following occurred, or is in effect at any time, during the period from “one year prior to application up to the date of appointment”:
(a) Any offense that subsequently results in a conviction for driving under the influence, reckless driving, or hit and run with personal injury or property damage over $25.00; or any offense that occurred within a three-year period prior to appointment.
(b) License suspension or revocation, three moving violations in 12 months, 5 moving violations in 24 months, or probation as a result of a driving-related offense.
[Note: Applicants who proceed to the Background Investigation phase of the selection process must provide on their background forms a full and complete listing of all motor vehicle violations. Any significant discrepancy between an applicant's statement and the Department of Motor Vehicles' records will result in disqualification.]
Criminal Record: Applicants must not have been convicted of a felony in this state, or in any other state or in any federal or other jurisdiction, of an act that would be considered a felony if committed in this state. Applicants must not have been on probation for a misdemeanor offense from one year prior to application through the time of appointment. Convictions for misdemeanors within one year prior to application will be evaluated individually and may result in disqualification.

Applicants must disclose if they have ever been convicted of any felony or misdemeanor offense in California or in any other state or place, including entering a plea of nolo contendere or no contest, and including any conviction which has been expunged (set aside) under Penal Code Section 1203.4.]
Additional Minimum Qualifications for Level I:
1. Possession of a current and valid CA Emergency Medical Technician (EMT) Certification issued by the State of CA [required by the application filing deadline] and the ability to accredit with the local EMS Authority [required prior to appointment].
2. Possession and maintenance of valid Class A, B, or C CADL w/Ambulance Driver certificate/endorsement at time of appointment.
3. Any combination of 500 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last three years, at the time of application filing;
OR
Any combination of 1,000 hours of verifiable work experience as an EMT (on an ambulance or first responder vehicle) or hours of documented ambulance ride-along as a member of the San Francisco Fire Reserves within the last five years, at the time of application filing.
Additional Minimum Qualifications for Consideration at Level II:
Possession and maintenance of a valid CA Emergency Medical Technician Paramedic (Paramedic) license issued by the State of CA and the ability to accredit with local EMS Agency.
Possession and maintenance of valid Class A, B, or C CADL w/ Ambulance Driver certificate / endorsement at time of appointment.
1,000 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last three years; OR 1,500 hours verifiable work experience as a Paramedic (on an ambulance or first responder vehicle) within the last five years at the time of application filing.
Additional Information
The following documents and verifications must be submitted if and when requested by the SFFD Background Investigation Unit:
1. A copy of the respective current & valid certification
2. A copy of the respective current & valid CADL (with Ambulance Driver certificate for LI & LII)
3. Verification of experience. Acceptable verification would be a letter from an employer which specifies the applicant's job title, duties, dates of employment and hours worked per week while working with that employer. Pay stubs may substitute for information regarding hours worked. However, all other information must be confirmed through an official letter from the employer and the letter must include the employer's letterhead.
Candidates who do not submit the required verifications as requested will no longer be considered qualified or allowed to participate further in the selection process.
Written Test (100%): Candidates who are invited to participate in the selection process will take a pass/fail multiple-choice test to determine their relative knowledge in job-related areas, which may include, but are not limited to, procedures and practices in emergency medicine, and current EMT techniques in field & hospital settings. Candidates who pass the Written Exam will advance to subsequent components of the selection process.
Eligible List: Candidate duration on the eligible list will be two years. A candidate must retake the written test thereafter to again be eligible. The certification rule for the eligible list resulting from this selection process will be the Rule of the List. SFFD has the authority to hire any candidate named on the eligible list (“Rule of List”). Therefore, one's placement on this list neither guarantees nor implies an offer of employment. Candidates who receive an offer of employment may waive the offer only once. A second waiver of appointment renders candidates ineligible. All candidates on the eligible list will be placed under administrative waiver until they successfully complete the Departmental Selection Process described below.
