    This position supports the use and maintenance of data in the CHA's system of record, external compliance databases, other software applications, and the NIMP process. They will also support complex initiatives from a Project Management approach to ensure that information is delivered accurately, timely, and comprehensive. DUTIES AND RESPONSIBILITIES Outline project requirements, set priorities, timeframes, agendas and specifications to ensure compliance with project requirements. Attend various meetings to address project status. Facilitate communication and maintain cooperative working relationships with internal CHA departments and outside stakeholders and counterparts. Lead and monitor unit turn performance, including vendor coordination, inspection timelines, and readiness tracking. Conduct data analysis on unit turnover cycles to identify trends, delays, and opportunities for process improvement. Develop and maintain forecasting models for unit availability and turnover timelines to support occupancy planning. Support budget development and revision processes by tracking expenditures, identifying variances, and preparing financial summaries for leadership. Collaborate with internal departments and external PPM firms to ensure timely and cost-effective unit readiness. Attend meetings to address project status and provide updates on unit turn metrics and budget forecasts. Additional assignments as assigned. QUALIFICATIONS This position requires a Bachelor's Degree in Business Administration, Computer Science, Public Policy, Public Administration, or a related discipline. Must possess a minimum of three years of progressively responsible project management experience, or the equivalent combination of education and related work experience. Must be computer literate with proficiency in Word, Excel, PowerPoint, Access, and Microsoft Power Environment. This position requires a working knowledge of CHA policies and procedures, advanced knowledge of analytical techniques, including the application of different evaluation strategies and design of data collection instruments and comprehensive knowledge of the various components of the property management system, and knowledge of how to generate queries and reports to support oversight of property management. The successful candidate will possess a good working knowledge of CHA organizational structure, functions and procedures, have firm knowledge of federal, state, and local government requirements, and must demonstrate effective verbal and written communication skills. We are seeking a Civil/Mechanical/Environmental Engineer that will work well with BC Southwest leaders to advance our growth strategy while providing project oversight and engineering mentorship in our Phoenix office. Detailed Description: We are seeking a professional engineer with experience managing and executing work involving projects for the municipal water and wastewater industry. In this role, you will utilize your consulting experience to develop, design, manage and execute work on projects and to help nurture and grow successful client relationships. You will also work closely with and be mentored by strong technical and business development experts along with other leaders in the Southwest offices and the West Region to deliver the BC Experience to our Clients. The successful candidate will have a strong technical background with a history of efficient project delivery with progressively increasing responsibility for design and planning projects. The ideal candidate will have experience designing wastewater treatment and conveyance projects, leading meetings and/or presenting to Clients, and excels at communicating technical information and project delivery requirements to both internal and external team members. Other responsibilities will include but are not limited to: * Manage and execute work and provide specialized consultation on planning/design of municipal wastewater treatment and infrastructure (pipelines and pumping). * Develop scope, schedule, and budget for new projects. * Contribute to the marketing team in developing proposals and presentations including project understanding and approach. * Help facilitate related decision-making and solve complex problems. * Lead project teams in planning and/or designing major engineering projects and special planning, economic, modeling, and engineering studies. * Conduct technical evaluations to support planning and design related to wastewater systems including unit processes, planning, and pumping systems. * Preparation of technical memoranda, reports, drawings, specifications, and miscellaneous contract documents. * Prepare and make presentations to clients for meetings/workshops/interviews. * Successfully manage and deliver projects on time and on budget. * Utilize internal project management tools and resources. * Participate in improving company resources and tools to improve design production and efficiency. * Direct the work of CADD, designers, engineers, and coordinate with other disciplines to deliver specifications, detailed design drawings, reports, planning, and engineering services during construction. * Participate in technical and quality control reviews of study, planning, and design documents. * Collaborate with client services teams to identify, mine, and win new project/contract opportunities. * Assist the local leader with growth-related strategies and planning. Desired Skills and Experience: * A B.S. degree in a related engineering field (Civil, Environmental, etc.) is required. * Minimum of 8 years of experience preferred in municipal wastewater engineering and consulting with progressively increasing responsibility. * Be versatile and interested in working on a variety of projects supporting Engineering Services. * Demonstrated experience in preparation of engineering calculations and equipment selection including hydraulics and pumping systems at a minimum. * Professional Engineer (PE) license in the state of Arizona or ability to obtain via reciprocity within six months of employment. * Developing project management and leadership skills. * Successful marketing, proposal writing, proposal management, and public presentation experience are a plus. * Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and written report preparation. * A valid driver's license and good driving record may be required. * High level of proficiency with the Microsoft suite of products (Outlook, Teams, Excel, PowerPoint, Word, etc.).     Application and Special Instructions ABOUT THIS JOB Specific Description The Project Manager position at the City of Tucson's Water Department effectively manages the delivery of Tucson Water Capital Projects (CIP). The Project Manager provides oversite and review of project plans, contracts, and contractors. Develops and produces project scopes, schedules, and budgets. Work is performed under the supervision of the Senior Project Manager. This position does not supervise. Duties and Responsibilities Partners with engineers, contractors, and vendors to coordinate and implement all aspects of Tucson Water Capital Improvement Projects. Utilizes design specifications to develop scopes, budgets, and schedules for projects. Ensures that all projects comply with applicable designs and standards. Provides quality assurance and quality control. Drives to various work sites to conduct facility inspections, site visits, and oversees commissioning processes. Coordinates with contractors to acquire project permits and resolves permitting issues. Coordinates with internal and external stakeholders for project execution. Manages project financing including invoicing, work orders, change orders, and tracking budget/expenditures. Engages directly with all stakeholders and customers to manage projects and answers questions from the general public. Performs all other duties and tasks as assigned. ABOUT THIS JOB The Project Manager position in the City of Tucson's Water Department manages complex long range planning water resource projects and coordinates with experts from different fields for the duration of each project. This position prepares schedules, organizes and leads meetings, develops and implements budgets, and works collaboratively with internal and external stakeholders. This position reports to the Water Program Superintendent. This position does not supervise. Essential duties include but are not limited to: Manages and directs hydrology and water resource projects by assigning work, forecasting timelines and setting project parameters. Compiles, reviews, approves and retains all related documents related to various projects. Compiles research and analyzes data sets for water resource evaluations, record keeping, and reporting. Performs field work by driving to various work sites. Retains records and documents project progress. Compiles research and critically reviews and evaluates data sets to identify and recommend opportunities to maximize project efficiency. Prepares and reviews reports and project related correspondence. Generates annual reports that are submitted to the Directors Office and Mayor and Council. Collaborates with internal and external stakeholders to produce internal guidance documents and public facing long-range planning reports. Works on multiple projects simultaneously including scheduling and attending meetings, documenting discussions and progress through note taking, and professionally writing and responding to emails. Develops standard operating procedures to support project implementation. Prepares and delivers presentations to external stakeholder groups and water industry colleagues. Seeks out and attends tours of innovative water management facilities. Performs other duties as assigned. WORKING CONDITIONS: Mostly office environment.
