Parsons is seeking a talented **Program Document Controls Manager** to join our growing team! In this role you will lead document control and records management for a multi‑billion‑dollar infrastructure capital program.
As part of the Owner's Agent Program and Construction Management Team, you will oversee the development, implementation, and continuous improvement of document control processes that support the successful delivery of this complex, multi‑year program.
In this anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services. + **Stakeholder Training & Change Management**
+ Develop and deliver training to owner staff, contractors, consultants, and internal teams on document control procedures, PMIS usage (Kahua/Procore), and SharePoint best practices.
+ Lead change management efforts related to new or updated document control tools and processes, including communication, training, and feedback loops.
+ **Planning, Budgeting & Strategic Input**
+ Develop and manage the document controls budget for the program, including staffing, licensing, and system costs, and ensure adherence to approved budgets.
+ Provide input to proposals, implementation plans, and program execution strategies from a document control and records management perspective.
+ Support claims avoidance and dispute resolution by ensuring robust document traceability and historical records.

Your Key Responsibilities
Work under minimal supervision with broad guidelines, to assign, review, and evaluate the performance of new project orders; directing interdisciplinary project teams as needed to ensure project needs are met.
Strong project leadership to help ensure conformance with Stantec's Project Management Framework (PMF).
Develop stormwater management, drainage, and erosion & sediment control designs tasks for civil, transportation, and environmental projects, including closed/open drainage systems, environmental site design, ponds, stream restoration, flood studies, and E&SC controls.
Prepare complete submission packages, supporting calculations, cost estimates, project schedules, and other duties; effectively facilitate the agency review/approval process.
Process construction permits through local permitting agencies.
Oversee and direct flood studies and lead supporting tasks, including hydrologic and hydraulic studies, and floodplain mapping.
Perform hydrologic and hydraulic surface water modeling with 1D and 2D HEC-RAS, HEC-HMS, HEC-SSP, USGS tools, and others in support of flood risk studies and other water resources projects
Support Stantec's Flood Risk Mapping, Assessment, and Planning (Risk MAP) projects or similar flood study projects.
Develop Conditional Letters of Map Revisions (CLOMRs), Letters of Map Revision (LOMRs), and No-Rise Analyses.
Work on multiple projects and be responsible for projects of average complexity/size.
May serve as Engineer-of-Record (EOR) on project tasks.
Lead project coordination meetings with internal team members and/or external consultants, owner and contractor, sub-contractors, and vendors.
Participate in client project requirement meetings and value analysis and cost estimating.
Collaborate with other team members while working on projects; complete tasks and delegate specific project tasks to other team members as appropriate.
Collaborate with project managers, and senior engineers to develop and manage the project scope, budget, staffing and schedule.

Your Capabilities and Credentials

Job Description
AECOM has an exciting opportunity for an Environmental Technician II to join our Annapolis Junction Remediation team. You will work on a diverse range of projects delivering remediation system solutions to our key clients.
The successful candidate will have the ability to communicate effectively with members of the project team, clients, site personnel and office management, and work both independently and as part of a project team. In addition, the successful candidate will be committed to the team's success and growth; will rigorously apply safety policies and procedures; and will effectively manage the quality of field efforts within the bounds of the AECOM Quality Management System.
The role requires a strong mechanical and safety aptitude, and the candidate must have experience working with plumbing, electrical, and general construction related trades. Duties include (but will not be limited to) equipment maintenance coordination, remediation system maintenance, and environmental sampling activities. Although this is a field position that involves significant equipment maintenance and construction related activities, there will be direct interaction with clients and the candidate must have experience communicating with clients on a professional level.
This position will involve travel throughout the region on a regular basis.
The job responsibilities for the position will include but are not limited to the following:
* Performs a variety of tasks in support of project staff.
* May gather and maintain specified records of scientific data for supervisor, including but not limited to environmental sampling, operations and maintenance and inspections at client sites.
* Other activities may include assisting with calculations, setting up and operating equipment, inspecting equipment and installations for compliance with specifications and maintaining proper project documentation.
