Parsons is seeking a talented Program Document Controls Manager to join our growing team! In this role you will lead document control and records management for a multi‑billion‑dollar infrastructure capital program.
As part of the Owner's Agent Program and Construction Management Team, you will oversee the development, implementation, and continuous improvement of document control processes that support the successful delivery of this complex, multi‑year program.
In this anticipated role, Parsons will provide Owner Agent Construction Management Services including Program Management, Construction Management, Risk Management, Scheduling, Cost Estimating, Progress Reporting, Construction Quality Assurance, Safety, and other supporting services. Team Leadership & Staff Development
Build, lead, and mentor a team of document control professionals (document controllers, records specialists, and coordinators) across the program.

Foster a culture of service, accountability, and continuous improvement within the document controls team.
Process, Compliance & Quality Assurance
Develop, implement, and monitor document control procedures aligned with contractual requirements, owner standards, industry best practices, and applicable laws and regulations.
Ensure compliance with records retention policies, information security requirements, and audit standards for all program documentation.
Perform regular audits and quality checks on document metadata, workflows, and storage structures; develop and implement corrective actions as needed.
Interface with Program Controls & Reporting
Collaborate with cost, schedule, risk, and reporting teams to ensure that document control processes support accurate and timely program reporting and analytics.
Support the generation of dashboards, logs, and status reports (e.g., submittal logs, RFI logs, design review status) from PMIS and SharePoint for internal and client reporting.
Stakeholder Training & Change Management
Develop and deliver training to owner staff, contractors, consultants, and internal teams on document control procedures, PMIS usage (Kahua/Procore), and SharePoint best practices.
Lead change management efforts related to new or updated document control tools and processes, including communication, training, and feedback loops.
Planning, Budgeting & Strategic Input
Develop and manage the document controls budget for the program, including staffing, licensing, and system costs, and ensure adherence to approved budgets.
Provide input to proposals, implementation plans, and program execution strategies from a document control and records management perspective.
Support claims avoidance and dispute resolution by ensuring robust document traceability and historical records.
What Required Skills You'll Bring:
Bachelor's Degree in Business Administration, Construction Management, Engineering, Information Management, or a related field.
15+ years of progressive experience in document control and records management, with substantial experience on large capital programs or major infrastructure/construction projects.
Minimum of 5 years in a supervisory/managerial role leading document control teams on complex, multi‑stakeholder projects or programs.
Strong hands‑on experience configuring and managing electronic Program Management Information Systems (PMIS), preferably including Kahua, Procore, or similar platforms.
Demonstrated experience using and administering Microsoft SharePoint for document and records management (site structures, permissions, libraries, workflows).

Review the contract documents and prepare a written response, to the satisfaction of the COR, to all RFI's for which a response can be formulated with the information contained in the contract documents.
Summarizing significant test results in progress reports
Assess whether the number of helpers, laborers, trainees, and apprentices is excessive compared to the number of journeymen.
Assist in enforcing labor standards at the Project site.
Assist with instituting corrective actions if labor violations are found.
Confirm that the construction contractor has posted the effective wage rate decision at the site.
Submit a written report summarizing Subcontractor activity, compliance with the Subcontracting Plan, and adherence to goals contained within the Subcontracting Plan.
Verify that the approved Subcontracting Plan is followed once each quarter (four times per year).
Verify that workers designated as apprentices are enrolled in a certified apprenticeship program.
Review payrolls to verify payment of any required minimum wage rates.
Immediately notify the construction contractor, the COR, or other project officials if a potentially life-threatening safety conditions are observed.
Inspect the construction contractors' workmanship, materials, and equipment for conformity with requirements of the construction contracts.
Lead safety and quality control initiatives to maintain a safe work environment and deliver high-quality outcomes.
Maintain a list of all defects and omissions.

Qualifications
Minimum Requirements:
BA/BS + 8 years of related experience or demonstrated equivalency of experience and/or education
8 years of experience progressive construction project management experience that includes knowledge of all project phases: planning, design, preconstruction, construction, commissioning, and turnover to operations.
Experience with managing US Federal Government projects within the past 5 years.
Relevant experience leading contacts, managing people, budgets, schedules, overseeing subcontractor performance, and working with stakeholders and governing agencies on behalf of a public-works owner.
Preferred Skills/Experience:
Master's degree in construction management, engineering, or architecture.
Construction Management, Engineering, or Architecture professional certifications (CCM/PMP) and/or license (RA/PE).
OSHA 10 Certification.

Proposal Summary
MSI is pursuing a five-year contract to provide research and support services to the U.S. Department of Labor (DOL), Bureau of International Labor Affairs (ILAB). DOL/ILAB is commissioning research support services to produce high-quality, timely Congressional and Executive Order reports on forced labor, child labor, and other labor policy priorities. Our team will deliver rigorous data analysis, policy research, technical editing, and communications support, while also strengthening ILAB's capacity through training, stakeholder engagement, and specialized supply chain and trade-related studies.
Position Summary
To augment the core project team, MSI requires a pool of short-term technical experts to support the delivery of work on forced labor, child labor, and other adjacent research issues. Specifically, this SOW solicits expressions of interest and qualifications for the following three roles:
* Child Labor & Forced Labor Specialist
* Human Trafficking Specialist
* Supply Chain Specialist
Short-term experts will be engaged on an as-needed basis-typically for assignments of 2-8 weeks each-to provide deep technical input, rapid desk reviews, methodological guidance, and in-country advisory support.
Responsibilities:
Technical Review & Methodology
* Review and advise on research instruments (questionnaires, interview guides, sampling protocols) for inclusion of child-labor, forced-labor, trafficking, or supply-chain tracing elements.
* Conduct desk reviews of national legislation, ILO/UNESCO statistics, trade data, and academic literature.
* Provide methodological memos on best practices and ethical safeguards for working with vulnerable populations and survivors.
Advisory & Capacity Building
* Participate in and facilitate technical working groups with ILAB staff, implementing partners, and in-country researchers.
* Deliver focused webinars or workshops (2-4 hours) to train field teams on specialized techniques (e.g., supply-chain mapping, victim-centered interview protocols)
Rapid Analysis & Reporting
* Produce concise technical briefs (5-10 pages) analyzing specific country or commodity contexts (child labor prevalence, trafficking routes, supply-chain vulnerabilities).

Field Support
