Making Cents International party chief job description

Making Cents International is recruiting for a Chief of Party (COP) for an anticipated opportunity to help USAID's Office of HIV/AIDS within the Global Health Bureau to support the transition of direct program implementation to local implementing partners. The program's scope is specifically designed to mitigate and treat risks associated with PEPFAR Local Partner Transition efforts but is also open to supporting localization efforts across USAID health programs. The primary objective of the mechanism is to provide partners and Missions support they need for success in working directly with local organizations across USAID/Global Health's portfolio, building on the successes and lessons learned from PEPFAR's local partner transition as well as other Localization efforts across the Agency.

The GHRC program has four key objectives: (i) Partner Risk and Health Assessments (conducting non-US Pre-Award Surveys, performing audits, Government to Government (G2G) Risk Assessments, and similar); (ii) Risk Mitigation & Capacity Development for Health Program Performance (embedded technical assistance (TA), financial management and compliance support, sub-award management system setup, organizational and sustainability planning); (iii) Monitoring, Evaluation and Data Quality Assurance (third party monitoring, site visits, data quality assessments, support to community-led monitoring organizations); and (iv) Mission Staff Support for Managing Local Awards (training for mission staff on managing direct local awards, including indirect costs; local stakeholder mapping). By strengthening the capacity of Missions to better serve and partner with local organizations/entities, the Agency will be able to reduce dependence on international technical assistance providers and improve health outcomes for the communities they serve.

The COP will be responsible for supervising the implementation of the Work Plan, providing quality control of products prepared by the Contractor's team and subcontractors, and providing expert guidance to USAID. The COP will serve as the principal liaison with USAID staff, institutions, and donor partners to exchange information and develop professional relationships, including verbal and written presentations as requested by the Contracting Officer or the Contracting Officer's Representative to varied audiences.
This position is contingent upon winning a contract award.

Principal Responsibilities:

+ Provide strategic oversight and technical direction for the project

+ Oversee technical and management inputs to ensure achievement of project objectives

+ Provide planning and quality control of all deliverables

+ Serve as the primary point of contact with USAID, partners, and other key stakeholders

+ Oversee all project operations, staff, and subcontractors

+ Develop scopes of work and support the recruitment of short-term consultants as needed

Required Qualifications:

+ Minimum of a master's degree in international development or another relevant discipline

+ 10 years of experience overseeing complex international development programs, particularly with diverse partners and organizations

+ Demonstrated experience working in the health sector on HIV/AIDS and PEPFAR programs as well as other areas of project focus such as maternal and child health, infectious disease, and family planning among others

+ Understanding of USAID localization policies and organizational risk assessment and capacity building tools.

+ Experience providing direct support to local partners, USAID missions, and DC-based operating units

+ Experience recruiting and managing consultants and overseeing quality control

+ Ability to build and motivate diverse teams with proven leadership, interpersonal, and intercultural skills

+ Written and oral fluency in English

Working Conditions:

This position is eligible for a hybrid work arrangement where the employee conducts their work from both Making Cents' Washington, DC office and from a telework location. For this position, the employee will be expected to work from the company's Washington, DC office periodically.
