The Payroll Specialist will process and audit employee information, weekly payroll, and special payments to ensure correct payments, deductions, fringe benefits, employer costing, and taxes in compliance with federal/state/local laws and company policies. Responsibilities
Review and submittal of certified payroll records, fringe benefit statements, training contributions, and apprenticeship documents to determine compliance with applicable rules and regulations.
Track changes and updates to state and federal labor compliance and prevailing wage regulations and standards; apply changes/updates to our accounting software along with labor compliance procedures and practices.
Enter all employee data and changes (i.e. terminations, wage changes) into Payroll systems of record and manage data integrity.
Enter and balance timecards (other as applicable) and weekly other pay entries for all Operating Units.
Run Weekly Payroll Reports for management
Run separate payroll processes for any layoffs or other special checks that are needed. Also provide data for certified payroll reports as necessary.
Adhere to standard procedures to make sure all information in the system and related tools is correct, such as employee information, benefit deductions, PTO balances, local taxes, state taxes, benefits, and bid rate information, etc.
Track subcontractor compliance, ensuring proper submission of certified payrolls and required documentation.
Audit certified payroll for construction projects (including subcontractors) to verify compliance with prevailing wage and fringe benefit requirements, following Department of Industrial Relations (DIR) guidelines.
Respond to government agency and client audits, investigations, and labor compliance inquiries.
Provide training and guidance to project managers, HR, and payroll staff on compliance requirements.
Collaborate with HR on onboarding prevailing wage projects and ensuring employee classifications are accurate.
Stay updated on changes in labor compliance laws, regulations, and prevailing wage determinations

What You'll Need
Bachelor's degree in Accounting, Business, Human Resources or equivalent work experience
5+ years of full cycle payroll processing experience in ADP Workforce Now or similar payroll system (may consider experience in other platforms if transferrable)
Extensive knowledge of CA and multi-state payroll practices, regulations, and procedures
Knowledge of applicable federal, state, and local laws/regulation and HR best practices
Knowledge of applicable benefits-related laws/regulations and experience with benefits administration

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Review/process accurate and timely weekly and semi-monthly payroll using ADP Workforce Now payroll system and review journal entries recording activity to the G/L

Essential Qualifications
Equivalent to three years of increasingly responsible specialized experience in preparing and processing payroll/personnel transaction documents. Ability to multi-task and handle multiple priorities. Possession of solid analytical skills, sound judgement, and excellent organizational skills. Strong verbal and written communication skills. Demonstrated initiative and innovation in solving problems. Strong experience with an automated Payroll system. Thorough knowledge of Business English and arithmetic; general knowledge of office methods, procedures, and practices. Expertise in Microsoft applications. Thorough knowledge of, or the ability to acquire quickly: Uniform State Payroll Procedures Manual, Personnel Information Management System (PIMS), Public Employees' retirement manual, and PeopleSoft (CMS).

Experience with payroll and/or employment systems and software, such as CHRS or PeopleSoft, is highly desirable.

Strong organizational and time management skills are essential to meet deadlines in a high-volume environment.
