Position Summary:
The Payroll Manager has oversight of all payroll functions at Heritage Golf Group and its multi-state portfolio of Clubs. The position serves as payroll team leader by overseeing a staff of one (1) Payroll Accountant and two (2) Payroll Administrators and reports directly to the Chief Financial Officer. This is an in-office role based out of company headquarters in Herndon, VA.
Position Responsibilities:
Lead the Payroll team and process multi-state payroll on a bi-weekly basis for salaried exempt, salaried and hourly employees at our portfolio of Clubs and Corporate Support Office
Ensure accurate and timely payroll processing in compliance with federal, state, and local laws, as well as government contracting regulations
Maintain up-to-date knowledge of state-specific payroll laws, wage and hour regulations, and tax requirements, ensuring accurate application across all employee populations
Must have direct experience with ADP Workforce Now, including payroll processing, tax filing, and configuration of pay groups and company codes
Set up and manage state income tax and SUI registrations, ensuring compliance with all filing requirements and deadlines
Ensure payroll team is trained in ADP updates and processes throughout the year by coordinating training sessions for entire payroll team
Understand and manage benefit deduction codes and goal limits, ensuring accurate processing and reconciliation with HR and Finance to process any overpayments/missed deductions
Collaborate with HR and Finance to process new hires, terminations, employee changes, garnishments, and benefit deductions
Assist with year-end processes including W-2s, 941s, and 1099s, EEO-1 and ensure all quarterly/annual filings are accurate and timely
Maintain system functionality in payroll systems/processes to include Time and Labor, Scheduling, Unemployment, Status Changes, etc.
Maintain all time off plans and accruals including vacation and any applicable paid sick leave
Identify required quarterly tax adjustments and coordinate transmission of adjustment payroll to ADP
Manage garnishment process to ensure new orders are set up in ADP and new and existing orders are paid in a timely manner each pay cycle
Maintain electronic storage and organization of employee documents and paperwork
Serve as key stakeholder in the payroll integration of new acquisitions
Support Accounting team in the event of audits
Further refine processes and procedures to ensure accurate and timely processing of payroll
Ensure timely follow-up and resolution to payroll inquiries and manage escalations as needed
Perform additional duties as needed
Qualifications, Experience and Skill Requirements:
Bachelor's degree; Human Resources Management preferred
3 -5 years of experience in processing all phases of multi-state payroll
Certified Payroll Professional (CPP) preferred
Familiarity with benefit administration and payroll tax reporting
Strong understanding of payroll processes, laws, and regulations including handling quarterly and annual filing obligations
Experience with ADP WFN or similar payroll system
Strong organization skills and attention to detail and accuracy
Proficiency in Microsoft Office Suite (Excel, Word, Outlook)

Compensation:
The HR Specialist, Payroll and Compliance compensation will be based on experience and qualifications. This range is subject to local, state and regional dynamics and may be adjusted up or down depending on market conditions.

The Prevailing Wage & Certified Payroll Specialist is responsible for ensuring compliance with federal, state, and local prevailing wage laws, including the Davis-Bacon Act and Service Contract Act (SCA). This role manages certified payroll reporting, labor compliance records, and related documentation through manual, spreadsheet, and online systems. Working under the Prevailing Wage & Certified Payroll Supervisor, the Prevailing Wage & Certified Payroll Specialist partners with project managers, account managers, and other internal teams to support prevailing wage projects and maintain regulatory adherence.
Day-To-Day Responsibilities:
Ensure compliance with all Federal, State, and Local labor laws, including prevailing wage requirements, certified payroll, and fringe benefit compliance per the DIR and Davis-Bacon.
Prepare and submit labor compliance documents such as DAS140, DAS142, fringe benefit statements, and apprentice training CAC2 per program requirements and regulations.
Maintain accurate and up-to-date records, including certified payroll records, and other required documentation.
Prepare and submit large volumes of weekly & monthly certified payroll reports to the appropriate agencies.
Remittance through online labor compliance programs such as LCP Tracker, E-mars, Prism, and DIR.
Interpret prevailing wage requirements to provide guidance and assistance to payroll, project managers, and project billers. Keep up with changes in labor laws, regulations, and prevailing wage requirements.
Research and determine the applicable prevailing wage and fringe rates for specific job classifications and geographical areas. Monitor increases and changes throughout the year for each trade and area.
Audit apprentice hours to comply with the required ratio per trade.
Assist with external audits and investigations as necessary and work with various agencies to resolve labor compliance issues and prevailing wage discrepancies.
Assist with contract review and serve as backup personnel when necessary.
Liaison between sub-contractor and labor compliance programs such as E-mars, Prism, DIR, LCP Tracker, and TPA.
Assist and coordinate with subcontractors and sub-tiers certified payroll reports.
Monitor and assist maintaining the prevailing wage email box daily.
Assist with developing and implementing best practices, polices, and procedures.

WHAT WE'RE LOOKING FOR

Position Summary
The Payroll Manager is a very hands-on position, that requires the ability to perform tasks and be accountable for meeting multiple deadlines, as well as manage and review the work of other(s). Responsible for full oversight, preparation and directly accountable for all payroll, payroll tax, benefits, and 401k related processes and reconciliations.
The Manager is responsible for preparing and reviewing the payroll and ensuring all entries are correct before payroll is submitted. The Manager is responsible for overseeing all post-payroll functions and ensuring processes are completed timely and accurately. Including but not limited to: payroll taxes, time and attendance records, payroll deductions, and accrual entries for entire organization. Performs administrative tasks related to hiring, terminations and record keeping. Accurately performs tasks relating to the administration of employee benefits, including PTO, 401k and benefits insurance. Projects and/or reporting relating to employee benefits, workers' compensation audits, disability, ACA, COBRA, FMLA, ERISA, EEOC, and ADA.
The Manager is also responsible for calculating all mileage and travel to build the matrix for new employees as well as recalculates for changes to home office assignments and home addresses.
Non-negotiable requirements of the position
Ensure accurate and timely payroll processing, payroll taxes, setup of new offices in the payroll system and with the appropriate tax authorities.
Collaboration with the accounting/finance department and the compliance department on payroll functions such as provider compensation, stipend payments, CEUs, mileage, phone and other similar payments.
Establish rapport with providers by answering questions related to payroll, 401k, benefits stipends, etc. that are managed through the payroll function.
Effectively manage multiple priorities, deadlines and tasks.

Summary of Duties and Responsibilities:
Accurate entry and review of data into the HR/Payroll software to include new hires, deductions, direct deposit, terminations, benefits, status changes, etc.
Ensure payroll processing is accurate and timely
Ensure accurate calculations of wages, tax withholdings, benefit deductions and other deductions
Maintains strong knowledge of system relationship between HR, payroll, and benefits processes
Maintains benefits records; initiating new-hire benefits; recording changes, benefit administration, workers' compensation, LOA/FMLA and periodic auditing
Maintain and monitor company employee census for accuracy
Establish and maintain working relationships with benefit and service providers
Lead/manage the insurance/employee benefits open enrollment and new hire enrollment process
Assist with or direct benefit administration, enrollment, health/wellness and safety programs
Performs tasks related to EEOC tracking and reporting, ERISA reporting, 401(k), and annual workers' compensation audits
In partnership with the HR Manager, performs functions of annual enrollment process, including set up of benefit plans in HRIS, audit and maintain HR files and spreadsheets
May assist with federal and state compliance, filings, reports, and audits related to administration of employee benefit programs and payroll
Periodically monitors PTO balances, anniversary dates and other employee data to ensure adherence to company policies
Establish and maintain healthy working relationships with managers and directors
Work directly with retirement plan service provider and perform administrative tasks related to 401(k) loan processing, force pays, upload of employee payroll and demographic data
Support employees in a timely manner with requests relating to payroll, benefits, resources, verification of employments
Assist with periodic service provider reviews as directed (401(k) providers, insurance and benefit brokers, payroll processing companies)
Recommend process and technology improvements as related to human resources and payroll systems and workflows
Maintain sensitive and confidential information
Perform other incidental and related duties as required or assigned
Must be able to proficiently and accurately analyze and reconcile large amounts of data from various sources

Bookkeeping or accounting experience preferred

About the Department:

About the Position:

Responsibilities:
Oversees the end-to-end payment process for all vendors associated with the HR Benefits Program, ensuring timely and accurate disbursement of funds. Includes:
Generates benefits payable reports each pay period to track outgoing payments and ensure alignment with payroll deductions;
Coordinates closely with the Accounts Payable department to initiate and process payments to both internal and external vendors, including those related to garnishments, tax levies, liens, and child support orders;
Prepares journal entries for all benefit-related financial activities;
Acts as the primary point of contact for benefit vendors, addressing inquiries and resolving any issues related to payment discrepancies or delays;
Collaborates with the Benefits Team to investigate and reconcile benefit payment transactions;
Engages with external agencies such as the Virginia Retirement System (VRS) and the Department of Human Resource Management (DHRM) to research and resolve any discrepancies in employer contributions;
Prepares, reconciles, uploads, and submits required contribution reports in compliance with agency and regulatory requirements;

Required Qualifications:

The salary range for this position is:
$105,600 - $176,000 Annual
The actual salary within this range will depend on individual skills, experience, and qualifications as they relate to specific job requirements.
