This position will** manage the payroll and labor distribution functions. **Position Responsibilities:**
Reporting to the Senior Controller with a dotted line to the Director of HR, the Payroll Manager's duties include, but are not limited to the following:
+ Manage all payroll functions to include payroll processing, tax withholding setups, PTO/Sick leave accruals, and labor distribution
+ Monitors timely submission and approvals of employee electronic Deltek T&E timesheets.
+ Analyzes and troubleshoots time and attendance reports, including task order and project transitions and LWOP, PTO, overtime, and holiday hours. Ensures required documentation is on file for authorized changes.
+ Process and submit weekly and bi-weekly payrolls
+ Initiates contact with employees and supervisors regarding Time & Attendance, tardy submissions, and discrepancies
+ Proactive in running pre-period payroll reports to eliminate any discrepancy surges before payroll.
+ Provides customer service to employees regarding time and attendance issues
+ Assist with payroll tax issues as they arise
+ Reconciles payroll registers to general ledger monthly
+ Help accounting and HR staff meet all team-driven deadlines
**Position Requirements:**
+ Eligible to work in the United States
+ High School diploma or GED
+ 7+ years of related experience
+ Excellent computer skills with an emphasis on MS Excel
+ Strong math/accounting/analytical aptitude
+ Ability to multitask and meet tight deadlines in a fast-paced environment

Responsibilities:
Lead end-to-end multi-state payroll processing, reconciliation, and reporting, including salaries, benefits, leave, loans, garnishments, taxes, and other earnings and deductions.
Maintain and enhance payroll procedures, internal controls, and documentation to ensure full compliance with federal, state, and local payroll regulations, wage and hour laws, and Sarbanes-Oxley requirements.
Oversee employee payroll record maintenance, including new hires, terminations, compensation changes, and other pay-related updates.
Serve as a primary point of contact for employee payroll inquiries, ensuring timely, accurate, and customer-focused support and training.
Prepare and review monthly, quarterly, and year-end payroll reporting related to gross pay, taxes, benefits, and statutory filings.
Manage timely and accurate resolution of agency notices in partnership with third-party payroll vendors.
Support internal and external audits, providing documentation and ensuring appropriate system controls and access.
Develop training materials and communication programs to educate people leaders and employees on payroll processes, requirements, and best practices.
Ensure accurate tax treatment and reporting of cash and non-cash fringe benefits, partnering as needed with Corporate Tax and Global Mobility.
Identify and implement process improvements to drive accuracy, efficiency, and employee experience.

What We're Looking For:
8-10+ years of progressive U.S. payroll experience within complex, multi-state environments.
Deep knowledge of payroll operations including preparation, reconciliation, compliance, internal controls, and payroll tax requirements.
Strong understanding of federal, state, and local payroll laws, wage and hour regulations, and statutory reporting.
Demonstrated experience with process optimization, workflow documentation, and employee or manager training.
Advanced proficiency with ADP Workforce Now (Time & Attendance and Payroll required). Workday experience preferred.
Strong Microsoft Office skills-particularly Excel-with the ability to analyze, interpret, and present payroll data.
Highly organized, detail-oriented, and able to manage competing priorities in a dynamic environment.

Summary:
The Senior PayrollSpecialist supports the Payroll Office by providing auditing and analysis for the production of assigned Biweekly and Monthly payrolls. Additional processing and analysis may include: termination payouts, auditing of off-cycle payments, overtime calculations for employees with multiple positions, calculation of retro impacts and preparation and loading of Workday Enterprise Interface Builder (EIB) files. This position will also act as backup for PayrollSpecialists, and Payroll Operations Manager, and Workday Technical Analyst (as assigned). The position will review payroll data to ensure compliance with federal and state regulations and university policies and procedures. Strict adherence to critical deadlines and confidentiality is required. This is an opportunity to gain hands-on Workday HCM payroll, time-tracking, and reporting experience.
This position requires interaction with the HR/Payroll Customer Service teams, HR delivery teams, managers, and employees within their respective areas of assignment across the university.
Essential Functions:
* Works independently to perform auditing steps in the production of assigned Biweekly and Monthly payrolls. Performs daily review of new hires, job changes, address changes, terminations, retro pay events, multistate tax audits, and bonus / one-time payments to proactively identify and remedy any issues before processing on-cycle payrolls.
* Researches and resolves problems concerning faculty, staff, and student employee earnings and deductions. Calculates and analyzes various wages and benefit payments such as period activity pay, separation/termination payouts, retroactive payments, multi-job overtime, short-term disability, and other miscellaneous type payments. Interacts with other departments to prepare precise and punctual payments. Responds to customer inquiries via ServiceNow, email, phone, or in person. Prepares payroll analysis sheets for customers. Monitors and answers customer inquiries from ServiceNow case queue. Prepares and processes EAP loan requests and any other monthly reports that may be required.
* Provides backup for Payroll Operations Manager, running key payroll processes such as on-cycle payroll complete and off-cycle check processing.
* Provides backup for Payroll Operations Manager and Workday Technical Analyst to troubleshoot complex Workday problems.
* Works with Workday Technical Analyst and IT Product Manager to test configuration changes.
* Requires staying abreast of checks that have been held in Payroll Office.
