Role Overview Arm is seeking an experienced and hands-on Health & Safety Program Manager to develop and lead comprehensive safety and operational programs for Arm's data center labs and facilities. This role is responsible for establishing electrical and operational safety frameworks, authoring and maintaining critical procedures, implementing equipment management systems, and deploying scalable training programs to support safe and efficient operations. You will partner closely with engineering, facilities, and compliance teams to embed safety into all aspects of lab and datacenter operations, ensuring Arm meets or exceeds industry standards while enabling innovation at speed and scale. Key Responsibilities * Electrical Safety Program Development * Develop and implement a comprehensive Electrical Safety Policy aligned with NFPA 70E and OSHA standards. * Define and maintain a PPE Requirements Matrix. * Establish and lead a Lockout/Tagout (LOTO) program for energized systems. * Lab Operations & Procedures * Author and maintain Standard Operating Procedures (SOPs) for all critical lab operations. * Develop Equipment Qualification Protocols and Emergency Response Procedures. * Partner with Facilities and Engineering to integrate safety into all operational workflows. * Near-Miss and Incident Management * Establish a near-miss and accident reporting system to collect, track, and analyze safety events. * Conduct root-cause analyses and drive timely corrective and preventive actions. * Maintain visibility of all incidents and safety observations, ensuring lessons learned are communicated across teams. * Internal Audit & Compliance * Maintain readiness for internal and external audits. * Track compliance metrics and drive continuous improvement initiatives. * Partner with global HSE, Security, and Compliance teams to align standards and procedures. * Training & Competency Development * Develop and deploy training and certification programs across teams and sites. * Deliver onboarding and refresher safety training for technical staff and contractors. * Coordinate with other compliance functions to ensure unified safety training delivery. Required Skills and Experience: * Education: Bachelor's degree in Engineering (Electrical, Mechanical, Industrial, or Safety), Occupational Safety, Industrial Hygiene, or a related technical discipline; or an equivalent combination of education and experience. * 10+ years of professional experience in technical or industrial environments. * 5+ years working in high-power electrical systems in data centers, semiconductor, or engineering lab settings. * Proven success in developing and implementing safety management systems and incident reporting frameworks. * Demonstrated ability to author and maintain technical SOPs and operational documentation. * Experience managing liquid cooling systems, high-voltage safety, and DC power operations. Provides management team with guidance and leadership on EHS regulatory compliance and confirms plant meets or exceeds industry, local, state, and federal guidelines, and regulations. Prepares, schedules and conducts safety trainings, new hire safety orientations. Attend and assist plant supervisors with safety meetings. Supervises and coordinates all safety training programs, and media that will promote safety awareness, teaches safety practices and develops tools for tracking required training. Motivate, coach, and mentor Managers, supervisors, leads, and employees. Provides management team with guidance and leadership on EH&S systems and confirms plant meets or exceeds industry, local, state, and federal guidelines, and regulations. Reviews and investigates all safety incidents (injuries, near misses, property damage, etc.) Works with front line supervisors to develop corrective actions arising from incident investigations. Works with Human Resources representative on all matters relating to Worker's Compensation, Drug and Alcohol testing program, and disciplinary actions relating to safety violations. Spends a significant amount of time (70% -80%) on the manufacturing floor evaluating hazardous conditions and practices. THE OPPORTUNITY We're looking for a proactive HSE Manager to lead and elevate our health, safety, and environmental programs. Reporting to the Plant Director, you'll be the driving force behind a strong safety culture, ensuring compliance, reducing risk, and empowering employees to work safely every day. You'll partner across departments to identify improvements, lead training and audits, and drive continuous enhancement in environmental performance. WHAT YOU WILL DO * Lead and oversee all health, safety, and environmental programs, ensuring compliance with OSHA and environmental regulations. * Drive a safety-first culture through training, engagement, and accountability at every level of the organization. * Conduct regular audits, inspections, and risk assessments, implementing corrective actions to prevent incidents and improve performance. * Manage incident investigations, reporting, and follow-up to ensure root cause identification and continuous improvement. * Oversee environmental programs including emissions, waste, and water reporting, ensuring full regulatory compliance. * Collaborate across departments to integrate safety practices into daily operations and project planning. * Maintain accurate safety documentation, records, and reporting systems. * Partner with leadership to promote proactive safety strategies and achieve measurable performance goals. WHAT YOU BRING * Bachelor's degree in Environmental Safety, Occupational Health, or a related field. * 5+ years of experience in health, safety, and environmental management within a manufacturing or industrial setting. * Strong knowledge of OSHA, EPA, and state safety regulations. * Proven ability to lead incident investigations, conduct audits, and implement corrective actions. * Experience managing environmental programs, including emissions, waste, and water reporting. * Excellent communication and leadership skills with the ability to influence at all levels. * Strong analytical and problem-solving skills, with attention to detail and follow-through. * Proficiency in Microsoft Office Suite and safety data management systems. * Relevant certifications (CSP, CIH, or equivalent) are a plus. An OSHA 30 completed within the last three years and an OSHA 500 / 502 valid certificate of completion. Or: CHST, OHST, STS, CSP, ASP designation from the Board of Certified Safety Professionals. 3-5 years of experience in industrial, electrical, and safety around facility critical infrastructure construction Able to pass a seven-year background check. Experience working with a large subcontractor force. Applicable working knowledge of TRIR and EMR. Applicable working knowledge of Covid-19 strategies and best practices by the CDC and FDA to enforce the Covid Plan on file.
