Impact This role ensures the successful planning, engineering, and permitting of outside plant networks across Ohio, with a focus on joint use design, government permitting, and technical leadership. Core Responsibilities Outside Plant Engineering & Planning Lead and support the development of highly complex outside plant networks for both short- and long-range planning. Prepare work orders, design documentation, engineering records, and bid packages to support construction and provisioning processes. Provide technical leadership in the development of cost comparisons, planning studies, and network expansion strategies. Permitting & Regulatory Coordination Manage and execute permitting activities with Ohio state and local government agencies. Interpret and apply permitting regulations, ensuring compliance with municipal, cooperative, and investor-owned utility requirements. Develop standard operating procedures (SOPs) for permitting processes and ensure timely approval of construction projects. Joint Use & Utility Collaboration Oversee joint use design projects involving investor-owned, cooperative, and municipal electric utilities. Coordinate with utility partners to ensure pole attachment, conduit, and right-of-way agreements meet design and compliance standards. Resolve conflicts in utility design, alignment, and capacity. Transmission & Protection (T&P) Engineering Support Apply working knowledge of T&P standards (IEEE, NEC, NESC, GTEPS, Bellcore, Telcordia). Support engineering design for high voltage protection schemes, ground fields, and mitigation of AC influences on OSP facilities. Use test equipment (soil resistivity meters, power influence meters, ground meggers) and software tools (e.g., GPR Calculator) to analyze and document T&P requirements. Cross-Functional Collaboration Partner with project managers, permitting teams, and construction personnel to align schedules and deliverables. Ensure accurate and timely updates to stakeholders on permitting status, engineering designs, and construction readiness. Mentor and provide technical guidance to junior engineers and permitting staff. Core Experience Required (but not limited to): 20 years of outside plant (OSP) engineering experience. 15 years of direct Ohio government permitting experience. 15 years of joint use design experience with investor-owned, cooperative-owned, and municipal utilities. 5 years of transmission and protection engineering experience. Technical Proficiency: Strong knowledge of outside plant engineering work, including design, permitting, work order preparation, and engineering documentation. Familiarity with PC applications, mechanized support systems, and industry-specific tools. Knowledge of copper cable makeup, basic electronics and electricity (BE&E), and application of Ohm's Law to OSP facilities. Soft Skills: Ability to work independently and collaboratively across teams. Strong organizational, documentation, and communication skills. Prepare and submit permits to local, state, and federal agencies (DOT, DNR, Railroad, Pipeline, etc.). Partner with SSP Contractors to ensure timely and cost-effective construction. Address plant damage repair (PDR/DOR) requests, including cable count adjustments and capital projects. Conduct site surveys and design capital projects for cell towers. Support field and central office technicians by investigating and resolving PUC complaints. Work closely with Contract Engineers to ensure projects align with business and client needs. Core Experience 3-5+ years in copper and fiber-optic telecommunications engineering, including broadband design and OSP construction. 5+ years in network engineering or related field, with strong knowledge of fiber record management, cable counts, and permitting. Skilled in FROGS, CAD updates, and OSP Telecom Construction. Proficiency with Frontier mapping, design tools, and permitting systems. Strong ability to manage multiple projects and meet deadlines. Your Impact: The OSP Field Engineer provides training and supportive engineering services through highly detailed collection of telecommunications information from the job site. Prepare and review engineering drawings, loop loss calculations, and switch serving area designs. Conduct field measurements for poles, conduits, and buried facilities to support network design. Develop project budgets, monitor actual costs, and conduct job inspections for quality assurance. Permitting & Compliance Prepare, organize, and submit permit packages to relevant agencies (Township, County, State, DNR, Railroad, Pipeline, etc.). Ensure designs meet permitting regulations and engineering standards. Field Coordination Meet with municipal and government officials to coordinate around road projects (travel required; mileage reimbursed). Collaborate with other utilities to coordinate relocations, minimize conflicts, and avoid project delays. Support service orders, subdivision expansions, road relocations, dark fiber MDUs, and more. Update FROGS (CAD), Varasset, and SiteTracker tools as required. Project & Construction Support Coordinate with SSP contractors to ensure timely and budget-conscious project completion. Assist with make-ready work and joint-use coordination for Frontier-owned poles. Conduct site surveys, support PUC complaint investigations, and create capital projects (e.g., for cell towers or plant repairs). Address and resolve plant damage requests (DOR/PDR), cable count changes, and other network service needs. Administrative Support Maintain records, update engineering files, and process departmental documentation. Draft and type correspondence, reports, and engineering support documents. Core Experience: 3-5+ years of hands-on experience in copper and fiber optic network engineering. Minimum 5 years in network engineering or OSP-related work, including permitting and fiber record management. Strong project management and organizational skills with the ability to handle multiple projects simultaneously. Proficiency in Frontier engineering tools and systems, including FROGS, Varasset, and SiteTracker. Skilled in communication and collaboration with municipal officials, utility companies, contractors, and cross-functional teams. In-depth knowledge of permitting procedures and OSP construction practices. Willingness to travel locally for fieldwork and meetings (mileage reimbursed).
