We are seeking an experienced Vice President of Compliance to lead our enterprise-wide compliance, regulatory, and billing integrity strategy. This role is ideal for a seasoned healthcare compliance professional who excels in navigating complex regulations, strengthening organizational safeguards, and ensuring operational alignment with federal and state requirements.
The VP of Compliance will oversee key areas such as billing and reimbursement compliance, fraud and abuse prevention, privacy and data protection, regulatory readiness, and internal audit processes. This leader will partner closely with operational, financial, and executive teams to promote a culture of accountability, transparency, and ethical practice across the organization.
Lead the design, implementation, and monitoring of the Compliance Program, including policies, procedures, audits, and risk assessments.
Serve as the primary liaison for compliance matters with the CAO, CEO, executive team, board, and external regulatory agencies.
Investigate compliance concerns, respond to allegations of violations, and recommend corrective actions.
Ensure privacy and information security compliance, including HIPAA adherence and risk mitigation strategies.
Develop and deliver compliance training programs for staff, leadership, and business associates.
Maintain accurate and complete documentation of compliance and privacy activities.
Monitor changes in federal, state, and industry regulations, ensuring policies are updated proactively.
Support organizational strategic goals by aligning compliance initiatives with operational priorities.
Supervise compliance staff, including hiring, training, performance management, and fostering professional development.
Promote a culture of integrity, accountability, and patient safety across the organization.
REQUIREMENTS:
Education: Bachelor s degree required; advanced degree preferred.
Experience: 4 10 years of healthcare compliance, risk management, or clinical leadership experience.
Strong knowledge of healthcare regulations, privacy, and information security standards.
Proven leadership skills, including team management, strategic planning, and cross-departmental collaboration.
Excellent verbal and written communication, analytical, and project management skills.
Ability to interpret complex regulatory requirements and translate them into operational policies.
Preferred Qualifications:
Experience in home healthcare, pediatric care, or infusion services.
Knowledge of accreditation standards (ACHC, URAC, The Joint Commission).

POSITION DETAILS:
The Senior Financial Analyst, COGS & Inventory provides financial visibility, analysis, and accountability for PHS s $200M annual supply and inventory spend. This role partners closely with Operations, Respiratory Therapy, Pharmacy/IV, Billing, Supply Chain, Procurement, and FP&A to monitor supply usage, reduce shrinkage, improve unit-cost compliance, and strengthen alignment between supplies and revenue billed.
Beyond supply-related COGS, the role serves as the primary liaison between Finance and Procurement, overseeing both direct and indirect spend categories, including fleet, purchased services, and corporate programs that impact overall cost structure.
This position is critical to improving contribution margin, reducing financial leakage, and strengthening operational controls across PHS s multi-state organization. A strong accounting foundation, including inventory valuation, reconciliations, and accruals, is essential to ensure COGS accuracy and stabilize reported results.
Job Duties
COGS & Inventory Analytics (Primary Focus)
Own monthly COGS reporting, forecasting, and variance analysis across all regions and service lines (RT/HME, IV/Pharmacy, CN, etc.).
Develop detailed supply-usage dashboards and KPIs (consumption per patient, etc.).
Analyze breakage, non-returned equipment, shrinkage, and over-consumption trends; recommend corrective actions.
Monitor inventory activity, reconcile usage vs. orders, and ensure accurate categorization of COGS during month-end close.
Support inventory audits, annual counts, and documentation required for compliance and financial reviews.
Reconcile inventory balances and COGS activity with accounting each period; ensure alignment between operational usage and GL entries.
Ensure accurate month-end COGS accruals, true-ups, reversals, and classification of supply and equipment costs.
Partner with accounting to improve rules for inventory movement, and cost categorization.
Unit Cost & Pricing Compliance
Track unit price changes with vendors (McKesson, Cardinal, Medline, etc.) and validate invoicing against contracted rates.
Lead SKU-level price benchmarking, identify opportunities for product substitutions, and partner with Procurement, Supply Chain and Operations to implement savings.
Conduct price-volume-mix (PVM) analyses to understand cost drivers and inflation exposure.
Support annual budget development of supply costs by region, service line, and vendor.
Consumption-to-Billing Reconciliation
Build and maintain reconciliation processes linking supply pulls and equipment placement to billing submissions.
Partner with Billing to resolve documentation gaps, missing claims, and reimbursement issues tied to supplies/equipment.
Identify systemic issues causing unbilled usage and help develop fixes with Operations and Revenue Cycle.
Financial Forecasting & Planning
Own COGS inputs for forecasts, annual budgets, LRP, and service-line level modeling.
Provide forward-looking analysis on inflation, utilization, and operational changes affecting COGS.
Model financial impact of operational initiatives (SKU rationalization, etc.).
Operational Partnership
Serve as a financial partner for Procurement, Supply Chain, and Operations.
Develop reporting tools that improve operator visibility into consumption, breakage, and cost-performance trends.
Support cross-functional efforts to reduce waste and drive accountability across the organization.
Controls, Compliance & Risk Reduction
Strengthen internal accounting controls related to inventory valuation, cycle counts, and balance sheet integrity.
Ensure compliance with GAAP principles related to inventory, capitalization, and write-offs.
Support audit requirements by providing detailed documentation, transaction support, and variance explanations.
Work directly with accounting on reconciliations between subledger systems.
Standardize inventory processes and workflows across fleets, regional sites, and warehouse locations.
Identify risks related to improper documentation, usage patterns, asset management, and financial leakage.
Procurement Liaison Direct & Indirect Spend Oversight
Act as finance s primary partner to procurement for both direct and indirect spending areas.
Partner with accounting to validate month-end accruals for indirect categories.
Analyze indirect cost categories such as fleet, facilities, purchased services, maintenance, and corporate programs.
Support sourcing decisions with cost/benefit modeling, total cost of ownership analysis, and scenario comparison (buy vs. lease, maintenance vs. replacement, vendor switching, etc.)
Build dashboards and KPIs for indirect spend categories that mirror COGS reporting (cost/unit, spend per FTE, etc..).
Review contract compliance and partner with procurement to identify savings, avoid overspend, and strengthen vendor discipline.
Ensure fleet, indirect cost centers, and corporate purchasing channels have the right operational controls to prevent waste,
REQUIREMENTS
Education and/or Experience
Bachelor s degree in finance, accounting, or related field.
3 5+ years of relevant experience (FP&A, cost accounting, inventory control, supply chain finance, or healthcare finance).
Strong analytical skills: ability to work with large data sets and partner with IT to build dashboards/models.
Comprehensive understanding of accounting principles including accruals, reconciliations, and inventory valuations.
Ability to collaborate with accounting to ensure COGS/inventory accuracy and proper financial controls.
Advanced Excel skills; experience with BI tools (Power BI, SAC, Tableau, or similar).

What You ll Do
Provide bedside education to patients, caregivers, and families on equipment such as enteral nutrition, food pumps, vent circuits, suction equipment, and home respiratory supplies.
Complete in-home and facility set-ups, ensuring families understand how to safely use equipment and supplies.
Serve as a clinical resource to referral sources, case managers, discharge planners, and hospital staff.

What We re Looking For
Required:
Active Registered Nurse (RN) license in Minnesota.
Minimum 2 years of clinical nursing experience in one of the following: pediatrics, home health, NICU, PICU, medical-surgical, or hospital discharge coordination.
Strong comfort level with patient education and hands-on training.
Valid driver s license and reliable transportation.
Preferred:
Experience with home enteral feeding education, NG or G-tube care, or food pump instruction.

The Senior Financial Analyst, COGS & Inventory provides financial visibility, analysis, and accountability for PHS's $200M annual supply and inventory spend. Beyond supply-related COGS, the role serves as the primary liaison between Finance and Procurement, overseeing both direct and indirect spend categories, including fleet, purchased services, and corporate programs that impact overall cost structure.
This position is critical to improving contribution margin, reducing financial leakage, and strengthening operational controls across PHS's multi-state organization. Job Duties
COGS & Inventory Analytics (Primary Focus)
Own monthly COGS reporting, forecasting, and variance analysis across all regions and service lines (RT/HME, IV/Pharmacy, CN, etc.).
Develop detailed supply-usage dashboards and KPIs (consumption per patient, etc.).
Analyze breakage, non-returned equipment, shrinkage, and over-consumption trends; recommend corrective actions.
Monitor inventory activity, reconcile usage vs. orders, and ensure accurate categorization of COGS during month-end close.
Support inventory audits, annual counts, and documentation required for compliance and financial reviews.
Reconcile inventory balances and COGS activity with accounting each period; ensure alignment between operational usage and GL entries.
Ensure accurate month-end COGS accruals, true-ups, reversals, and classification of supply and equipment costs.
Partner with accounting to improve rules for inventory movement, and cost categorization.
Unit Cost & Pricing Compliance
Track unit price changes with vendors (McKesson, Cardinal, Medline, etc.) and validate invoicing against contracted rates.
Lead SKU-level price benchmarking, identify opportunities for product substitutions, and partner with Procurement, Supply Chain and Operations to implement savings.
Conduct price-volume-mix (PVM) analyses to understand cost drivers and inflation exposure.
Support annual budget development of supply costs by region, service line, and vendor.
Consumption-to-Billing Reconciliation

Education and/or Experience

The Infusion Resource Nurse plays a critical role in supporting our Infusion Nursing and Home Health teams. This position coordinates, trains, and assists with nursing duties to ensure safe and effective care for our patients. Triaging phone calls and managing the nursing help desk.
Providing assessment and care for patients receiving home IV therapy.
Assisting with onboarding new hires and serving as a resource for ongoing education.
Supporting the IV Care Coordinator as needed.
Reviewing incoming medical documentation, lab results, and transcribing orders.
Ensuring compliance with PHS policies, procedures, and regulatory standards.
Communicating effectively with healthcare team members and families.
Serving as backup for education classes and outreach initiatives.
QUALIFICATIONS:
Active RN or LPN licensure in the state of Minnesota.
BLS / CPR certification
Preferred:
Pediatric infusion nursing experience.
Experience in training, mentoring, or onboarding nursing staff.
Strong customer service orientation and professional bedside manner.
Ability to work independently while maintaining a team-focused approach.
Familiarity with regulatory compliance, policies, and home health standards.
Associate s degree in Nursing or equivalent; Bachelor s degree preferred.

POSITION DETAILS:
We are currently seeking an Outreach Representative to join our team. This individual will play a key role in building and maintaining relationships with hospitals, clinics, and healthcare professionals in order to grow awareness of PHS services and expand access to care for children and families.
Build strong, long-term relationships with referral sources, hospitals, and clinics to drive new referrals and admissions.
Represent PHS at conferences, community events, and professional gatherings to promote our mission and services.
Collaborate with the marketing team to execute outreach strategies, campaigns, and presentations.
Identify and develop new referral opportunities based on market changes and community needs.
Conduct tours and presentations to educate healthcare professionals about our services and patient population.

REQUIREMENTS
Required:
