DESCRIPTION OF WORK
Your responsibilities will involve claims management, administrative support, and other related duties. You will review and investigate claims, gather and analyze information, and ensure claims are processed in a timely manner and according to all relevant policies and procedures. This includes preparing template letters and updating the workers' compensation tracking system with actions taken on claims to ensure thorough record keeping. You will also provide verbal and written information to employees and supervisors about the compensation and medical treatment for workers' compensation, leave use, and other general guidance on routine questions related to injury management. Work Schedule and Additional Information:
* Full-time employment
* Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
* Telework: You may have the opportunity to work from home (telework) part-time. Telework for this role is currently one day per month, but this schedule is subject to change at any time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Minimum Experience and Training Requirements:
* One year as a Human Resource Assistant 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
* One year of clerical or other comparable experience and one year of beginning level paraprofessional human resource or equal opportunity work; or
* An equivalent combination of experience and training.

Qualifications
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

JOB SUMMARY:
To promote the mission of PATH to help individuals achieve a more independent and fulfilling life by being an effective team member. Provide administrative support to the Human Resources Department. Maintain all related Human Resources data, and processing of documents for FMLA, transfers, terminations, benefit enrollment, recruitment and on-boarding.
QUALIFICATIONS:
High School graduate with 2 years of increasingly responsible administrative experience, Associates Degree or Bachelor's degree, and at least 6 months of experience.
Hands on experience with HR software, like HRIS or HRMS, ADP preferred. PC literacy and experience with MS Office applications.
Excellent organizational and time-management skills,
Excellent communication and people skills. Aptitude in problem-solving.
Desire to work as a team with a results driven approach.
Specific Duties:
Respond to/Process HR requests via electronic ticketing system on daily basis, including processing of employee actions, such as new hires, transfers, performance awards, promotions, demotions, resignations, terminations, leaves of absence, suspensions and/or 48-hour letters, etc.
Disseminate notices for employee child abuse clearances, employee health appraisals, Federal Bureau of Investigation finger printing, driver licenses, licenses and certificates monthly and distribute to appropriate supervisors.
Maintain electronic employee records in accordance with accurate naming convention and confidentiality.
Collaborate with recruitment staff to post job ads on careers pages and process incoming resumes.
Prepare and complete all written requests for verification of employment (mortgage, employment, welfare, childcare, garnishment, etc.)
Provide additional support for securing child abuse clearance, criminal history checks, transcripts, and any necessary credentialing documents for new hires and current staff.
Assist in recruitment process by screening, testing, and/or completing reference checks.
Ensure a smooth and timely onboarding of candidates into the agency.
a. Send out onboarding experience using ADP.
b. Follow-up with candidate about the onboarding ensuring all concerns are addressed.
c. Ensure all documents collected during the onboarding process are appropriate and completed.
d. Onboard the candidate prior to their start date.
e. Manage I-9 process.
Provides administrative support to one or more human resources functions, including recruiting, employee/labor relations, compensation, benefits, training, equal employment opportunity, and/or employee records
Prepare and complete all written requests for verification of employment (mortgage, employment, welfare, childcare, garnishment, etc.)
Provide back-up Receptionist support for lunch breaks and in the event of absence.
PHYSICAL DEMANDS:

These Human Resources initiatives are designed to meet Maritime Administration, Department of Transportation, Office of Personnel Management, Chief Human Capital Offers Act (CHCO) of 2002, and legislative requirements.
As the Supervisory Human Resources Specialist, you will be:
* Be responsible for oversight and administering a comprehensive Human Resource Management program including recruitment and staffing, position management and classification, and employee benefits, and to work with Headquarters Employee/Labor Relations Specialists on employee relations matters, labor-relations, and Human Resources management operations.
* Supervise and direct a team of HR professionals, setting priorities, evaluating program effectiveness, and implementing improvements to ensure efficient delivery of HR services.
* Oversee a comprehensive HR program encompassing staffing and recruitment, position management and classification, employee benefits, and workforce planning.
* Lead the development and implementation of human capital strategies, including workforce planning, succession planning, and accountability systems, in alignment with agency and OPM requirements.
* Serve as a principal advisor to senior Academy leadership on complex and sensitive HR issues, including workforce shaping, organizational restructuring, and labor/employee relations.
* Interpret and apply federal HR laws, regulations, and policies, and provide authoritative guidance to executives, managers, and staff to support mission accomplishment.
The ideal candidate for this position will serve as the Academy Human Resources Director and is responsible for planning, prioritizing, and assigning work; collaborating with peers and subordinates to assure effective advisory services; and otherwise ensuring continuous progress toward stated goals are met.

* Experience serving as a principal or trusted advisor to senior executives on HR issues in at least two of the following areas: workforce shaping, organizational restructuring, policy development, or labor/employee relations, and providing authoritative guidance on statutory or regulatory interpretations.

* Position begins in May with 2-5 days/week. Beginning in June, position will be 30-40 hours/week for the summer season. Expected duration is 12 weeks.
* Hours are typically Monday- Friday, 7:30am-4:30pm. Infrequent evening and/or weekend hours may be required.
Responsibilities
The Water Resources Intern's role is to support Engineering in the management of water resources in the City of Eden Prairie through inspections, monitoring, and education. The Intern is primarily responsible for the following:
* Evaluate the condition of the City's stormwater system by conducting inspections of stormwater system infrastructure (stormwater ponds, wetlands, creeks, bioretention basins, inlets, and outlets), make recommendations where maintenance is needed, and collect data in Survey 1-2-3 and integrate into the City's GIS.
* Assist in updating the City's stormwater system inventory by mapping water bodies and stormwater system infrastructure; reviewing construction profiles, as-built surveys, and grading plans; and gathering and compiling additional data in support of the City's NPDES Phase II MS4 permit.
* Assist with construction site inspections to monitor progress, document findings, and ensure conformance to engineering plans and construction standards.
* Assist in maintaining the City's online database, PermiTrack, by entering data collected during construction inspections and documenting other NPDES Permit activities.
* Assist in evaluations of conservation easement areas, wetland buffers, shoreland buffers, and wetland mitigation sites for compliance with City policies and ordinances.
* Assist in administration and implementation of the City's Vegetation Management Plan program and the Landscaping for Water Quality rebate program; assist in planting and/or maintaining biofiltration areas.
* Assist in the design and implementation of public education initiatives and public relations materials regarding water resources in support of the City's water resources education plan.
* Assist consulting engineer with stormwater infrastructure evaluation by conducting field assessments and documenting and mapping water bodies and stormwater system infrastructure.
While these areas are the primary focus of this position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as a part of their role with the City.
Requirements
* High school degree required; must be pursuing or have recently completed a bachelor's or master's degree in a related field such as engineering, biology, water resources, or environmental science.
* Previous internship or work experience required. Must have experience working independently with minimal supervision in a busy environment.
* Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook). Experience with ArcGIS. A valid Minnesota Class D Driver's License is required for this position.
* Must be able to work outside in various weather conditions, negotiate through rough terrain, and repeatedly lift sampling equipment and supplies (approximately 20 to 30 lbs.). May include time in waders or in a boat.

Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Accomplish the City's recruitment and hiring processes in coordination with the Human Resources team:
* Create job postings, marketing materials, direct marketing to candidates, supplemental questionnaires, and advertisements.
* Perform recruitment functions and implementation in Human Resources information systems including scheduling and candidate logistics.
* Create application evaluation scoresheets and score applications.
* Ensure Veteran's Preference Act Requirements are met.
* Conduct and score required testing when necessary.
* Perform additional functions and support necessary for the unique hiring practices and process for Public Safety positions.
* Prepare and conduct interviews and reference checks. Provide training to interview panels.
* Maintain recruitment records electronic and hard copy.
Support departments by providing best practices and innovative options for achieving the City's recruitment and hiring goals. Including, but not limited to, review and analysis of comparable Cities' practices or programs and potential alternative funding sources for positions such as grants.
Support the onboarding process for all new positions including initial orientation meetings and all new hire paperwork.
Provide for benefits administration support:
* Assist in the coordination of the Open Enrollment process.
* Explain benefits to new employees. Answer employee questions relating to their benefits.
* Supports MN Paid Leave Law implementation.
Support implementation of the City's employee performance management system (NeoGov Perform), providing orientations and trainings and ensuring timely completions of reviews by supervisors and employees.
Assist in resolving employee performance or discipline issues and addressing employee complaints.
Support departments with separation processes including necessary paperwork, notifications, and City property collection.
Perform data entry, reviews, reporting, personnel action forms, approvals, and analysis functions in the Human Resources ERP system. Prepare employment and other reports as assigned.
Maintain and update personnel, medical and benefit, and recruitment files. Support records retention requirements and implementation for the division.
Assist with division performance measurement compilation.
Perform customer service by providing information and answering inquiries in person, over the telephone, and when working remotely.
Support division implementation of safety programs, injury reporting, workers compensation coordination, and OSHA reporting.
Assist in the interpretation, application and enforcement of federal and state employment law as well as City personnel policies, labor agreements, procedures and practices.
Assist with human resources special projects and activities, performs other duties as assigned.
Prepare miscellaneous communications, written correspondence, reports and documentation as needed.
