Jim Winner is EVP, Chief Legal Officer, General Counsel & Secretary for Peraton. Jim's specialized skills and experience include: government/commercial/international contracting, cyber operations, information security, FOCI mitigation, privacy, data rights/intellectual property, bid protests, litigation management, procurement/supply chain, labor/employment, and mergers & acquisitions.

Prior to joining Peraton, Jim was Chief Legal Officer, General Counsel & Secretary for Aegis Defense Services, LLC. He previously served as a Corporate Director and Assistant General Counsel at Northrop Grumman and was the lead counsel for Northrop Grumman's cyber intelligence, civil solutions and information security lines of business.

Jim previously served in legal and contracts executive leadership roles for ITT Corporation and Exelis Inc., including Vice President and General Counsel and Vice President, Contracts and Procurement for ITT Information Systems (now Peraton) and Associate General Counsel for ITT Mission Systems (now Vectrus). Jim also practiced law with Barnes & Thornburg LLP, specializing in contracts, procurement and labor and employment law, and worked in-house for Rolls-Royce Corporation and Cummins Inc.

Prior to joining the private sector, Jim honorably served as an Air Force judge advocate and systems acquisition officer. Jim worked across multiple legal disciplines, including trial and appellate litigation, and began his acquisition career in the MILSATCOM Joint Program Office, where he supported major DoD satellite communications programs, including DSCS, Milstar and Advanced EHF.

Jim received his Bachelor of Science degree as a distinguished graduate of the United States Air Force Academy in Colorado Springs, CO. He received his Juris Doctorate degree, magna cum laude, from Loyola Law School in Los Angeles, CA. Jim is licensed to practice law in CA, CO, VA and DC.

Matt McQueen serves as the Chief Communications Officer at Peraton, a leading provider of innovative, reliable solutions to the nation’s most sensitive and mission-critical programs and systems. In this role he leads a results-driven communications team focused on positively differentiating the company's capabilities, investments, and subject matter experts across Peraton's core markets: space, intelligence, cyber, defense, homeland security and communications.

Prior to his appointment at Peraton, he served as director of Communications for the Cyber and Mission Intelligence Solutions and the Space ISR (Intelligence, Surveillance and Reconnaissance) Systems divisions of Northrop Grumman and had responsibility for the company's cyber/non-kinetic branding and communications.

Earlier in his career, he served as the director of Global Strategic and External Communications for Northrop Grumman's former Information Systems sector. He was the primary spokesperson and communications liaison to the sector’s external stakeholders around the world. He was responsible for the sector’s integrated strategic communications campaigns, digital/social and media relations.

Before his roles in Communications, McQueen served as Northrop Grumman's government relations lead for all state and local activities, as well as representing the company's civilian agency, tax, and environmental legislative issues to the United States Congress.

Prior to that assignment, he held positions of increasing responsibility in business development, strategic planning, and market development within Northrop Grumman’s Commercial, State and Local group and Civilian Agencies group, each of which had more than $1B in annual revenue. He began his career as an international policy analyst for Bank Austria in Vienna, Austria.

Michael King is a Chief Growth Officer at Peraton and is based in Herndon, Virginia. He has worked as Vice President, Cyber and Intelligence Mission Solutions at NORTHROP GRUMMAN CORP DE; Director of Sales at System Automation Corporation; and Director, Strategy, Cyber Division at NORTHROP GRUMMAN CORP DE. Michael attended James Madison University JMU between 1990 and 1994.

Rebecca McHale is responsible for leading Peraton’s digital transformation, providing the advanced technologies and IT solutions needed to support the strategic and operational objectives of the company, and serving as the senior IT advisor to Peraton’s executive leadership team.

Most recently, McHale was the chief information officer and formerly the chief information security officer for Booz Allen where she had executive responsibility for delivering secure technology and solutions to enable the business and advance the digital experience for the firm’s users.

Earlier in her career McHale was the CISO for Blackboard, Inc., a global educational technology and services company, and held leadership roles in cybersecurity and IT infrastructure with Novetta and CSRA.

She earned a Bachelor of Science in mathematics from the University of Mary Washington and a Master of Science in discrete mathematics and computing applications from Royal Holloway, University of London.

Alan Stewart is a Board Member at Global Packaging USA Corp and Exec VP/CFO at Peraton and is based in Washington d.c. Metro E Região, United States. As senior vice president and chief of staff, Barry Barlow provides oversight and guidance to projects of high importance to Perspecta.

Barlow leads Perspecta’s long-term technology strategy and vision, and he advocates for that vision with our customers. Prior to his current position, Barlow joined Vencore as senior vice president and chief technology officer in 2013, where he led the planning and execution for all of Vencore’s Independent Research and Development (IRAD) projects. He served as the first director of online GEOINT Services at the National Geospatial-Intelligence Agency (NGA), delivering online, on-demand GEOINT services and advancing the end-to-end user experience. Barlow was selected as the director and deputy director of acquisition at NGA, as well as NGA’s chief architect and chief engineer.
