Responsibilities include:

    • Complete Electronic Questionnaires for Investigations Processing (e-QIP) Initiation Process
    • Perform a comprehensive review of the e-QIP/Background package investigative forms, in accordance with OPM guidelines (available on request in the reading room) for the SF/85P/SF86, for errors, missing information or signatures, gaps in coverage, etc., to include completeness and accuracy
    • Retrieve cases to work from the agency e-QIP Virtual Queue and performs a second review of the e-QIP package and investigative forms
    • Access e-QIPs submitted by the Hiring Centers to process the request and confirm the receipt of all required attachments/background investigation supplemental documents
      • Scans all the signed/dated releases, submitted via facsimile, and attaches them to the e-QIP.
      • Processes all incoming FP charts
      • Performs a comprehensive review of the e-QIP/BI package investigative forms, in accordance with OPM’s guidelines for the SF85P/SF86, for errors, missing information or signatures, gaps in coverage, etc.
      • Rejects the e-QIP/BI packages back to the Hiring Centers to address any deficiencies or discrepancies, which fail to meet OPM requirements or preclude the ability to initiate the investigative process
      • Approves the e-QIP request and releases it to the Investigative Service Provider (ISP), OPM, for scheduling of the NAC
      • Perform both Cornerstone (electronic)/manual preliminary vetting checks, if applicable
      • Order prior Suitability/Security investigations for OPM or the Internal Records Management Branch, which will be used as the basis for reciprocal acceptance, upgrading or updating an investigation
      • Creates the Person/Position Record and scans and/or attaches required documents to a web-based management system used to maintain personnel security records (suitability, security, clearance investigations, etc.)
      • Ensure all documents saved to the agency’s record at the appropriate case level, under the correct category and have the proper description name
      • Prepares various spreadsheets of data, utilizing the Microsoft Excel program

SUMMARY
The Personnel Security Assistant provides administrative and technical support to personnel security operations in compliance with security programs, policies, and requirements. This position provides personnel security with an emphasis on administering personnel security program duties in the areas of position risk designation and sensitivity levels, fingerprint review, completion of initial investigation or reinvestigation requirements, investigative case review and adjudication, and processing of personnel separations.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.

Reviews Public Trust (Low, Moderate, or High Risk) and National Security investigation (Onboarding and periodic reinvestigation) requests, when received for completeness and accuracy. When investigation requests are not complete and/or accurate, work with the selectee, Human Resources point of contact, and/or Contracting Officer's Representative on the steps needed for completeness/accuracy.

Provides recommendations, answer questions, and provide guidance to internal and external customers, peers, supervisors, and managers concerning personnel security processes, investigations, and policies. Exercises professional and courteous customer service skills when communicating with other internal RD contractors and employees as well as those outside of the agency.

Applies Code of Federal Regulations (CFR) and OPM Suitability adjudicative standards and criteria to analyze all available, relevant information, both favorable and unfavorable, to recommend whether the selectee's past or present conduct will impact adversely on the integrity and/or efficiency of the agency and Federal service.

Assists with researching, drafting, and maintenance of the RD Suitability Desk Guide and associated training materials.

Assists with the development and training on personnel security related topics to new or existing staff and contracted employees. This may include development of training materials and presenting training.

Provide office support, including but not limited to:
(I) Conducts mail runs for package pickups and delivery.
(ii) Monitors general phone line messages and relay messages for actions as appropriate to the Lead and responsible Adjudicator.
(iii) Provides escort in accordance with Departmental policy.
(iv) Provides a consistency review of the Personnel Security Database daily during timeframes identified by the government to ensure all information has been captured completely and accurately. Provide a daily database exception and inconsistencies notification to the Branch Chief and Personnel Security Lead.
(v) Identifies issues and/or potential conflicts of interest that may have a nexus with the agency mission or position.
(vi) Completes special projects and other duties when assigned.
(vii) Prepares and provide written reports, documents, and other materials; prepare and present oral presentations.
(viii) Attends internal and external meetings.
(ix) Researches and interprets Federal, state and/or local laws and regulations.

Job Description

This is a potential temporary-to-hire position. Applicants must have an active "TS" clearance.

This position will support and conduct activities focusing on personnel security and insider threat programs.

Responsibilities:

+ Conduct e-QIP operations including the initiation of government and contractor employees and report generation on a reoccurring or requested basis.

+ Review security clearance documentation (such as SF-85s and SF 86s) from applicants for completeness based on established policies.

+ Make recommendations as to whether security documentation should be approved for further processing or returned for additional information.

+ Create Personnel Security Files for new hires once the Human Resources Offer Letter has been received and maintain files in accordance with the FERC Records Management Program.

+ Approve/deny FERC User ID forms based on initial background checks for all government and contractor personnel.

+ Process applicant fingerprints utilizing the 3M Cogent system, or other comparable system, including electronic transmission to the Federal Bureau of Investigations via the OPM portal. Verifies fingerprints have been completed and submitted when required.

+ Utilizes an electronic case management system to track clearance investigation, eligibility, processing time, and provide reports.

+ Respond to all personnel security questions within one business day.

+ Processes requests for security background reports from a web-based background database at the request of SSD Staff.

+ Assists with creation, revision, dissemination, and tracking of Security Awareness Training for cleared personnel.

+ Assists with maintaining Standard Operating Procedures, brochures, and frequently asked questions (FAQs) for the e-QIP program and personnel security information located on the internal intranet (FERCNet).

+ Other duties as assigned.

Insider Threat Program Activities:

+ Assist FERC Insider Threat Members in the development, maintenance, and implementation of FERC's program and policies.

+ Develop, coordinate, and maintain insider threat policy(ies).

+ Assist with the preparation of the annual insider threat assessment.

+ Provide quarterly, or as needed, statistics of the program activities to appropriate personnel.

+ As directed coordinate with internal and external entities to address an incident(s).

+ Provide analysis and propose courses of action for each insider threat indicator.

+ Other duties as assigned.

Clearance:

Personnel filling this position must have an active TOP SECRET level national security clearance.

Education/Experience Requirements:

Must have a minimum of one-year personnel security experience. Must have experience working with eQIP and a web-based background investigation database, such as CLEAR. Experience with Insider Threat Programs is advantageous but not required.

Required education/experience:

+ Experience working with eQIP, Personnel Security Databases such as Joint Personnel Adjudication System (JPAS), OPM Personnel Investigations Processing System (PIPS)/Central Verification System (CVS), Federal Personnel Payroll System (FPPS)
