Responsibilities:
Assist the Government operating a responsive, courteous, and professional knowledge center to address inquiries from the customer base regarding case status, program information, and policies and procedures, e-QIP functional questions, and requests or questions from security professionals
Provide accurate and complete data concerning PersonnelSecurity for Industry Knowledge Center Support Report of activities and performance, summarizing the workload statistic and areas to review
Review investigation request submissions for completeness, reciprocity, and risk and submit investigations requests to the relevant system as directed by the government lead, documenting, and coordinating information as directed
Receive and review Classified Information Non-Disclosure Agreements (SF-312) for completeness; process acceptable into designated database or send rejected messages to Security Officers
Review, process and respond to CSRs for issue resolution, correcting Personal Identification Data (PID)
Receive and process notifications and notices and information received from Facility Security Officers regarding subject availability for CONUS interviews
Receive and process the e-QIPs as received by government personnel for individuals whose security clearance was Denied or Revoked
Receive and review records of interim eligibility/access BIs exceeding federal investigative standards (FIS) periodicity requirements; document activities and update systems as required
Draft and forward summary sheets to VRO government personnel and distribute reports and related correspondence to other government personnel as required
Collect and enter data relevant to assigned tasks via spreadsheets and/or databases to support production tracking
Maintain National Security Databases/Classified Databases to meet program requirements
Ensure cases are complete and accurate, and contain all information and documentation necessary to facilitate an adjudicative determination
Review and process requests for action; process reciprocity, obtaining clearance verification from other Government agencies, and updating subject case files
Assist in the development and preparation of a variety of files, correspondence, and other documentation
Perform as Suite, Security, and/or Safety Representative for assigned suite location; liaise with facilities, security, and logics for supplies, key control and suite access, safety, and security drills, and disseminate necessary information
Provide Mailroom processing support (Unclassified and Classified); collect and process case documentation; record daily statistics regarding all incoming mail; log and track daily statistics regarding all outgoing mail
Perform additional related duties as assigned to support the agency and mission
Minimum Requirements:
High School Diploma or equivalent plus two years of relevant experience (or associate degree plus one year; or Bachelor's/Master's degree), preferably in a fast-paced customer service-oriented position
Consistent attendance, punctuality, and adherence to assigned work schedule is required, including the daily ability to arrive at the designated work location and ready to begin work immediately at the start of the assigned work schedule
Demonstrated skills and experience providing accurate responses to customer inquiries without escalation while taking ownership in providing credible responses and assistance without deferment to functional area or external parties

Gather and submit evidence for audit requests and attend auditor interviews and meetings, as needed to provide process insights and clarifications.
Provide guidance to employees and contractors on security requirements, documentation and processes related to EAU access and obtaining or reissuance of a CAC.
Compile, analyze, and validate data for required routine government reporting.

Minimum Qualifications
Must be a U.S. Citizen in possession of a favorably adjudicated Tier 3/NACLC or equivalent investigation or having the ability to obtain equivalent government determined clearance level.

About the role:
This individual supports the Office of Security Services, PersonnelSecurity Operations Branch providing administrative and technical support for a staff engaged in personnelsecurity and suitability operations and assuring the implementation and compliance with security and suitability programs, policies, and requirements. In addition, this position is responsible for first-level adjudicative recommendations on both interim and final decisions, as well as quality review of work products of lower-level specialists and assistants.
Responsibilities:
Validates the need for investigation by conducting a check of the OPM CVS.
Establishes, reviews, and monitors background investigation accounts, and information in the DCSA NBIS eApp system.
Identifies where reciprocity may be accepted in processing based on PERSEC community and client policies.
Initiates background investigations at the correct tier based on the risk/sensitivity level of the position in the DCSA NBIS eApp system.
Creates security and/or suitability files for applicants or contractors; organizes records; maintains files; and collates documents in support of the client background investigation process.
Utilizes the GSA USAccess system to sponsor individuals for HSPD-12 PIV credentials to grant logical and physical access to client facilities and allow enrollment of fingerprints for criminal history records checks.
Subject to review by client personnel, and pursuant to protocols and processes approved by client personnel, the individual's specific duties are as follows:
Conducts pre-employment inquiries as necessary to resolve issues.
Contacts other personnelsecurity operations and documents the reason for a "please call" designation in CVS.
Conducts status checks on background investigations utilizing the automated OPM Personnel Investigations Processing System (PIPS).
Assists in training staff.
Reviews the entire case file and makes a suitability/fitness recommendation based on the criteria found in the OPM Suitability Processing Handbook.
Reviews all required documentation to ensure they are complete and accurate and that the information in all documents and case papers, hard copy or electronic, meets OPM standards for case scheduling.
Conducts telephone and written inquiries in accordance with the Privacy Act of 1974.
Conducts Subject contact in accordance with the Privacy Act of 1974 and obtains written statements when required.
Conducts post-investigation follow-up necessary for issue resolution and adjudication.
Utilizes case management systems to document adjudicative recommendations as appropriate.
Completes adjudicative recommendations within established time frames.
Drafts correspondence in the form of Letters of Interrogatory, Adjudicative Worksheets, and Notices of Proposed Action.
Conducts inventory and quality checks on pending Report of Investigation (ROI).
Reports results of adjudication as required by client internal policy.
Must have applied knowledge of GSA PIV card processing system, USAccess.
Must have applied knowledge of Trusted Workforce.
Qualifications/Requirements:
A minimum of two years of experience in adjudication rendering suitability and fitness recommendations on behalf of the Federal Government.
Have successfully completed formal training in suitability adjudications towards adjudicator certification in compliance with National Training Standards established by OPM.
Conducted first and second level and/or quality review of others making suitability or fitness recommendations.
Experience conducting and interpreting database checks and credit reports.
Three to four years of experience providing professional and competent customer service, working with customers by phone, by email, and in person.
Ability to pay strict attention to detail to ensure data errors are minimized.
Ability to apply analytical security processes and procedures with assigned tasks in a timely manner or as requested.
Ability to perform and adapt in a high tempo, fast paced and fluid security environment.

JOB RESPONSIBILITIES

Maintain applicant-tracking system for lateral candidates.

EDUCATION AND EXPERIENCE

+ Review program documentation for public release, to include ensuring CUI has proper markings, classifications and distribution statements per DoD and AF guidance and provide accurate feedback to IP Leads about document disposition ability.
+ Provide classification guidance and assistance for all collateral and SCI (where needed) programs.
+ Security Operating Procedures (SOP), DD Form 254s and other key acquisition/security program documents as directed by the IP lead.
+ Provide classification reviews of inbound and outbound correspondence.
+ Prepare, process, and distribute (ship and receive) inbound/outbound classified mail that is integrated with a singular government accountable mailing program.
+ Assist with preparing classified packages, courier forms and maintain receipt records of such dispatches.
+ Perform destruction of classified materials and CUI
+ Ensure personnelsecurity clearances are kept current and access is verified prior to allowing access to classified material.
+ Prepare, process, and/or review Visitor Access Request (VAR) for accuracy and access eligibility. Ensure smooth access ability is given to our personnel by ensuring visit certifications are received timely and accurately by receiving units.
+ Assist with researching, processing, filing, and maintaining inbound and outbound VAR notices.
