What you will accomplish Ensure compliance with environmental regulations for pipeline and other oil and gas related construction activities. Experience and qualifications for success At least 1 year of experience in environmental consulting inspection of oil and gas/pipeline projects required. Able to inspect pipelines and oil & gas related facilities. Familiar with soil erosion control and BMP installation and maintenance. Familiar with agricultural mitigation plans/drain tile repair. Able to work in remote areas, use ATVs or other four-wheel drive type vehicles. Must have a clean driving record and pass a background check. The Compliance team is tasked with determining Operator compliance with rules adopted by the Energy and Carbon Management Commission (ECMC) to protect public health, safety, welfare, the environment and wildlife resources. Determine, based on their independent assessment and knowledge of rules and industry standards, whether activities conform with commission rules and industry standard and, if not, what level of communication is warranted ranging from informal communication with the operator, an inspection comment, a corrective action, the initiation of formal enforcement proceedings, or an immediate safety shutdown of the operation. Results of the compliance assessment will be documented in COGIS and shared with other agencies or ECMC staff as appropriate. * Determine what activity is the most critical operation to observe and make arrangements to attend. * Determine whether other agencies or ECMC staff would benefit from observing the operation and coordinate their visit to the site. * Based on their expert industry knowledge and knowledge of the rules, determine what additional follow-up is appropriate from continued observation, information communication with operator, initiation of an enforcement action, or an emergency safety shutdown of the operation. Investigate Complaints: Determine whether complaints received by the public constitute an issue with compliance by reviewing the complaint and assessing the compliance of the facility or operation that is the subject of the complaint. In addition to providing the results of the compliance assessment to the complainant, this position will determine what action to take with the operator based on their judgement and application of administrative discretion. Actions could vary from information communications to a safety shutdown. * ECMC is committed to promptly assessing compliance associated with a public complaint and responding to the complaint. The Utilities Division is responsible for the operation and maintenance of the City's water treatment plant, 32 water wells, and 19 booster station facilities, and shares another water plant with the Town of Gilbert. The Utility also operates wastewater and reclaimed water infrastructure, including industrial wastewater/ brine reduction and three wastewater facilities. We treat over 64 million gallons of fresh water and treat over 30 million gallons of wastewater per day to class A+ reclaimed water to meet irrigation and industrial demands. Our water is received from four primary water sources: Salt River, Verde River, Colorado River and ground water supplied by our extensive well field facilities. We also use advanced treatment processes to recycle over 7 million gallons of industrial wastewater and return it back for industrial reuse. Service is provided to the City of Chandler residential, commercial, and industrial users by a network of 1,224 miles of active water mains, 942 miles of active sewer mains, and 92 miles of reclaimed water mains. Minimum qualifications * A High School Diploma or GED & one 1 year of college coursework in chemistry, biology, environmental sciences or a directly related field; and * 1 year of experience in chemical testing, monitoring of industrial discharges, wastewater collection systems, water distribution systems, treatment of industrial wastewater or a closely related field; and * 40-hour HAZWOPER Certification within 6 months of hire or promotion; and * Valid Driver's License with an acceptable driving record; or * Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
