About the Role: The Director of Pharmacy Benefit Manager Oversight operating within the Health Care Access Bureau is authorized, pursuant to M.G.L. c. 176Y, to oversee the practices of licensed Pharmacy Benefit Managers, including their operations with insured health plans that either provide or arrange for the delivery of health care services through networks of providers, or that employ utilization review systems to evaluate the medical necessity and appropriateness of requested health care services. The primary purpose of the Director of Pharmacy Benefit Manager Oversight is to assist the Commissioner of Insurance and Deputy Commissioner of the Health Care Access Bureau, in the coordination of pharmacy benefit reviews, which comprises but is not limited to the following duties: Oversee the review of Pharmacy Benefit Managers applications for licensure. Participate in meetings with other state personnel, including parties representing the Governor's Office; Executive Office of Economic Development agencies, Executive Office of Health and Human Service agencies, and Executive Office for Administration and Finance agencies; the Attorney General's Office; the Center for Health Information and Analysis, the Health Policy Commission and the state legislature regarding health care delivery systems. Call meetings with external stakeholders to explore pharmacy benefit policy issues and develop regulatory guidance where appropriate. Provide technical assistance in the development of regulatory guidance applicable to pharmacy benefits. Provide technical assistance in market conduct reviews of individual Pharmacy Benefit Manager practices. Monitor market trends in pharmaceutical benefits in collaboration with staff from the Health Care Access Bureau and Bureau of Managed Care to advise the Commissioner about issues that may impact future coverage options. Prepare ad hoc data calls and research reports in response to emerging pharmaceutical benefit issues. Prepare periodic and annual reports, including those specified by applicable statutes and regulations. Prepare and maintain pharmacy benefit information for consumers and the insurance industry in print, on the Division's website and through other vehicles deemed appropriate to inform the Division's various audiences. The Director of Pharmacy Benefit Manager Oversight is a senior management level position that reports to the Deputy Commissioner of the Health Care Access Bureau. The position is responsible for managing the resources and activities of the Bureau's staff and ensuring that the results of the Bureau's efforts are communicated to the appropriate stakeholders. Duties and Responsibilities: Monitor changes in market trends for pharmacy benefits and develop recommendations regarding regulatory responses. Coordinate resources to ensure that pharmacy benefit manager filings are properly reviewed and addressed within statutory and regulatory timeframes. Primary Function The Pharmacist in Charge Retail Pharmacy is responsible for overseeing the daily operations of the Care New England Retail Pharmacy, ensuring that high-quality, patient-centered care is provided. This role combines operational oversight, staff management, and collaboration with multidisciplinary healthcare teams to optimize medication use, improve patient outcomes, and contribute to the overall success of Care New England's pharmacy services. Responsibilities Oversees the daily operations of the outpatient pharmacy, ensuring efficient, accurate, and timely medication dispensing. Designated by pharmacy owner as pharmacist in charge (PIC) of the pharmacy location. Maintains compliance with all state and federal pharmacy laws, regulations, corporate policies, and standards of performance. Prepares for and participate in audits by regulatory agencies and third-party payers. Builds a high-performing team and ensures the pharmacy is adequately staffed. Manages work schedules, payroll, and time-off requests for pharmacy staff. Supervises, mentors, and develops pharmacy staff, including pharmacists, pharmacy technicians, and support staff. Collaborates with manager on performance evaluations, identify training needs, and provide ongoing education and professional development. Complies with human resource policies. Monitors and manages inventory to ensure an adequate supply of medications and supplies, while minimizing waste and loss. Oversees the implementation and maintenance of pharmacy technologies streamline operations and enhance patient safety. Manages technology break/fix issues and access requests as needed. Implements quality assurance initiatives to maintain high standards of practice and reduce medication errors. Participates in quality improvement projects aimed at enhancing patient care, medication safety, and operational performance. Is an active member of Care New England Pharmacy Quality Management Committee. Participates in monthly staff meeting and provides business updates to team. Job Qualifications and Specifications Required Licensure/Certification: Applicant must hold a Doctor of Pharmacy (PharmD) or BS in Pharmacy and be a licensed Pharmacist in the State of Rhode Island. Years of Experience: Required 5+ years, Preferred 8+ years experience in a clinical pharmacy setting. Advanced education: Applicant preferred to hold advanced certification (s) such as: immunization, medication therapy management, diabetic educator, cardiovascular educator, 340B ACE. . The mission of the Department of Pharmacy is to provide excellent and innovative pharmaceutical care to patients and the community through safe and collaborative practices, incorporating education, research, and technology. We are currently searching for a 40-hour pharmacist to provide coverage in our inpatient operations area. Key Responsibilities: * Controlled substances distribution, non-sterile compounding oversight, inventory functions oversight, discharge prescriptions, and hospital patient daily medication supply provision review. * Interpreting and evaluating medication orders to ensure drug and dosage are appropriate for patient and to identify possible adverse reactions, contacting physician as needed. * Reviewing, filling and dispense physician medication orders/prescriptions. * Checking orders/prescriptions filled by support personnel, verifying products are correctly prepared and labeled. * Providing drug information as a subject matter expert. * Providing patient education. * Completing medication history documentation. * Performing quality improvement activities. * Supervising support personnel within the assigned work area and ensuring products are prepared and distributed in accordance with established procedures, schedules and protocols Minimum Qualifications Education: * Bachelor's degree in pharmacy, Doctorate degree in pharmacy preferred Experience: * Up to one year of post degree course work and/or an internship and: two to three years general pharmacy experience, or one year directly related‑ pediatric experience. * Analytical skills to collect information from diverse sources, apply professional principles in performing various analyses, and summarize the information and data to solve problems OR design relatively complex systems and programs. * Hospital pharmacist experience preferred * Experience with EPIC Willow and Beacon highly preferred * Analytical skills to collect information from diverse sources, and summarize the information and data to solve problems or design relatively complex systems and programs Licensure/Certification: * Massachusetts pharmacist license, or Massachusetts pharmacy intern license is required; Massachusetts pharmacist intern license holders must obtain pharmacist licensure within the first 90 days of employment.
