(One base year and 4 (four) option years) Position Description Title: Pharmacy Technician Lead Meds by Mail (MbM) GA (Key Personnel) 1 FTE Location: 2103 Veterans Blvd, Unit 2, Dublin , GA 31021 (due to potential relocation, the exact address may change location within a radius of 50 miles of current location) Job Summary: Meds by Mail is the overall pharmacy program; Virtual Pharmacy Service (VPS) is a program within MbM. MbM supports other programs including, but not be limited to, Indian Health Services (IHS), Veterans Choice, and other VHA-Integrated Veterans Care (IVC) or pharmacy benefits management (PBM) sponsored programs. Meds by Mail applies approved management protocols to review and process external prescriptions that may, at times, necessitate interactions with physician offices, patients and/or their family or representative. MbM consists of three physical sites: Dublin, GA, Cheyenne, WY, Murfreesboro, TN. There are also various virtual (home office) locations, depending on the type of job tasks performed. MbM processed 3.6 million prescriptions (paper and e-scripts) for Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) in FY21. Prescriptions sent to MbM originate from non-VA providers located in all 50 states plus all US Territories and US Possessions. MbM expects a 3-5% yearly increase in prescription volume over the next five years. MbMs Virtual Pharmacy Service (VPS) provides prescription verification assistance to the Department of Veterans Affairs Medical Center (VAMC) Pharmacies of the United States and territories at a per prescription cost recovery. By the end of FY 2021, MbM serviced 32 VAMCs verifying 4.9 million prescriptions. MbM anticipates substantial growth in the VPS program over the next 5 years. MbM forecasts up to 50 VAMCs will participate in the VPS to varying degrees. The following are average weekly production rates for key work areas: Dublin MbM CHAMPVA: 36,800 prescriptions processed Dublin MbM Call Center Calls: 7,600 Normal Hours of Operation/Scheduling (Hours are in local time zones): Dublin, GA: 8(eight) hour shifts from 7:00 AM through 7:30 PM Monday through Friday local time. Future operational hours may change, increase, or decrease, to include expansion to evening, weekend, or split shifts, based on workload demand or operational contingencies to include, but not be limited to, inclement weather, equipment failures, local, state, or Federal emergencies, workload transfers, and staffing shortages. Overtime may be required throughout the life of the contract, but is NOT guaranteed . Personnel Qualifications and Duties: Demonstrated inter-personal skills to effectively interact with peers. Enter correct drug strength, dosage form, directions, quantity and days supply into the patients medication profile per MbM policy. Processes prescription refills and electronic prescription renewal requests. The prescription entry will be verified by a pharmacist. Able to read computer screens and select specific drugs/products required to fill a prescription by name, strength, quantity, refill number and directions. Processing patient letters, including return and back-order letters. Working in various queues including adding new providers to MbM provider database and working in various specialty pharmacy teams. Operates various types of pharmacy automation and office equipment including, but not limited to scanner, fax, computer software/hardware, printers, etc. Utilize pharmacy information systems to identify basic therapeutic problems such as duplicate therapy with drugs in the same drug class and alerts the pharmacist to the possible need for clinical intervention. Processes medications that are returned to MbM facilities according to MbM Policy; Performs call center tasks according to MbM policies and procedures and all applicable federal and state laws; documents oral disclosures in the patients electronic health record. Report medication errors and quality issues in alignment with MbM Quality and Safety reporting program. Participate in reviewing medication histories, allergies, adverse drug reactions, and drug therapy compliance with patients and/or significant family members/caregivers. Assist in scheduling, timecard corrections, answering questions from contract staff. Maintain records on background investigations, training on contract staff, reports. Responsible for day-to-day administration and coordination of contract technician staff activities with other production areas. Participates with the Pharmacist Lead to perform the varied tasks involved with human resource management. Assists with training and education of personnel and ongoing evaluation of performance. Initiates corrective actions necessary for any conduct violation and monitors excessive tardiness or sick leave for contract personnel. Plans and publishes contract work schedules in a timely manner, ensuring adequate staffing for the accomplishment of the MbM mission and makes recommendations on allocation of resources to increase efficiency. Monitors work output of contract personnel and reports any issues to MbM COR. Enforces appropriate training and/or disciplinary action for contract personnel involving medication errors (quality) in a timely manner, or below average production (quantity). Ensures mandatory training is completed timely by contract personnel. Resolves problems and complaints of contract personnel. Contractor Personnel Security Requirements: All Contractor employees who require access to the Department of Veterans Affairs computer systems must be the subject of a background investigation. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform the work for VA under this contract. Background Investigation The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries. Must be a U.S. citizen, or must be otherwise lawfully admitted to, and working in the United States, and are able to read, understand, speak, and write English fluently. The Contracting Officers Representative (COR) will provide instructions to the contractor regarding the local procedures for fingerprinting and obtaining a Security Badge or PIV card. This position will support the US Department of Veterans Affairs Critical Staffing Program. The person in this position will represent International SOS Government Medical Services, Inc. and provide services outlined below: The Pharmacy Technician role is part of a program that provides comprehensive pharmacy services. This position plays a critical role in supporting various healthcare programs that cater to specific populations, including veterans and their families. The Pharmacy Technician will apply established management protocols to review and process prescriptions, which may require interaction with healthcare providers, patients, and their families. The program operates from multiple physical locations as well as various virtual (home office) setups, depending on the tasks at hand. In the past fiscal year, the program has handled millions of prescriptions across a diverse range of sources from across the country. Read and interpret prescriptions for completeness. Identify missing pertinent information and correspond with providers or patients for clarification as needed. Enter correct drug strength, dosage form, directions, quantity and day's supply into the patient's medication profile per Meds by Mail (MbM) policy. Process prescription refills and electronic prescription renewal requests. The prescription entry will be verified by a pharmacist. Read computer screens and select specific drugs and products required to fill a prescription by name, strength, quantity, refill number and directions. Process patient letters, including return and back-order letters. Work in various queues including adding new providers to MbM provider database and work in various specialty pharmacy teams. Operate various types of pharmacy automation and office equipment including, but not limited to scanner, fax, computer software and hardware, printers, etc. Utilize pharmacy information systems to identify basic therapeutic problems such as duplicate therapy with drugs in the same drug class and alerts the pharmacist to the possible need for clinical intervention. Process medications that are returned to MbM facilities according to MbM Policy. Perform call center tasks according to MbM policies and procedures and all applicable federal and state laws, documents oral disclosures in the patient's electronic health record. Report medication errors and quality issues in alignment with MbM Quality and Safety reporting program. Participate in reviewing medication histories, allergies, adverse drug reactions, and drug therapy compliance with patients and significant family members or caregivers. Completes required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies. Qualifications Basic Requirements/Certifications: Must be Certified by the National Pharmacy Technician Certification Board. Must possess six months of experience in retail or hospital pharmacy setting OR be a graduate of an Academic Technician Training Educational Program. Education Required: A high school diploma or equivalent. Physical Requirements: Work is normally performed in a typical interior/office work environment Work involves sitting and standing for prolonged periods of time. May require bending, stooping and lifting up to 15 lbs. Other Special Qualifications: Must be able to read, write, and speak English to effectively communicate. US Citizen or Permanent Resident Card is required. Pass/possess VA Public Trust Clearance.
