Services will be performed within the Health Services Units of the Federal Correctional Institution and Federal Prison Camp, 3625 FCI Road, Marianna, Florida 32446.
SCHEDULE:
The contract employee will work weekdays, Monday through Friday (Excluding Federal Holidays), eight sessions per day. A session is defined as one (1) hour.
The contract employee will normally work 7:30 a.m. - 4:00 p.m., with a thirty (30) minute unpaid lunch period. However, the hours may be adjusted to meet the needs of the institution. This schedule is subject to change based upon the variable needs of the institution and the unpredictable nature of the correctional environment.
Any changes in schedule or adjustments in sessions will require prior approval of the Contracting Officer's Representative (COR). Payment for services will be based on actual scheduled sessions worked in accordance with terms and pricing of the BPA. The contract employee shall not work more than estimated forty (40) hours per week each.
For security purposes, each contract employee will sign the contractor log indicating the date of visit to the institution, along with the times of arrival and departure.
Due to the nature of the correctional setting, delays in performance of work may be experienced. Such delays may include, but are not limited to, inclement weather, electrical or mechanical problems, or other security matters. When the contract employee report to the institution but is unable to perform services due to such delays, the employee will be paid for one (1) session. Normally, any remaining sessions for that day will be suspended, and the contract employee will be free to leave. The contract employee will not be paid for the remaining non-performed sessions. However, if the institution Contracting Officer's Representative (COR) requests the contractors remain at the institution for eventual performance, the contract employee will be paid for such sessions.
SUPPLIES:
All supplies, materials, and equipment the contract employee may need to perform services under this BPA will be provided by the Health Services Department of the institution. All records maintained by contract employee under this BPA will remain the property of FCI Marianna.
SCOPE OF SERVICES:
All duties shall be performed in accordance with standards and methods generally accepted within the field of Physician Services and be compliant with all Federal and State policies and regulations. Each contract employee shall adhere to all standards and regulations associated with:

American Correctional Association Standards/Core Standards for Adult Correctional Institutions
Accreditation Association for Ambulatory Health Care
Services in accordance with standards and practices consistent with those in the community. Physicians will be responsible for, but not limited to:
Perform all duties in accordance with current accepted medical practices and procedures.
Perform complete physical examinations.
Collect comprehensive medical and social history to include a review of all body systems.
Examine and order appropriate diagnostic testing and provide necessary treatment and/or medication as required.
Refer selected cases to consultant specialists when necessary.
Perform physical assessment in correlation with historical findings and record preliminary objective findings.
Administer or directs administration of both curative and preventive inoculations.
Prescribes medication, treatment, and fully utilizes health services for treatment and rehabilitative and diagnostic modalities.
Renders that proper medical/surgical services are and may be called on to treat severe trauma cases.
Ensure that proper evaluations (Using BOP Treatment Care Guidelines) and treatments are carried out and documented in BEMR.
Assure proper maintenance of medical records, preparation of reports, etc., as related to the area of responsibility.
Must evaluate an estimate of 12-20 inmates per day based on their acuity.
Must complete charting in BEMR on each inmate the same day that the inmate is evaluated and must be performed during normal business hours, if the contract employee is not able to complete the task, then he/she must notify administration 1 hour prior to the end of shift.
Will wear appropriate professional attire. No denim, no pastel colors, no red, no orange, no greens, and no khaki. Business attire cannot be tight or form fitting, no patterns, or designs.
EDUCATION AND QUALIFICATIONS:
At a minimum, contract employee must possess at minimum one year experience in related duties as described above. Documentation shall be provided with your proposal indicating experience as described above, including names and phone numbers to be used by the government to verify actual experience.

The individual must be knowledgeable about medical/legal aspects of patient care in a penal environment. Additionally, the individual must have and/or obtain a working knowledge of policy,
procedures, and standards prescribed by the AAAHC, Department of Justice, Bureau of Prisons, American Correctional Association, and the U.S. Courts.

The contract employee must possess the ability to work with an inmate population from a variety of cultural, regional, racial, and ethnic backgrounds.
The contract employee must possess good organizations skills, good interpersonal relationship skills and be able to work effectively with medical staff. The vendor must provide proof that their candidate meets all qualifications. The candidates' name, work experience and proof of qualifications must be provided at the time the quote is submitted.
The vendor's candidates must pass the security clearances listed in the Contract Security/ Investigative Requirements section of this solicitation prior to beginning performance under the proposed BPA.
METHOD:
The services to be provided are for non-personal medical services, as defined in the Federal Acquisition Regulations (FAR), Part 37.101, under which the contractors are not employees, but contractors. The Government may evaluate the quality of professional and administrative services provided but retain no control over the professional aspects of services rendered. The vendor is to indemnify the Government for any liability producing act or omission by the vendor, its employees and agents occurring during the BPA performance. These services, although not directly supervised, will be under the administrative review of the Health Services Administrator, and the performance of these services will be verified by the designated COR.

This position requires careful monitoring of clinic assistants and aides to ensure treatment quality is maintained as per the Plan of Care designed.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position walks, sits, stands, bends, lifts and moves continually during working hours. The position is subject to lifting objects weighing over 50 pounds, pushing wheel chairs, and transporting and supporting residents. The employee must be constantly alert for patient safety.
Expected Hours of Work
Expected work a minimum of hours a 40 hours per week.
Typically Monday through Thursday 7:50 to 5:00 and Friday 6:50 to 1:30 pm.
These times may vary depending upon patient schedule.
Required Education and Experience
Doctorate Physical Therapist Degree
Current Physical Therapist License
Yearly maintenance of required CEU's
