Job Description With indirect supervision, receives and responds to routine and more complex inquiries; under supervision of Deputy Director, Senior Planner and Building Official assists with reviewing land use applications for compliance with submission requirements; enters application information and maintains databases and records; assists with collecting and analyzing data and formulating recommendations relating to land use variance applications; drafts staff reports for land use applications for finalizing by Senior Planner; assists with preparing agenda and organizing zoning board meetings; assists with research and projects involving regulation amendments, plan amendments; and assists with preparing special reports and projects. Assists Deputy Director with negotiations on issues and conditions on behalf of the County with other stakeholders, including applicants, citizens, and other departments; presents routine and minor staff reports at public hearings before the Planning Commission, Zoning Boards, Board of Zoning Appeals, and Board of County Commissioners; assists Deputy Director in preparing regulation interpretations both orally and in writing; assists as staff liaison to task forces, committees, and advisory boards. Assists Deputy Director annd Building Official with the development review process by coordinating pre-application meetings and distributing plans for review by Planning, Building Codes, and other County departments. Coordinates and monitors building permit reviews for the Planning Division, performs site inspections, ensures all steps and requirements in development review process are met, and serves as staff liaison with applicants to ensure complete and efficient review process for building permits. Serves as a resource to internal and external stakeholders; networks with technical professionals through involvement in professional organizations and attending conferences, seminars and programs. Job Requirements Minimum Job Requirements: A Bachelor's degree in Planning or other relevant field is required. A valid driver's license and good driving record is also required along with one year of experience in planning, zoning, or other relevant area or a Master's degree in a relevant field of study can substitute for experience. Preferred Job Requirements: A Master's degree in Urban Planning, Public Administration, or other relevant field is preferred. Johnson County Government requires reference/background screening for all positions. Specified criteria may vary by Department/Agency.     Regional Planner Responsibilities: Reports to and takes direction from Director of Operations General Responsibilities: Uses independent judgment to plan, schedule and monitor RDC availability and customer loads to meet daily customer demands. Proceeds on own initiative with little guidance. Plans the most economical and efficient shipping routes for RDCs in all regional areas. Monitors Load Balance for load utilization and ensures loads favorably match up with Waller Truck RDC positioning, destinations and delivery dates, while targeting the most profitable freight to utilize the RDCs. Targets utilization at profitable levels within capacity availability while meeting customer service requirements. Review and utilizes TMW reports for load and true balance for “Available Loads and Units.” Understands and utilizes the load and true balance in planning area. Analyzes primary and alternate recommendations. Utilizes TMW software to monitor on-time pickups, deliveries, home requests, and truck maintenance requirements. Monitors on time pickup and delivery of loads originating out of assigned areas. Uses independent judgment to evaluate situations that may require swaps or planning changes to protect timely delivery of loads, get drivers to home requests and/or repower loads due to mechanical breakdowns or driver emergencies. Analyzes and determines the best alternate solution to most effectively meet customer requirements in the event the initial plan falls apart. Processes “late alerts.” Investigates individual situation to determine corrective action and ensures it is properly executed in a timely manner. Once swaps are planned, monitors swaps to ensure they are executed in a timely manner to ensure timely pick-up or delivery. At the beginning of each shift, reviews “Night/Weekend Notes” of all issues in his/her assigned areas. Evaluates situation and takes corrective action in a timely manner. Coordinates the recovery of tractors and trailers in assigned areas as needed. Communicates with Regional Customer Service Managers regarding customer issues in region. Escalates issues to Director of Operations when necessary. Communicates with Fleet Management when drivers have excessive service failures and are impacting company service levels on a repeat basis. Recommends disciplinary action up to and including termination of employment. Ensures accurate information is entered when entering loads. Corrects load information in system on customer changes or reconsignments and redistributes modified load information to driver and driver manger. At the end of each shift: Reviews all swap information in the TMW software before leaving and ensures that all swaps scheduled that day are complete. Reviews assigned area and ensure that all loads scheduled to pick up are planned and dispatched. On weekends, checks and releases EDI as needed. Reschedules appointments as needed. If reschedule could create potential service failure, communicates with Regional Customer Service Manger. On a weekly basis, manages and verifies drop trailer pools for customers in assigned areas that are related to RDCs. Takes emergency cell phone home over night 2-3 nights a month. Answers any calls that may come in between 0130 and 0530 and takes necessary action (such as contacting Safety Department). Cross-trains with Regional Customer Service Manager on understanding their job responsibilities and assists when required. Other duties and responsibilities as assigned.
