IS MINIMUM TO MIDPOINT. POSITION OVERVIEW: This is a professional planning position within the Planning Division of the Planning & Development Services Department. Representative Duties/Assignments:

* Assists the Supervisor in directing the team work program tasks including data gathering and preparation of reports required for compliance with AHTF funded programs, as well as project and activities funded with federal and state dollars.
* Prepares special community development and housing-related reports, coordinates and proposes policy revisions, and carries out special projects related to planning and affordable housing issues as needed.
* Independently administers affordable housing programs and activities identified in the AHTF Plan, including but not limited to: gap financing for affordable housing development, land acquisition for affordable housing development, land use restriction agreements, affordable housing certifications, and coordination with developers for state funding opportunities.
* Serves as a liaison between Planning Division, Neighborhood Services Division, Housing and Community Development Division and other internal County stakeholders on initiatives and programs related to the implementation of the Housing for All 10-Year Action Plan and AHTF Plan.
* Coordinates with internal and external agencies. Attends and presents at public meetings with special interest groups, non-profit agencies, private and non-profit developers and the public to present on issues of housing and community development, and conducts meetings with various professional and community groups.
* Assists with drafting and reviewing Requests for Proposals (RFPs) and Requests for Applications (RFAs) for affordable housing projects and related services, community development and pilot projects. Develops evaluation rubrics for project proposals.
* Drafts and reviews contractual agreements in accordance to federal, state and local laws and regulations.
* Provides technical assistance to funded agencies and various stakeholders on as needed basis.
