Responsibilities
Lead space planning and staff moves within the NebraskaWestern Iowa Healthcare System, including coordination of furniture relocation, minor wall touch-ups, and technical support to ensure contract compliance and timely coordination among all parties.
Serve as a maintenance and operations liaison and advisor for contract-related services supporting critical clinical and healthcare operations.
Coordinate with Network Contracting Activity (NCA), VA HCS leadership, clinical service customers, Contracting Officers Representatives (CORs), logistics staff, and other stakeholders to develop and execute acquisition strategies.
Establish, consolidate, expedite, and manage procurement packages, including unique, emergent, and complex requirements, to meet technical and schedule needs.
Independently develop and/or lead development of performance work statements (PWS), objectives, cost-benefit analyses, gap analyses, sole-source justifications, market research, independent government cost estimates, quality assurance surveillance plans (QASP), evaluation criteria, delivery schedules, lead times, and reporting requirements.
Streamline and prepare complete contracting acquisition packages, including market research, scopes of work, and cost estimates.
Review procurement documents for accuracy, adequacy, and completeness and assist service line managers, maintenance, and operations staff to ensure final documents are acceptable.
Submit and expedite funding requests (VA Form 2237) within eCMS or equivalent systems.
Monitor procurement actions from pre-award through final delivery and ensure timely certification of payments in coordination with the Facility Chief Supply Chain Officer and supply chain staff.
Develop and implement processes and procedures in response to changes in the VHA Procurement Manual.
Prepare and process requisitions and procurement packages submitted to the NCA for award and facility-wide fund control activities.

The Emergency Management Planner assists in coordinating the development and implementation of an effective county-wide planning system focused on enhancing the county's ability to mitigate, prepare for, respond to, and recover from disasters. Specifically, this position supports emergency management planning efforts for Johnson County and its partners, works to establish and maintain essential partnerships with stakeholders, and evaluates and addresses preparedness and response capability gaps. This position also serves as an on-call emergency management duty officer providing 24-hour coverage on a rotating schedule.

Job Description
Supports the development and maintenance of an all-hazard local emergency planning program focused on meeting the needs of Johnson County as required by KAR 56-2-2(a)(4)(C); assists in ensuring all emergency planning and preparedness requirements from the federal and state government are met through local planning efforts; maintains cognizance of relevant standards, requirements, systems, lessons-learned, best practices, trends and compliance measures pertinent to emergency planning and use them to guide and enhance the emergency planning program; in accordance with KSA 48-929(d) and KAR 56-2-2, assist in the development and maintenance of the County Emergency Operations Plan (CEOP) and its supporting components, ensuring it addresses the needs of Johnson County; as required by KAR 56-2-2, assist in the identification of mitigation actions and the development and maintenance of the County Mitigation Plan; works collaboratively with stakeholders and planning partners to continually improve all elements of the emergency planning system and its components; support organizational/jurisdictional emergency planning and preparedness by providing awareness, guidance, and resources (i.e. cities, businesses, community organizations, etc.); assist in the development of regional, state, and federal planning efforts as needed to ensure for alignment, integration, consistency, and optimal outcomes.
In support of emergency management planning efforts and the overall strategic mission, works to continually develop partnerships with emergency management stakeholders, in quality and quantity; works to ensure partners are engaged, informed, and included in ongoing planning and preparedness efforts; maintains and develops emergency management's contact management system, ensuring accuracy and effective utilization; identifies and welcomes new partners and help facilitate appropriate introductions, information exchanges, and sustained partnerships; seek out and help facilitate opportunities to engage an ever-widening network of partners (e.g. Community Preparedness Initiative).

Job Description
Supports the development and maintenance of an all-hazard local emergency planning program focused on meeting the needs of Johnson County as required by KAR 56-2-2(a)(4)(C); assists in ensuring all emergency planning and preparedness requirements from the federal and state government are met through local planning efforts; maintains cognizance of relevant standards, requirements, systems, lessons-learned, best practices, trends and compliance measures pertinent to emergency planning and use them to guide and enhance the emergency planning program; in accordance with KSA 48-929(d) and KAR 56-2-2, assist in the development and maintenance of the County Emergency Operations Plan (CEOP) and its supporting components, ensuring it addresses the needs of Johnson County; as required by KAR 56-2-2, assist in the identification of mitigation actions and the development and maintenance of the County Mitigation Plan; works collaboratively with stakeholders and planning partners to continually improve all elements of the emergency planning system and its components; support organizational/jurisdictional emergency planning and preparedness by providing awareness, guidance, and resources (i.e. cities, businesses, community organizations, etc.); assist in the development of regional, state, and federal planning efforts as needed to ensure for alignment, integration, consistency, and optimal outcomes.
In support of emergency management planning efforts and the overall strategic mission, works to continually develop partnerships with emergency management stakeholders, in quality and quantity; works to ensure partners are engaged, informed, and included in ongoing planning and preparedness efforts; maintains and develops emergency management's contact management system, ensuring accuracy and effective utilization; identifies and welcomes new partners and help facilitate appropriate introductions, information exchanges, and sustained partnerships; seek out and help facilitate opportunities to engage an ever-widening network of partners (e.g. Community Preparedness Initiative).
