Job DescriptionSalary: Starting at $22 per hour depending on experience Purpose of Job: Under direct supervision of the Utilities Field Supervisor, performs day-to-day operations including but not limited to major and minor repairs on utility operations, specifically water, sewer and irrigation systems. This position will be required to report to work for any emergency water, irrigation or sewer main breaks, shutdowns or overflows should they occur during non-business hours or weekends as on-site crew requires. Responsibilities and Reporting During an Emergency Situation: If assigned, employees in this classification will be required to report and carry out duties as directed for the duration of an emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Duties and Responsibilities: Perform a variety of physical skilled work in servicing, maintaining, and repairing utility underground and above ground pipes, lines, meters, and sewer and water equipment. Responsible for responding to work orders as assigned. Repair, adjust, service, test and replace equipment using hand tools and test equipment as required. Perform hydrant flushing to clear potable water lines and maintain records for same. Installation and repairs for potable and reuse water meters. Assist in maintaining irrigation and wastewater pumps, monitoring stations, wells, and other equipment. Assist in completing underground utility locates issued through 811 locate ticket system. Assist in sampling for Safe Drinking Water Act and South Florida Water Management District (SFWMD) Water Use Permit compliance. Position will require the employee to be placed into the departments rotating on-call schedule once they are sufficiently trained as determined by the Utilities Manager/Director. Perform other duties as assigned. Knowledge and Skills: Be adaptable to performing under frequent deadlines and/or in response to emergencies. Ability to receive both oral and written directions, communicate effectively in English. Establish and maintain effective working relationships with supervisor, fellow employees and the public. Apply common sense understanding to performing semi-repetitive tasks and principles of rational and influence systems. Exercise independent judgment in circumstances that present potential for personal, personnel or public injury. Able to work weekends, varied shifts, holidays and odd hours as needed. Education and Experience Requirements: High school diploma or GED equivalent and one (1) year related experience appropriate to utility operations and/or construction activities; or any combination of education and experience which would align with government and utility experience. Must be 18 years old and a United States Citizen or eligible to work in the United States. Must successfully pass a background check and alcohol and drug test. Required Licenses/Certifications: FDEP Level 3 Water Distribution System Operator License, or ability to obtain within one (1) year. FDOT Temporary Traffic Control (TTC) [MOT (Maintenance of Traffic)] certification or ability to obtain within one (1) year. First Aid/CPR or ability to obtain within one (1) year. Must possess a Class E state driver's license with acceptable driving record. FEMA ICS-100, ICS-200, ICS-700 or ability to obtain within three (3) months. Ladder Safety Training & Certification or ability to obtain within one (1) year. Tasks may require prolonged periods of visual concentration and require moderate levels of eye/hand/foot coordination. About the role The Utility Operator is responsible for the proper operation and maintenance of the ash handling and metal recovery equipment in the Residue Storage and Processing Building area. In this role, you will perform routine operations and inspections of the residue and metal recovery equipment. Key Responsibilities Daily operation of the bottom ash transfer conveyors, ash silos, fly ash transfer screws, pugmills, ferrous magnet, ECS conveyor and associated equipment. Perform daily routine inspections of assigned equipment and fill out daily log sheets. Participate in boiler cleanings. Maintain cleanliness of equipment related to ash removal and conditioning and an orderly clean work area. Perform lockout and tag out of equipment in support of maintenance activities. Complete scheduled assigned Operator Qualifications Standards. Drive mobile equipment such as forklifts. Three to six months of related experience and/or training preferred. Formal technical or apprentice training is desirable, or an equivalent combination of education and experience. Shift Work This position works on a rotating 12-hour shift including nights, weekends and some holidays. Overtime will be required. Physical Demands: Must be able to lift up to 50 pounds unassisted. Frequently exposed to high temperatures and outside weather conditions. Working near moving machinery as well as noisy and dusty environments; must be able to wear the required personal protective equipment (PPE) including a negative pressure respirator in accordance with OSHA Regulation 29 CFR 1910.134. Climbing ladders and structures; must be able to tolerate heights. Frequently required to stand, sit, climb or balance, stoop, kneel, crouch, crawl, and reach. This position will be responsible for all activities related to the safe and efficient production of a portable concrete plant. Testing of materials, along with managing controls to weigh and mix aggregate, cement, and water are all essential elements of this position. The Batch Plant Operator will be accountable for set up and tear down of the concrete batch plant, ordering material, maintenance, and record keeping. The ability to repair machinery using hand tools, power tools, and welding equipment are required while the ability and experience to make electrical repairs is favorable. Individual must have a thorough knowledge of concrete batching, be computer literate, ACI Level 1 certified within the first year of employment, have excellent communication and organizational skills, the ability to work well with others, be able to multi task in a fast paced environment, and have experience with front-end loaders. Major Job Duties The Certified Operator is responsible for the operation, maintenance, and management of water and wastewater treatment plant. This role ensures the water and wastewater treatment processes comply with environmental regulations and standards. The operator will monitor and control the quality of water and wastewater, conduct routine inspections, and perform necessary maintenance to ensure the plant's smooth operation. General Summary & Essential Responsibilities Performs highly responsible technical and supervisory work planning, organizing, and directing the daily operations of a water or wastewater treatment facility. Supervises and trains plant operators, unskilled, and semi-skilled workers engaged in the efficient operation and minor maintenance of plant equipment. Work requires the exercise of considerable technical knowledge and the use of independent judgment in the safe and efficient management and operation of treatment plants and disposal systems. Work also requires the exercise of considerable independent discretion in plant operation procedures within established technical standards and departmental rules and regulations. ESSENTIAL JOB FUNCTIONS * Supervises and manages the operation of treatment facilities, injection wells, percolation evaporation ponds, spray irrigation, reclaimed water operations, bio-solids processing, and disposal systems. * Supervises and trains operators in the inspection, adjustment, minor repair, and cleaning of treatment plant equipment such as chlorinators, blowers, sludge collectors, sludge handling equipment, chemical feeders, pumps, valves, screens, and related equipment. * Organizes, prioritizes, and assigns work; maintains technical and industry standards; coordinates activities and allocates personnel; monitors status of work in progress; inspects completed work; and provides direction, training, and technical expertise to assigned staff. * Monitors the status of plant operations and distribution systems; detects abnormalities in flows, pressures, chemical feeds, levels and water quality; adjusts feed, flow levels, and chemicals as needed. * Ensures all work activities and plant operations are in compliance with all applicable local, state and federal policies, procedures, safety rules, laws, regulations, and water quality standards. * Participates in the planning of plant systems improvements and expansions; evaluates current and future needs; prioritizes improvements and expansions; and makes recommendations. * Maintains and repairs plant equipment and systems; supervises the performance of and performs preventative and corrective maintenance; and creates work orders. * Maintains records; conducts research; compiles data; and prepares and submits operational and regulatory reports. * Maintains inventory of parts, equipment, and supplies; orders parts and supplies for repairs; and recommends alterations to the plant machinery. * Participates in the development and administration of budget for assigned plant; provides specific and pertinent information to assist in budget preparation; and monitors expenditures to ensure compliance with approved budget. * May manage maintenance program software. * Assists in the selection, placement, promotion, training, development, safety, and appraisal of assigned employees. * Reviews permits to ensure that all sampling, testing, and inspections are completed according to schedule. * Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication. Education, Licenses and Certifications QUALIFICATIONS Education and Experience: An equivalent combination of relevant training, education and experience: * High school diploma or equivalent: * Florida Department of Environmental Protection (FDEP) Operator Certification Program only accepts General Educational Development (GED) issued by the American Council on Education through an approved GED Administrator. * Five (5) years of experience in wastewater or water treatment facility operations, to include lead or supervisory experience. Licenses and/or Certificates: * Must maintain a valid driver's license. * Depending on area of assignment, must possess and maintain a valid Florida Wastewater Operator "A/B/C" License for Domestic Wastewater Treatment or Florida Water Class "A/B/C" Operator License of Drinking Water Treatment.
