WATER PLANT OPERATOR C: $55,833.88-$82,648.01 (G14) Bargaining Group: Union Represented (GAME)/Civil Service FLSA Status: Non-Exempt Under general supervision, operates a potable water plant that monitors, produces, and distributes drinking water in accordance with all local, state, and federal regulatory criteria and all safety policies and procedures. Provides instruction and leadership to subordinate operators and maintenance personnel as required. Performs related work as required. Reports to the Water Plant Shift Supervisor. * Monitors and records readings of gauges and meters of water pump age, water and oil pressures, oil levels, chemical usage, temperature and air pressure, turbidity, pH, and other readings required for plant operation and make operations adjustments where necessary. * Maintains daily logbook and accurate records of various aspects of plant operations as required. * Collects samples; performs sample analysis and documents results as required. * Adjusts chemical dosages, flows, distribution pressure, etc., as necessary, and as indicated by tests. * Monitors water pressure, storage tank levels, clear well levels; makes adjustments as necessary. * Prepares all legal documents required by federal, state, and local regulatory agencies. * Inspects, cleans, and lubricates operating equipment such as meters, valves, pumps, motors and other related plant machinery and equipment used in the production of safe drinking water. * Performs necessary and/or routine maintenance and assists in the extensive repair and maintenance of pumps, valves, bearings, motors, regulators, electronic recording devices and other types of plant equipment and machinery. * Maintains, troubleshoots, and performs routine repairs to systems and equipment; prepares work orders for maintenance. * Participates in general plant maintenance, such as cleaning equipment, mopping floors, painting, and assisting in equipment or facility modifications; provides emergency maintenance as needed. * Inspect work in progress and at completion for compliance with applicable policies, procedures, and standards of quality and safety. * Orders and inventories required chemicals, supplies and equipment parts. Ensures the proper storage and handling of chemicals. Refills chemicals used in laboratory and in feeding equipment. * Drains water off compressors. * Calibrates pH meter and fluoride meter. * Backwashes / cleans system components. * Enters all daily adjustments and activities into logbook. * Maintains assigned vehicles and equipment; assists with minor repairs and adjustments to equipment; assists mechanics with maintenance projects. * Prepares and/or reviews daily technical data and reports, charts, regulatory reports, logs, etc. * Inspects buildings, systems and equipment for proper condition and safety; takes corrective action as necessary. * Maintains assigned vehicles and equipment; regulates and adjusts motors, pumps, blowers, valves, and other apparatus to meet operational standards. * Assists in training new plant personnel. * Briefs operators at the beginning of subsequent shift. * Provides leadership and limited supervision of assigned operators and trainee personnel. * Receives and responds to customer inquiries, concerns and complaints regarding water quality and supply. * Operates a vehicle, backhoe, bobcat, hoists, and various other equipment, including a computer, calculator, pumps, lab equipment, blowers, chlorinators, mechanic's tools, various other hand, and power tools, etc. * Interacts and communicates with various groups and individuals such as the immediate supervisor, other department supervisors and employees, subordinates/co-workers, customers, City/County personnel, inspectors, sales representatives, other utilities, and the general public * Performs general housekeeping, building and grounds maintenance tasks as required * Performs related duties as assigned. * High school diploma or GED and 1 year of responsible experience in water system operations; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. * Must possess a Class C Water Treatment Plant Operator license. * Must possess a valid Florida driver's license. Is responsible for performing plant operation and maintenance duties in a responsible and professional manner consistent with standard operating practices in order to meet State and Federal standards and rules to protect the public health and environment. ESSENTIAL JOB FUNCTIONS: On and assigned shift, inspects plant equipment and machinery to determine that all machinery is operating properly; takes samples of water or sewage at various stages of the treatment process, performs routine laboratory analyses to determine effectiveness of treatment procedures and records results; on the basis of sample results, adjusts treatment plant equipment, such as chlorinators, lime shakers, flocculators, digesters, sludge collectors, sand filters, chemical feeders, vacuum filters, conveyer systems, screens and related equipment; inspects recording charts and meters, and on the basis of such information, makes adjustments to controls in conformance with operating instructions. Services a variety of plant equipment and machinery; cleans and paints equipment; assists mechanics in major repairs and in installation work; performs general building maintenance and custodial work at plant. Instructs new operators in plant procedures and operations; keeps records and prepares periodic summary reports of operations. Performs physical tests which include turbidity, color, odor, taste and temperature; chemical tests which include pH, alkalinity, carbon dioxide, hardness, metal content and residual chlorine fluoride; and other tests which include bacteriological count such as chloroform bacteria, plate count, etc. Cleans and maintains bar screens. Maintains sufficient supplies to chemicals to include chlorine, aluminum, Calgon, lime carbon, sodium chloride and various other chemicals. Monitors control panel charts and pressure gauges. Answers emergency phone calls and calls for re-connection of services, and dispatches proper personnel. Operates a variety of motorized equipment such as a bobcat, backhoe, and vacuum truck used in the sewage treatment process. Assigns daily laboratory, sampling, and maintenance requirements to shift operators. Reports immediately, in person or via telephone, any serious plant breakdown or condition causing or likely to cause serious, inefficient or unsafe treatment plant operation or discharge of water or wastewater in a manner not authorized by the applicable regulatory agencies. Maintains an operation and maintenance log for the treatment plants. Submits complete, accurate reports relative to treatment plant operation, sampling and laboratory analysis on a daily basis, as well as timely monthly operating reports as prescribed in Florida Administrative Code (FAC) and required by the Environmental Protection Agency (EPA) and the National Pollutant Discharge Elimination System (NPDES) permit. Minimum Requirements (Must meet by the closing date of the posting unless otherwise stated) EDUCATION AND EXPERIENCEREQUIRED: * Graduation from high school or vocational school. * Two (2) or more years of experience in the operation of electrical and mechanical machinery similar to that in a water and sewer treatment plant. CERTIFICATION AND LICENSEREQUIRED: * Possession of a Class "B" water or wastewater plant operators license from the Florida Department of Professional Regulation. * Possession of a valid driver's licensewith an acceptable driving record. * Driver's license must not have been suspended within five (5) years of the date of this application (Not Insurance related). * May be required to possess a valid Class "B" Commercial Driver's License (CDL) with an air brake endorsement as issued by the State of Florida. The Wastewater Treatment Operator is responsible for recording and interpreting data to generate reports of the wastewater and water treatment plants. The Wastewater Treatment Operator collects samples and performs routine laboratory analyses, responds to emergency call outs during non-business hours to ensure continued operation of public facilities and assists with the operation of a secondary level 350,000 gal/day wastewater treatment plant. SPECIFIC DUTIES (INCLUDING BUT NOT LIMITED TO) Follows general policy guidance of Ocean Reef Community Association (ORCA) and instructions of immediate supervisor. Records and interprets data to generate reports for the plant. Performs operations and maintenance work related to mechanical and electro-mechanical equipment common to wastewater and water treatment plants including auxiliary power generation equipment. Assists with the operation of a secondary level 350,000 gal/day wastewater treatment plant, wastewater collection system and a reverse osmosis water treatment plant and ancillary facilities. Collects samples and performs routine laboratory analyses. Responds to emergency call outs during weekends, holidays, and non-business hours to insure continued operation of public facilities. Performs routine and special housekeeping duties. Occasionally may help with Public Works duties. QUALIFICATIONS Considerable knowledge of Florida regulations pertaining to wastewater and water plants and collection/ distribution systems. Working knowledge of wastewater plants, reverse osmosis water treatment plants, wastewater collection systems, water distribution systems and auxiliary power supply equipment. Ability to understand and assist in implementing emergency plans. Requires frequent use of hand and power tools, personal computer, calculator, telephone, office copier and fax machine. Ability to carry out assigned projects to their completion. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees, governmental agency personnel, contractors, utility companies and community members. As a Water Operator, you'll join a collaborative team ensuring that our clients can deliver their services - uninterrupted. Based in Pembroke Pines, FL you'll perform a variety of tasks in the operation and maintenance of a water treatment plant. You'll contribute to the success of our program with efficient preventive maintenance, establishing and maintaining effective sample procedures of plant operations and effluent, and providing effective solutions to complex challenges that may arise.
