DEPARTMENTAL INFORMATION The Water Quality Division has seven Plant Operator III positions on each twelve-hour shift at each water plant. The hours are 9:00 p.m. to 9:00 a.m. or 9:00 a.m. to 9:00 p.m. JOB SUMMARY This job is located in the Water Quality Division of the Utilities Department within the City of Oklahoma City and is under the direction of a Utilities Shift Supervisor. The Plant Operator III acts as a shift supervisor and is primarily responsible for the safe and efficient operation of a treatment plant and/or pump station(s) and for inspecting and monitoring assigned areas of plant operations to ensure established procedures are followed in maintaining the treatment of water and/or wastewater processes in compliance with regulatory and department requirements. The job requires a thorough knowledge of water and/or wastewater treatment operations and an ability to supervise operations personnel engaged in maintaining and operating plant or pump station machinery and ensuring their safety. Essential job functions include: monitoring equipment; monitoring chemical feed rates; recording and compiling data for operating reports; training and supervising operations personnel; monitoring and ensuring laboratory tests are accurately recorded and in compliance with regulatory and department requirements; and ensuring chemicals used in the treatment process are within required standards at minimal cost. As it relates to water: delivering high quality, potable water to the distribution network consistent with health and environmental requirements required by federal, state, and department drinking water standards; managing water flow through the water plant processes so that the plant delivers potable water under adequate pressure to the distribution network and produces water treatment biosolids meeting department requirements; monitoring and managing water quality and flow throughout the distribution network, pumping station(s), and water storage facilities; and producing treatment biosolids that meet department standards. As it relates to wastewater: producing effluents and biosolids that meet federal and state standards and monitoring and managing wastewater flow through the collection network. The Plant Operator III uses independent judgment in performing day-to-day tasks, with special written or verbal assignments received from an Operations Supervisor and collects and reports data requiring intermediate level mathematical calculations and computer skills. Work is subject to review through evaluation of operating logs, reports, and visual inspections. Due to direct occupational health, safety and environmental concerns associated with performing both routine and non-routine water and/or wastewater operations, maintenance, and production tasks, the Plant Operator III is a safety sensitive classification. The hours are 9:00 p.m. to 9:00 a.m. or 9:00 a.m. to 9:00 p.m. JOB SUMMARY This job is located in the Water Quality Division of the Utilities Department within the City of Oklahoma City and is under the direction of a Utilities Shift Supervisor. The Plant Operator III acts as a shift supervisor and is primarily responsible for the safe and efficient operation of a treatment plant and/or pump station(s) and for inspecting and monitoring assigned areas of plant operations to ensure established procedures are followed in maintaining the treatment of water and/or wastewater processes in compliance with regulatory and department requirements. The job requires a thorough knowledge of water and/or wastewater treatment operations and an ability to supervise operations personnel engaged in maintaining and operating plant or pump station machinery and ensuring their safety. Essential job functions include: monitoring equipment; monitoring chemical feed rates; recording and compiling data for operating reports; training and supervising operations personnel; monitoring and ensuring laboratory tests are accurately recorded and in compliance with regulatory and department requirements; and ensuring chemicals used in the treatment process are within required standards at minimal cost. As it relates to water: delivering high quality, potable water to the distribution network consistent with health and environmental requirements required by federal, state, and department drinking water standards; managing water flow through the water plant processes so that the plant delivers potable water under adequate pressure to the distribution network and produces water treatment biosolids meeting department requirements; monitoring and managing water quality and flow throughout the distribution network, pumping station(s), and water storage facilities; and producing treatment biosolids that meet department standards. The Plant Operator III uses independent judgment in performing day-to-day tasks, with special written or verbal assignments received from an Operations Supervisor and collects and reports data requiring intermediate level mathematical calculations and computer skills. Work is subject to review through evaluation of operating logs, reports, and visual inspections. Essential Functions • Inspect, Troubleshoot, Calibrate and Maintain all field equipment. • Perform monthly DOT tankage inspections, fire extinguisher inspections, and maintain associated records. • Inspect perimeter fencing, locks, etc. to maintain proper facility, pipeline and ROW security and to address and report any infractions. • Inspect and assure that routine and DOT compliance maintenance is performed on ROW, equipment, and valves. • Ensure compliance with all regulatory requirements with regulatory support and safe work practices. • Maintain communications with Pipeline Control Center. • Perform Pipeline locates on One Calls, oversee pipeline crossings, and file Exposed Pipe Reports. • Take meter readings, tank gauges and complete reports. • Oversee crude oil measurement gain / loss activities. • Responsible to witness meter proving, crude oil shipment to delivery point and run pipeline pigs. • Help manage assigned expense and capital maintenance projects. • Ensure compliance with all safety policies & procedures, lead emergency response activities, and • Installing and maintaining permanent/ temporary pipeline markers. • Sample pot workings. • Follow all safety requirements and perform all damage prevention and public education activities and tasks. Other Functions • Complete other duties and responsibilities as reasonably assigned by management. Requirements Knowledge, Skills, Abilities • Knowledge of pipeline and truck station operations. • Ability to obtain and maintain all certifications for HazMat, Operator Qualifications, Safety, and any other regulatory requirements. • Intermediate knowledge of minor mechanical tools and repairs. • Strong verbal and written communications skills. • Ability to interface with individuals inside and outside the company, (i.e., public officials, regulators, engineers, business professionals, contractors and others) • Basic math skills (addition, subtraction, multiplication, division, fractions, and decimals). • Competent computer skills including Microsoft Office Applications (Word, Excel, etc) and industry related software. • Knowledge of operating costs associated with the equipment in area of responsibility. • Ability to gain knowledge and stay abreast of company policies, company practices, and regulatory requirements. • Ability to critically evaluate complex situations and make decisions. Education, Certifications, License • Requires High School Diploma or equivalent. • Requires a valid Driver's License. Work Experience • Experience in line locating/pipeline crossings. • Experience in pipeline equipment repairs. (valves, pumps, transmitters, etc.) Physical Requirements • Ability to perform physical activities that require considerable use arms, legs, and moving the whole body. • to walk, climb, stoop, reach, crawl, crouch, stand and kneel for an extensive amount of time. • Ability to grasp and use hand tools and reach with hands and arms. • Ability to push, pull, and lift 50 lbs frequently. • Must be able to work in extreme temperature due to weather conditions and operating conditions. • Ability to frequently travel to field sites. • Ability to periodically travel for extended periods of time, including overnight stays. • Ability to be available for responding to emergency situations after work hours, nights, weekends, and on-call as needed.
