Specialized work in the operation and maintenance of the water or wastewater treatment facility on an assigned shift. Responsible for safe and efficient operation of equipment used in purification of the public drinking water supply conforming to all regulatory agency requirements.
In the event of a natural or man-made disaster that may threaten the area, the employee may be required to perform emergency duties as directed.

Regulates rate of flow of water to process units, chemical feed equipment and backwash filters when necessary.
Maintains chemical inventory, (chlorine, ammonia, acid, caustic, aniti-scalant, etc.) and equipment.
Maintains data logs and prepares operating reports, maintains proper water pressure and storage tank levels.
Oversee the operation of emergency power generator equipment
Compile lab testing data and log a variety flow data.
Utilizes computer software to monitor plant operations and data collection for water treatment effectiveness.
Performs clerical and manual work necessary for clear, concise reports and fluent operation, including maintaining accurate shift logs and laboratory determinations.
Informs relief operator and Treatment Plant Chief Operator of mechanical defects, or work hazards and other areas of concern observed while on shift.
Performs work related to this job description as required.

CAREER PATH FOR TREATMENT PLANT OPERATORS:
This position holds a career path of which incumbents who attained a higher-level license will be promoted to the minimum of new grade or five (5) percent, whichever is higher. Career path information is outlined below:
Treatment Plant Operator C:
Must possess licensure by the State of Florida Department of Environmental Protection (FDEP) in Water or Wastewater C Operator to be classified as a Treatment Plant Operator C, Pay Grade 961.

Treatment Plant Operator B:
Upon receiving a licensure by the State of Florida Department of Environmental Protection (FDEP) in Water or Wastewater B Operator, incumbent will be reclassified from Treatment Plant Operator C to Treatment Plant Operator B, Pay Grade 963 or five (5) percent, whichever is higher. As an Assistant Plant Operator (APO) you will be responsible for proper, safe, compliant and efficient operations of the WTE boiler combustion and steam generation and distribution equipment and systems in the field. In addition this employee conducts extensive operating logs, process adjustments and rounds on air pollution control (APC) systems and components, turbine generator and associated equipment, boiler feed pumps, condensate pumps, make-up pumps, dump condenser and associated equipment, turbine lube and control oil systems, electrical distribution systems, waste water system, demineralized water system, process water system and cooling towers to assure that the facility meets it's operational, environmental, and safety commitments while operating in a safe and environmentally efficient manner.
Position Responsibilities:
Performs inspections, makes effective rounds and takes appropriate action to maintain Boiler, Combustion system, Turbine Generator and APC systems operating within prescribed limits.
Assists the Plant Operator in the daily operation and maintenance of the plant in the field. Investigate changes in instrument readings and equipment operation. Notifies Plant Operator and/or Shift Supervisor of operational inconsistencies or other concerns.
Makes required turbine/generator APC and other critical inspections regularly and as described in facility policy and procedures. Recognizes and mitigates operating difficulties. Adapts to changing plant conditions regarding maximizing plant safety, compliance and efficiency and minimizing down time.
Assisting as needed in the daily operation of the Control Room. Duties may include but not limited to operations of the Distributed Control System (DCS) for plant system control and adjustment, operations of Turbine Generator through the installed Human Machine Interface (HMI), preparing of lockout tag-out permits, confined space permits, hot-work permits, etc.
Performs daily routine inspections and services of assigned equipment and troubleshooting on equipment and reports all malfunctioning equipment through direct report, log reporting and the issuance of work orders.
Conducts comprehensive equipment “rounds” and system operations inspections per established frequency and per established procedure and standards. Conducts starting, stopping and adjustment of systems and components as notified by control room operator and/or shift supervisor.
Performs lockout and tag-out of equipment in support of maintenance activities.
Provide guidance and support to junior field operators to include Crane, Auxiliary, and Utility Operators to maintain safe and efficient operations.

With guidance, all aspects of APC system are safe and accurate. Adjusts APC system so that system performance is appropriate and reliable for safe, compliant and efficient operations. Works with maintenance to troubleshoot problems and assesses probable cause with assistance from Plant Operator and Shift Supervisor.
Completes emergent and assigned tasks as identified by shift supervisor and as established through operations routines.

NATURE OF WORK
This is skilled technical work in operating a major portion of the water and/or wastewater treatment or pumping equipment on an assigned shift. An Operator is defined in Florida Administrative Code 62-699 as "any person who is in on-site charge of the actual operation, supervision, and maintenance of a domestic wastewater or water treatment plant or water distribution system and includes the person in on-site charge of a shift or period of operation during any part of the day. Operator also means any person operating an electronic control system. Such persons shall be licensed in accordance with Chapter 62-602, F.A.C."
An employee in this class is responsible for performing a variety of semi-skilled assignments necessary to the operation of a municipal water or wastewater treatment plant or auxiliary facility under the supervision of a higher level employee. Responsibilities include but are not limited to: pumping systems; treatment operations; laboratory testing; quality control; sludge treatment, and storage, and preventive maintenance. Utility Operators are required to have basic knowledge in the relationships of microorganism predominance to sludge quality and more complex process like nitrification/denitrification. An employee in this class may also direct and assist in the repair of equipment, housekeeping and cleaning of treatment units. Supervisors will check the work of employees in this classification on an assignment basis. Work is performed on a rotating shift which might include nights, weekends, and holidays. Tasks, learned through on-the-job training, are of average difficulty. Assignments are performed in accordance with established procedures; however, the exercise of some initiative and independent judgment is required especially when completing emergency repairs to equipment. Under general supervision, the employee receives instructions orally and in writing; a higher level employee is available to provide technical advice and assistance when necessary. Work is reviewed while in progress and upon completion, through observation and results obtained.

ILLUSTRATIVE TASKS
* Conducts routine checks on a water or wastewater treatment plant; inspects each of the various treatment stages; takes samples as required for operational process control and/or regulatory agencies for compliance.
* Inspects area of responsibility to determine that all machinery is operating properly; takes samples of water or wastewater at various stages of the treatment process to determine effectiveness of treatment procedures; on the basis of sample result institutes alteration of processes to provide effective treatment.

EDUCATION

Annual Leave:

Annual Leave Cash Out:

Floating Holidays:
Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not carry over to the next fiscal year.
Perfect Attendance:
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.
Sick Leave:
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.
Sick Leave Conversion:
After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty-eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

About the role
The Control Room Operator leads and directs employees who, under the direction of the shift Supervisor, oversee and direct the operation of the facility. This position is responsible for monitoring the status of all plant systems on a continuous basis. Will respond to alarms by taking appropriate corrective actions and execute plant shut-down and start-up procedures and ensure that the plant meets it's generating requirements while operating in a safe and environmentally efficient manner.

This is a non-exempt, semi-skilled position of a will-call nature. The person in this classification works in the operation and/or maintenance of a Water Treatment facility, working closely with a licensed Plant Operator as needed to assist the operator in performance of their regular duties.
"Will-Call" status - Work when needed by the Utilities Department. No set schedule.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.Assist the Operator in the performance of their regular operational and mechanical duties and in performance of laboratory analysis (i.e. monitor/record equipment run-time, flow and/or pressure readings; monitor/record/adjust amount of chemicals used in a given period; assist with chemical analysis performed of various treatment parameters).
Assist the Operator with record-keeping duties in accordance with operational and regulatory requirements.
Performs other related duties as required and as directed.Working knowledge of the techniques and general principles used in the purification of potable drinking water and/or the treatment of domestic wastewater.
Working knowledge of the mechanical and electrical equipment used in the treatment processes.

DESIRABLE EXPERIENCE AND TRAINING
Graduation from a standard high school, or possession of a GED certificate from a recognized issuing agency, and supplemented by experience in the water and/or wastewater treatment field, or completion of an approved FDEP certification prerequisite course for water plant or wastewater plant licensure in the State of Florida. The person in this classification should preferably hold a "Certified Operator" license as issued by the State of Florida Department of Environmental Protection (FDEP) in water and/or wastewater treatment or provide proof of notification from same of successfully passing the state exam for licensure as a "Certified Operator".

Perform troubleshooting, diagnosis, service, and repair of marine water marker systems
Troubleshoot and repair electrical circuits for faults and open circuits
Test pipe or tubing joints or connections for leaks
Join pipes or tubing to equipment and/or water or refrigerant source, to form a complete circuit
Install new and reroute existing electrical as needed
Reassemble and test equipment following repairs
Repair or replace defective equipment, components, or wiring

ESSENTIAL JOB FUNCTIONS:
* On an assigned shift, inspects plant equipment and machinery to determine that all machinery is operating properly; takes samples of water or sewage at various stages of the treatment process, performs routine laboratory analyses to determine effectiveness of treatment procedures and records results; on the basis of sample results, adjusts treatment plant equipment, such as chlorinators, lime shakers, flocculators, digesters, sludge collectors, sand filters, chemical feeders, vacuum filters, conveyer systems, screens and related equipment; inspects recording charts and meters, and on the basis of such information, makes adjustments to controls in conformance with operation instructions.
* Performs preventative maintenance and, as necessary, makes minor repairs and adjustments on equipment; takes hourly reading and records them on log sheets.
* Performs physical tests which include turbidity, color, odor, taste and temperature; chemical tests which include pH, alkalinity, carbon dioxide, hardness, metal content and residual chlorine fluoride; and other tests which include bacteriological count such as chloroform bacteria, plate count, etc.

Organize the Club's 130 Fleet Carts and account for all carts every day.

Remove all empty boxes from the Receiving Area every day as needed.

Summary:
The Utility associate is responsible for various services to include but not limited to cleaning equipment, floors, workstations, utensils, pots and pans using specific chemicals to ensure sanitary standards; checking ice levels, keg beers, bib sodas and Co2 containers and replace if necessary; loading and unloading supply trucks; performing all other responsibilities as directed by the business or as assigned by management. GENERAL PURPOSE
The Water Plant Operator operates and maintains water treatment, processing, and testing equipment in a water treatment facility to purify water to meet permit and operational requirements. Troubleshoots and diagnoses operational problems and takes corrective action per procedure and process knowledge. Monitors flow meters, gauges, flow ratios, pressures and related controls through instrument panels and programmable logic control units in assigned area. Monitors and records operating conditions observations and data in area shift log. Ensures conformance to process specifications. Verifies and reports suspected malfunctions and variances to the supervisor. Performs routine and preventative maintenance and maintenance related items as assigned. Performs field laboratory tests (chemical and physical) in order to pace chemical dosages for efficient process control. Ensure that all safety and environmental requirements are consistently achieved including strict compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Performs all operations and maintenance procedures.
Participates in complex and technical maintenance and repair tasks.
Monitors and adjusts the operation of water plant pumps, motors, and other equipment.
Accurately reads gauges, dials and other instruments that depict and/or record data.
Services, maintains, and repairs a variety of water system equipment, including pumps, valves, motors, filters, and meters.
Inspects water system equipment and facilities to locate needed repairs, and makes repairs to various water system equipment as required.
Inspects and maintains water distribution facilities.
Assists in the training of other water department personnel.
Collects samples and assists in conducting a variety of chemical and physical tests.
Maintains clear and concise logs and records.
Inspects water sources and water storage tanks.
Inspects, services and replaces meters, fittings, and meter boxes.
Operates a front-end loader and other vehicles.
Maintains all log books, records, and reports required by various laws and permits, as well as those necessary for efficient operation.
Performs general plant maintenance work such as sweeping, cleaning, painting, and landscaping.
May reads water meters.
Coordinates with other company departments for assistance or repair, and as necessary. May be responsible for the ordering, storage and use of supplies needed for general operation of a water plant and outlying system responsibilities and their inventory.
Maintains a good relationship with the public and responds to complaints regarding operations.
Regular and timely attendance

DESIRED MINIMUM QUALIFICATIONS
Education and Experience: (A) Must have an active Oklahoma Class C Water Operator's License at a minimum; and (B) One (1) years of experience relating to the construction, repair, and maintenance of water collection or treatment systems including the operation of related maintenance equipment, or (C) Any equivalent combination of education and experience.
Necessary Knowledge, Skills, and Abilities: (A) Thorough knowledge of equipment, facilities, materials, methods and procedures used in water collection and treatment systems; Considerable knowledge of water pipe installation, connection, and repair; Considerable knowledge of water treatment plant operation and maintenance. (B) Skill in the operation of the listed tools and equipment. (C) Ability to interpret specific chemical and biological analyses; Ability to guide, direct and motivate employees; Ability to organize and supervise the activities of various crews performing construction and maintenance work; Ability to communicate effectively, verbally and in writing; Ability to establish and maintain effective working relationships with employees, other departments and the public.
