Inspects residential, commercial and industrial buildings and structures to enforce conformance to ordinances, codes, and permits. Contact with builders, contractors, developers, and the public is critical to the performance of inspection activities. Employees in this class may specialize in one technical field but must be familiar with all phases of inspections and enforcement activities.
DUTIES
- Review and interpret construction documents to ensure compliance with Codes applicable to specialty and City ordinances.
- Conduct inspections to ensure adherence to approved construction documents.
- Inspect construction, installation, and repair work.
- Perform plan review for the specialty.
- Observe and document work site conditions.
- Confer with applicants to explain regulations and recommend remedial measures.
- Issue violation notices and stop-work orders where unsafe or illegal conditions exist and conducts follow-up inspections to ensure corrections are made (when Deputized by the Building Official).
- Monitor the City of Troy geographical area to identify construction being performed without a permit or for dangerous conditions.
- Operate a motor vehicle; drives to/from work sites, inspection locations, City office(s) and other locations.
- Complete and maintain daily inspection records and prepares reports.
- Provide information to legal department regarding violations and gives testimony in court.
- Interpret legal requirements and recommends compliance procedures.
- Aide with the inspection and plan review quality control of the specialty.
- Perform other duties as assigned.
REQUIREMENTS
- High school graduate or GED equivalent.
- Three (3) years of work experience as an Inspector for a municipality, county and/or the state.
- Ten (10) years combined experience in the specialty.
- Combined Plumbing and Mechanical Inspectors are acceptable if meets the above criteria.
- Plumbing Inspector must also be a current registered inspector by the State of Michigan at the time of application and maintain registration.
- Must have at the time of application, and maintain, a valid Michigan driver license with a good driving record (based on City of Troy standards).
- As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).

Essential Functions
1Inspects and performs evaluations on plumbing mechanical equipment including gas and electric furnaces, condensate termination, and venting of carbon monoxide;
2 Investigates alleged violations of federal, state, and local codes, ordinances, and regulations; determines violations and appropriate correction measures; determines and communicates methods to achieve conformance and approves alternate methods for compliance.
3 Issues and drafts notices of violation, citations or closures, conducts follow-up inspections to ensure corrections are made.
4 Provides information to customers regarding codes and other regulatory requirements; serves as a subject matter expert on related regulatory codes.
5 May provide testimony during hearings and trials for prosecution of violators of applicable Dallas City Codes or state and federal regulations.
6 Examines installation and construction work performed by outside contractors and city personnel to enforce compliance with contract specifications and ensure quality control; visits job sites and contractors' place of business to inspect work and materials on hand.
7 Measures quantities of materials used and keeps an accurate records of events to verify contractor's invoice quantities prior to payment; reviews and evaluates all permits for job sites ensuring appropriate dates and information.

Minimum Qualifications
EDUCATION:
* High school diploma or GED.
EXPERIENCE:
* Four (4)years plumbing experience at the journeyman level with responsibility for interpreting specifications/plans and/or ensuring compliance with municipal/state codes.
EQUIVALENCY(IES):
* Master Plumber License issued by the Texas State Board of Plumbing Examiners (TSBPE) will meet the experience and license requirements.
LICENSE(S) and/or CERTIFICATION(S):
* Current Journeyman Plumber License issued by the Texas State Board of Plumbing Examiners (TSBPE)
* Valid driver's license with good driving record.
* Must be able to obtain State Plumbing Inspector License issued by TBSPE within probationary period.
* Must be able to obtain ICC Certification within one (1) year of employment.
PREFERENCE(S):
* Current Texas Plumbing Inspector License is a plus.
* Current Texas Master Plumber License is a plus.
