The purpose of this position is for supervision of offenders referred to the Community Corrections program.
Minimum Experience Case Officer I: Three (3) years of experience in case management, social work, or related field.

GENERAL POSITION DUTIES AND RESPONSIBILITIES:
Prepares and maintains felony offender's violent and non-violent records and reports; identifies criminal activities and background information in reports or standard forms; prepares narrative reports of the investigation process; totals caseload activities when preparing monthly reports.
Calculates sentencing information to determine the accuracy of an offender's sentence computation; verifies that offender sentencing complies with judgment order.
Completes initial intake packages and/or risk-need assessments on offenders
Monitors the offenders under their supervision to ensure compliance with release requirements set for the offenders by policy and procedures.
Interviews offenders regularly to evaluate their progress in accomplishing goals and maintaining the terms specified in their Community Corrections contracts and rehabilitation plans.
Administers risk/needs assessment to offenders using motivational interviewing techniques.
Searches on State, local, and Federal databases for incidents and additional information related to their offenders; monitors and reviews e-mails related to the status of their offenders.
Conducts pre-hearing and pre-release investigations and testifies in court regarding the offender's backgrounds and recommended sentences and sentencing conditions as required by policy.
Acts as liaison with judges, court personnel, law enforcement and other agencies concerned with the probation program and who may have an effect upon the success of agency goals.
Uses motivational interactions with offenders to realign offender behaviors, thinking, and reactions to conform to facility rules and societal norms; assists offenders in decision-making processes.
Requests arrest warrants for non-compliance by the offenders as required by policy and procedures.
Utilizes compiled offender information in order to determine proper steps for treatment.
Counsels' offenders concerning risk of reoffending.
Provides information to offenders in regard to community resources and methods of finding and keeping employment and improving family relations.
Supervises people on community-based sentences and provides field supervision of offenders by conducting curfew checks or visits to home, work, or school.
Administers drug and alcohol tests, including random drug screens of offenders, to verify compliance with substance abuse treatment programs.
Attends and monitors court hearings of offenders.
Documents and compiles all information received, generated or distributed for each case, including emails, reports, assessments, interviews, court orders, web-based searches, etc.
Recommends remedial action or initiates court action in response to noncompliance with terms of probation. Enforces and follows up on court orders and board conditions for release.
Prepares and follows up with risk assessments forms (Strong-R) or any designated assessment tools.
Handles offender complaints and grievances quickly and professionally.
Assists offenders in addressing their concerns regarding job pay, trust fund, sentence information, educational needs, and programs.
Identifies issues with offender behavior to ascertain appropriate intervention techniques.
Uses Risk Needs Assessment (Strong-R) to determine the offenders' risk level and frequency of needed services.
Investigates significant offender and staff-related events to determine if Incident Reports are required by policy and procedures.
Assesses the availability of service providers to deliver appropriate services to offenders.
Assists in determining the value of court-ordered offender restitution.
Develops a transitional accountability plan informing offenders of the requirements of conditional release, such as office visits, restitution payments, or educational and employment stipulations.
Develops appropriate sanctions for offender compliance with their conditions of release.
Writes reports describing offenders' progress, identifying offender status and updating personal information and employer information.
Coordinates clinical assessments for offenders; arranges for medical, mental health, or substance abuse treatment services according to individual needs or court orders.
Identifies and verifies offenders' location and movement between local, State, Federal facilities, and/or supervising field offices.
Schedules offender activities such as public service work, orientation, court, classes, in-take processing, drug screens, and home visits.
Formulates behavioral contract for the offender and makes recommendations.
Other duties as assigned.

Duties and Responsibilities:

Typical assignments include:
· Detecting and questioning people suspected of violating immigration and customs laws and inspecting documents and possessions to determine citizenship or violations.

· Performing physical searches of detained individuals, their vehicles, and their immediate surroundings for weapons, contraband, currency, and other evidence.
· Apprehending, physically restraining, or working with law enforcement officials to identify or apprehend violators of state, federal, or immigration laws.
· Proficient in the use of firearms, preparing investigative reports, serving court orders (e.g., warrants, subpoenas, etc.), and gathering evidence for criminal cases prosecuted through the court system.
If you have previous or current law enforcement or military law enforcement experience, you may qualify at the GS-11 grade level.
GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience equivalent to at least the next lower grade level, with the authority granted by the state or government to enforce laws, make arrests, and investigate crimes, performing primary duties in an official law enforcement capacity such as:
· Utilizing intelligence information to track illegal operations, criminal activity, threats to our nation, and/or contraband while serving as a state, federal, or military law enforcement official.

Citizenship: You must be a U.S. Citizen to apply for this position.
Residency: You must have had primary U.S. residency (including protectorates as declared under international law) for at least three of the last five years.
Age Restriction: In accordance with Public Law 100-238, this position is covered under law enforcement retirement provisions. Candidates must be referred for selection to the Border Patrol Agent position before reaching their 40th birthday in accordance with Department of Homeland Security Directive 251-03. * The retired officer has met the separation of employment requirements found in Kentucky Revised Statute 61.637.

Application of These Policies
Coverage - These policies and procedures apply to all BGPD-R employees in the Bowling GreenPolice Department under the jurisdiction of the City Manager, unless otherwise specifically stated. "BGPD-R" includes employees whose positions are contracted on a yearly basis and budgeted as full-time at 2,080 hours per year.
BGPD-R Designation -To be designated as BGPD-R, a position should fit within the following guidelines:
* Must have retired from the City of Bowling GreenPolice Department and either still active with another law enforcement agency or not separated employment from the City of Bowling GreenPolice Department or other law enforcement agency no longer than 60 months; and
* Must sign a contract (contract is on a rolling calendar year). The contract may be renewed each year with approval of the Chief of Police and the employee; and
* Budgeted to work 2,080 hours per year (40 hours per week),
* Retired in good standing with the employee's last evaluation was rated as an overall fully competent or better
Salary: $69,693per year
Work Schedule: BGPD-R officers will work a flexible schedule to accommodate peak hour calls for service and special events. BGPD-R Officers will not be required for C-shift scheduling.
Work Assignments: BGPD-R Officers may be assigned to divisions that will best serve the Police Department and be a match to their experience and knowledge. This may include patrol, criminal investigations, logistics or training.
Pay Supplements: as specified below, employees in certain job classifications may be eligible for pay supplements.
* Supplemental Pay - Upon completion of basic training, sworn members of the Police and Fire departments, as well as any eligible civilian fire prevention officers, are paid a supplement from State funds as determined by the State. This supplement is paid separate from the employee's base pay rate.
* Skill Based Pay - Certain supplements may be authorized as follows
* Recruitment and Referral Incentives - As part of recruitment efforts, the City may offer incentive payments to current employees for referring known individuals for positions which the City determine to be difficult to fill or highly skilled. The terms of the pay schedule will be set by notification from the Human Resources office during the time of recruitment. Total amounts paid to an employee during a recruitment cycle may not exceed $2,000. Department heads are excluded from the referral program.
* Leaves of Absence and Holidays - For more information about leaves of absence, see Chapter V
* General Statement -Employees in the "BGPD-R" category are eligible for fifteen (days) or 120 hours of paid leave time per year. This paid leave time is a "use it or lose it" benefit, as it does not roll over from one year to the next. BGPD-R are not eligible for compensation time, only flex and/or overtime is allowed for hours worked over 40. All employees are eligible for injury, civil, bereavement, and military leave.
* BGPD-R will be required to pass annual Essential Skills Testing and attend/maintain all in-service and mandatory training requirements.
* BGPD-R will not be eligible for the Advanced and/or Master PoliceOfficer Incentives.
c. BGPD-R Officers are NOT eligible for the City's Medical and Prescription plan and therefore are not eligible to utilize the City Care Center; and BGPD-R Officers are eligible to elect dental and vision plans; and the take home vehicle policy applies to BGPD-R Officers; and BGPD-R Officers qualify for EAP and Peer Support Services provided by the City of Bowling Green; and BGPD-R Officer is eligible for two-hour court overtime benefit.

RESERVE POLICEOFFICER CANDIDATE TESTING (7:30 AM - 11:30 AM, FRIDAY, FEBRUARY 27, 2026) - POLICE DEPARTMENT CITY OF GALLATIN (PLEASE ONLY APPLY IF YOU ARE ABLE TO COMMIT TO THE TESTING DATE AND TIME ON FRIDAY, FEBRUARY 27TH). There are 2 phases of the Reserve PoliceOfficer test.
The 1st phase will be a Physical Agility Skills test which consists of the following components:
* Task 1 - 1.5 Mile Run (within 14:40 minutes)
* Task 2 - Push-ups, 25 Push-ups minimum (within 1 minute)
* Task 3 - Sit-ups, 30 Sit-ups minimum (within 1 minute)
* Task 4 - 300 Meter Sprint (within 66 seconds)
* Task 5 - 180 lb. Dummy Drag (70 feet)
The 2nd phase will be a written test which consists of:

The Gallatin Police Department Reserve Officer Program is comprised of community members, such as yourself, who wish to volunteer as a PoliceOfficer. These officers supplement the full-time officers in a variety of duties throughout the Department.
This program is ideal for individuals who have an established career and do not wish to make a full transition to full-time PoliceOfficer or for those seeking eventual full-time employment as a PoliceOfficer. Reserve Officers can enjoy the best of both worlds, maintain their chosen career while helping to police in the community.
Reserve officers must commit to working at least 20 hours per month after the initial training has been completed. They also work special assignments throughout the year, including Fourth of July Fireworks show, the County Fair, and parades throughout the city. Possession of an appropriate driver's license valid in the State of Tennessee.
Must meet Minimum Standards Law (TCA 38-8-106) requirements. Must be a citizen of the United States, at least 18 years of age and meet the physical, psychological and criminal records and other standards for the assignment established by the Gallatin Police Department.
PHYSICAL REQUIREMENTS:
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects. Work requires climbing, balancing, stooping, crouching, crawling, standing, walking, running, pushing, pulling, lifting, fingering, grasping, and feeling; Ability to escalate physical exertion from minimum to maximum instantaneously when necessary to subdue/restrain individual.
