Advanced Certificate and involves the performance of the full range of duties as assigned. The incumbent must have the ability to: * Patrol a designated area of the City to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances. * Preserve and strive to improve the quality of life within the community by using various policing techniques, such as problem-solving policing and intelligence-led policing strategies that encourage and build positive relationships between the Fontana Police Department and the community. * Emphasize community interaction and collaborative problem solving between the Fontana Police Department and the community; continue to build diverse community-based partnerships guided by innovation and perseverance to ensure Fontana's future as a well-developed, dignified, and respected community. * Answer calls and complaints involving automobile accidents, robberies, assaults, fires and related misdemeanors and felonies; respond to alarms; investigate complaints; apprehend suspects; search, inspect, transport and take custody of prisoners. * Respond to general public service calls including animal complaints, domestic disturbances, civil complaints, property control, and related incidents; may participate in the surveillance of an area. * Secure the scene of a crime; administer first aid; conduct preliminary investigations; obtain witnesses; gather information; make arrests; prepare detailed reports. * Investigate reports of missing persons; maintain surveillance over suspected criminals; identify areas of potential crimes or unsafe conditions; report conditions and take corrective action. * Identify suspects; conduct interviews and interrogations; apprehend and arrest offenders. * Serve as Field Training Officer as assigned; train new officers on departmental policies, procedures and activities. * Collect, process, photograph and present evidence suing scientific techniques including fingerprints, fibers, blood, and related physical evidence. * Enforce traffic laws and ordinances; check speed with radar; issue warnings and citations. * Conduct building and field searches; check buildings for physical security. * Direct traffic at fire, special events, and other emergency or congested situations. * Conduct investigations of injury and fatal traffic accidents; conduct traffic accident analyses and general traffic surveys. * Conduct a variety of criminal investigations involving crimes against persons and property; gather evidence and prepare cases for prosecution. * Contact and interview victims and witnesses; preserve and investigate crime scenes. * Conduct covert, undercover investigations as assigned. * Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses. * Assist in the performance of special investigative and crime prevention duties. * Prepare reports on arrests made, activities performed and unusual incidents observed. * Make arrests as necessary; interview victims, complainants and witnesses; interrogate suspects; gather and preserve evidence; testify and present evidence in court. * Serve warrants within the department and with outside agencies; remain current on laws and procedures required for processing warrants. * Serve as Crime Prevention Officer; oversee and coordinate crime prevention activities; make presentations to local citizens and community groups. * Serve as Intelligence Officer; gather crime related intelligence information and conduct background investigations; coordinate information and activities with outside agencies and jurisdictions. * Serve as Public Information Officer; respond to inquiries and complaints from individuals, private organizations, news media and the general public; inform and educate the public on crime prevention and the criminal justice system; prepare and present public speaking engagements. * Investigate juvenile related crimes including child abuse and juvenile narcotics; coordinate youth services with outside agencies and organizations including local school districts; conduct community presentations and instruct assigned classes. * May participate in S.W.A.T. and K-9 activities and operations. * May perform duties of police dispatcher or desk officer as needed. * Participate in departmental studies and in staff development. * Attend briefings and provide roll call as needed. * Maintain prompt and regular attendance. * Perform any other tasks or functions deemed necessary to the daily operations of the employer. * This position is always evolving. Lateral Hiring Incentives * A $25,000.00 hiring incentive ($8,333.33 at completion of the Officer's field training/ $8,333.33 upon successful completion of probation/$8,333.33 at the Officer's two - year anniversary with the Downey Police Department. * The carry-over of the accumulated sick leave balance at separation from the former agency, up to 360 hours. * The carry-over of the accumulated vacation balance at separation from the former agency, up to 80 hours. * Vacation accrual rate based on prior years of Lateral Police Officer experience and in accordance with the current Memorandum of Understanding between the Downey Police Officers' Association and the City of Downey. * Bilingual Pay in the amount of $1,820 per year. Education Incentive Pay: An additional 7% of base pay for an Associate's degree or equivalent units (60) OR Intermediate California (CA) P.O.S.T. Certificate. Merit Longevity: Employees become eligible for additional merit longevity pay increases after 5 years at 2.75%, 10 year at 5.5%, at 20 years of service, 8.25%, and at 25 years of service, 13%. Effective 12/23/02, full-time years of service as a certified Peace Officer with another CA P.O.S.T. law enforcement agency shall apply to longevity as though earned with the City of Downey after the initial probationary period has been completed. Retirement: In accordance with Public Employees' Pension Reform Act (PEPRA), new hires enrolled after January 1, 2013 will be under the 2.7% @ age 57 formula as a new member to the California Public Employees' Retirement System (CalPERS). This enrollment will require a member contribution of 12.25% of reportable earnings. Laterals with active classic CALPERS membership or classic membership in another California retirement plan that provides eligible reciprocity with CalPERS, will qualify for the 3% @ age 55 retirement formula. CLASS CHARACTERISTICS This sworn classification is responsible for independently performing law enforcement duties in support of the Police Department. This class is distinguished from Police Sergeant in that the latter is the first supervisory level in this sworn class series responsible for organizing, assigning, supervising, and reviewing the work of staff on an assigned shift. Essential Functions / Knowledge, Skills, & Abilities EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. * Performs a variety of community policing duties to maintain a highly visible presence within the community for the purpose of deterring crime, maintaining good community relations, and providing assistance to the public. * Patrols an area of the City to observe and address suspicious or potential criminal activity; responds to emergency calls for service, disturbances, thefts, burglaries, vehicle accidents, domestic disputes, suspicious activities, and other incidents to protect public safety and property, resolve problems, diffuse situations, and enforce laws and ordinances. * Provides information, directions, and assistance to the public in a variety of situations; takes reports and assists the public with complaints or unusual situations. * Observes, monitors, and controls routine and unusual traffic situations; stops and warns drivers or issues citations as appropriate; assists motorists with inoperable vehicles and arranges for removal of stranded vehicles; provides direction and traffic control in accident or incident situations, special events, or other congested situations. * Makes arrests and serves warrants and subpoenas; takes individuals into custody and may transport them for medical clearance and/or booking at a longer-term facility, as required. * Secures crime scenes and evidence; interviews suspects, victims, and witnesses; collects and preserves evidence; performs complete investigations and/or cooperates with other law enforcement agencies providing investigative and case development support. * Provides emergency medical attention to the public when responding to calls for assistance and requests appropriate medical assistance as necessary. * Provides mutual aid to other law enforcement agencies as dispatched and in accordance with departmental policy. * Prepares and maintains reports, logs, records, and accurate files. * Serves writs, warrants, subpoenas, and other legal documents. * Assignment Areas: * Investigation Services - conducts criminal and civil case investigations; interviews victims, witnesses, suspects, and other parties to obtain leads and establish the nature and causes of potential crimes and violations of statutes; conducts background investigations for proper business, and alcoholic beverage licenses; researches various records and prepares investigative and special reports. * Conducts comprehensive investigations into felony and high-level crimes including conducting surveillance activities and coordinating and maintaining crime scene activities. * Traffic - enforces specialized Traffic and Motor Vehicle Codes and prepares traffic and collision reports and investigation records; sets up DUI monitoring; coordinates work with Department of Motor Vehicles and Courts; attends meetings, prepares logs, and makes presentations. * K9 - works with a canine partner in the execution of their duties; assumes responsibility for the training, health, care, feeding and well-being of the partner on the job and off the job, ensuring an adequate and secure space for the canine in the Officer's residence; responds to mutual aid calls where the use of a K9 officer is prescribed. * S.W.A.T. Detail - responds to emergency calls involving hostages, barricaded suspects, suicide threats, bomb threats, deadly use of force, high risk search and arrest warrant service, and related incidents involving public safety. * Professional Standards Units - oversees or conducts background and subrosa investigations; compiles background investigator findings, references, education, and responses from various law enforcement agencies and prepares complete background file for hiring approval by Chief of Police or designee. * Field Training Officer - supervises and evaluates new police officers by conducting training in the field; observes and affirms proficiency, and/or recommends any needed additional training. * Corporal - assists higher level sworn supervisory or management staff in scheduling, organizing and overseeing staff and operations within an assigned shift. * Assists the City Attorney or the District Attorney staff in preparing, documenting, and developing cases and gathering information; testifies in court as required. * Attends meetings, conferences, workshops, and training sessions; reviews publications and materials to become and remain current on principles, practices, and new developments in law enforcement. * Oversees the use and care of equipment as required. * Observes and complies with all City and mandated safety rules, regulations and protocols. * Performs other duties as assigned. California Department of Motor Vehicle (DMV) Pull Notice System: An incumbent appointed to this position is subject to enrollment in the California DMV Pull Notice Program. The Pull Notice program provides information on the incumbent's driving record and Driver's License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles. Physical Tasks and Environmental Conditions: Work is performed both inside and outside in seasonal climate and weather conditions. Slippery surfaces, oily conditions, dust, dirt, and odors are conditions frequently encountered. Must constantly work with noise from traffic and police radio. Position requires availability to work weekends, evenings, holidays, on-call and overtime. Physical demands include constant arm and leg movements, driving, standing, and sitting for long periods of time. Bending, stooping, lifting, running, squatting and climbing is also required.
