Annual Base Salary for newly appointed CBPOs varies as follows:
GS-9: $61,111 - $124,443 per year
Note: A fully trained CBPO is eligible for up to $45,000 in overtime pay in addition to the starting salary.
Officers are eligible to select from an array of federal employment benefits that include health, dental and other insurance plans, generous annual and sick leave, and participation in the Thrift Savings Plan.
LOCATION INCENTIVES: If you accept one of the duty locations listed below, you may be eligible to receive an additional 15%-25% of your salary each year for the first three (3) years of employment in addition to any overtime pay. Some locations may offer 25% for four (4) years.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing laws and regulations relating to importing, exporting, and/or international shipping.
Utilizing intelligence techniques and behavior analysis to identify potential threats.
Conducting interviews in a law enforcement capacity.
Education Substitution: A master's (or higher) degree or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education.

Minimum Qualification Requirements
Training and Experience:
A combination of education and experience substantially equivalent to:
* graduation from high school or equivalent (GED or HiSET), and
* 20 years of age at time of filing, (at least 21 years of age by the time of graduation from the Police Academy), and
* possession of a valid State of Hawai`i Driver's License (Class 3) or any other valid comparable driver's license at time of filing. (You will be required to submit your valid driver's license during the Personal History Questionnaire phase with the Hawai'i Police Department), and
* must be qualified to carry and/or possess firearm or ammunition in accordance with state and federal laws, e.g., no misdemeanor or felony domestic violence conviction.
Examinations:
* Written examinations (two hour multiple-choice examination) will be administered in Hilo on the Island of Hawai'i only during the week of January 18, 2026. (Test dates/times will be determined based on the number of qualified applicants). Qualifying applicants will be allowed to self-schedule for various sessions scheduled and will be provided an email notification to do later in the process.

SELECTION PROCESS
The Department of Human Resources will refer names of applicants who pass the Police Officer I written examination to the Hawai'i Police Department.
The Hawai'i Police Department in turn will administer the following as part of their selection process in filling Police Officer I (Police Recruit) positions:
* All applicants who pass the written examination will proceed to the physical agility test. Physical agility test will be held in Hilo, Hawai'i, on February 4, 2026
* Physical Agility Test: Applicants must complete an obstacle course in 70.00 seconds or less. Only one attempt is allowed. This is a pass/fail test.
* Test Results: Applicants who pass will proceed to further screening. Applicants who fail (70.01 seconds or longer) will have one re-take attempt. All applicants who fail their first attempt will be eligible to attend practice session(s) hosted by HPD, in an effort to assist with improving their times. Those applicants who fail their first attempt between 70.01 and 75.00 seconds will receive an application packet to begin the initial screening process. However, if they fail the re-take test, they will need to re-apply in 6 months.
* Completion of a Personal History Questionnaire. The Personal History Questionnaire asks for information about previous employment, formal education, military history, substance abuse, driving history, domestic violence, and criminal record. Applicants will be required to submit designated documents to the Hawai'i Police Department to confirm certain information provided on the Personal History Questionnaire.
* A review of the Personal History Questionnaire is conducted with each applicant for clarification and explanation of serious and critical admissions. This is done to determine the suitability of the applicant according to the Hawai'i Police Department's employment guidelines for a Police Officer I position. Please refer to the enclosed Hawai'i Police Department's Employment Guidelines. Applicants who do not meet the guidelines will be notified and their consideration for employment will end at this point.
* Intensive background investigation. For applicants who meet the employment guidelines, the Hawai'i Police Department will verify information obtained from the Personal History Questionnaire through an intensive background investigation.
* Conditional offer of employment. Applicants whose completed background investigation conforms to the employment guidelines may be given a conditional offer of employment and are processed for Phases 6 - 9 (not necessarily in this order).
* Polygraph examination administered by a licensed polygrapher.
* Written psychological testing.
* Personal assessment by psychologist.
* Formal panel interview with staff of the Hawai'i Police Department.
* Selection. Applicants who pass all 9 phases and are selected to continue to the final phases of the selection process must pass a pre-entry medical examination with the County Physician and a drug screening test before being hired. A credit check history check will also be conducted and considered before being hired. The Hawai'i Police Department will determine the date of hire of applicants selected.
Phases 1 - 9 will take approximately 3-6 months in duration.
Police recruits will attend 6 months of classroom training at the Hawai'i Police Department in Hilo, Hawai'i.
During the first week of training, applicants should be prepared to perform bursts of push-ups and sit-ups throughout each day. During the academic phase of the Police Recruit training, Recruit Officers undergo various physical activities to show their overall physical ability to handle the rigorous demands of the job. Recruits also participate in other physical activities which help to build strength and endurance that is used in many of the use of force classes. The following activities are examples of exercises that test the muscular endurance, body strength and aerobic power of the recruits: 300 meter run, hand release push-ups, sit-ups, pull-ups and shuttle runs.
During the classroom training period, the following academic and physical standards will apply:
* Pass weekly examinations in classroom on all subjects presented.
* Note-taking and report writing in a designated format will be required during all phases of instruction.
* Successful completion of a proficiency examination in the Police Combat Pistol Course.
* Successful completion of a proficiency examination with the standard police shotgun.
* Pass a physical fitness assessment program by completion of the classroom training.
* Successful completion of Arrest Control Techniques Training, Wooden Baton Training, Electronic Control Device Training, ASP Baton Training, and Pepper Spray Training.
* Pass personal appearance and grooming, as noted in the Hawai'i Police Department General Orders, with inspections conducted daily, as determined by the recruit supervisors.
* Other requirements, as specified by the Hawai'i Police Department.
Police recruits will then work under the supervision of rotating Field Training Officers for 4 months in an assigned district. Upon successfully completing the Field Training Officer program, the Police recruits will be assigned to work independently in a district. The initial probationary period for a Police Officer I (police recruit) is 12 months.

Job Summary
Assist the Security Manager with the management and supervision of the Security Department with a primary focus on staff training, professional development, and service consistency and quality control. Assume management responsibilities in the absence of the Security Manager. The Security Lieutenant is responsible for assisting in the development and implementation of an effective and efficient 24-hour security plan and assists in administering the campus emergency operations plan for disaster management. Assists with the establishment and implementation of appropriate investigative procedures for all security incidents, formulates appropriate prevention and control measures in accordance with accepted best practices that ensure that risks and incidents are minimized. Provides leadership and management of the Security Sergeants, and assists with the recruitment, training, evaluation and discipline of the security staff.
Essential Responsibilities
Ensures that the daily operations of the Security Department are accomplished within established KS security standard operation procedures and KS policies and procedures.
Reviews, updates, and develops standard operating procedures (SOP), and creates and executes SOP communication, training, and implementation plans.
Observes daily operations to ensure staff consistency with established SOP and service quality standards, and provides staff with feedback, coaching, and training as needed to meet or exceed performance expectations and requirements.
Conducts regular performance appraisals, provides counseling and guidance.
Reviews and allocates resources to meet job schedules; plans, schedules and resolves work flow challenges to ensure the successful delivery of the services requested.
Develops new cost-effective methods to improve performance. Implements disciplinary actions as warranted; coaches, develops and provides training and motivation to make full utilization of individual capabilities to meet changing workplace demands.
Establishes and implements appropriate investigative procedures for all security incidents on campus, including but not limited to vandalism, trespassing, assaults, illegal narcotics, security threats, thefts, burglary, etc.
Follows through as needed to contact the appropriate legal agencies.
Maintains campus communication and surveillance systems and recommends upgrades to meet changing needs and in compliance with best practice.
Develops and updates procedures for use of the communication and surveillance systems and ensures that relevant staff are properly trained.
Formulates appropriate security requirements as well as vehicular traffic plans and parking operations in support of special events held on campus and in support of school functions held at various off campus locations.
Assist campus leadership with the development, implementation and enforcement of the facility use policy.
Assist with the coordination of campus parking, including vehicle registration for staff, students and parents.
Ensures compliance with campus parking rules and regulations.
Assists the Security Manager in the development of the security department's budget to include the preparation, justification and execution. Stays current on new technology, uniforms and safety equipment that will enhance the department's efficiency and effectiveness.
Establishes and maintains an effective training and safety program to reduce avoidable accidents and to stress prevention of accidents.
Ensures all security department staff training certifications are current and valid. Researches and recommends both internal and external training opportunities to promote staff development.
Reviews all Security Officer incident and/or investigation reports to ensure accuracy and completeness of fact gathering. Recommends follow up action as appropriate.
Ensures work shift assignments are scheduled and posted in a timely manner.
Coordinates efforts related to emergency response plans and training on campus. Meets regularly with the Campus Safety Committee and the campus Education Safety & Risk Specialist.
Position Requirements
Minimum Qualifications - An equivalent combination of education and experience may substitute for the requirements listed.
Associate's Degree in Business, Risk Management, Security, Criminal Investigation, or related field.
Vocational/Specialized Training in a security related field.
Minimum of 3 years of related experience.
Minimum of 2 years of lead or supervising experience.
Ability to develop and operationalize procedures and practices in investigations and reporting on incidents and accidents.
Ability to develop and implement effective security plan(s) for one or more locations.
Demonstrated experience in emergency management procedures and practices as well as policy development and implementation.
Ability to develop training programs, schedules, procedures and implementation of such, including instruction delivery.
Excellent oral and written communication skills. Strong interpersonal skills to deal effectively with various audiences (faculty, parents, staff, students, general public, etc.).
Good working knowledge of standard security and safety procedures and requirements.
Ability to operate and utilize 2-way radio communications and knowledge of procedures in accordance with best practices.
Position is subject to variable days/hours of work as required to mitigate risks and respond to emergencies; ability to work variable schedules as needed.
Possess at minimum a valid type 3 Hawaii driver's license to travel around campus and to off-campus sites.
Ability to operate a licensed motor vehicle to/from on and off campus locations.

The watch stander conducting security rounds shall log all rounds and any unusual events in the vessel's security watch log
Ensures only authorized persons are allowed on ship and logs arrival and departure of any approved visitors

Security watch standers will present themselves for their watch in sufficient time to be briefed on any changes to the routine or special instructions from the off going watch. Approximately 10 minutes may be required to exchange the watch and transfer information
Security watch standers will not depart the ship without being properly relieved following their watch.
Working Conditions
This position involves working rotating shifts, including nights, weekends, and holidays, to provide 24/7 security coverage on the vessel
The role requires working in various weather conditions and environments, both indoors and outdoors, on board a vessel at sea
The security sentry must adhere to strict safety protocols and procedures to minimize the risk of accidents or injuries while on duty
Good general health and physical fitness including ability to climb ladders, negotiate narrow passageways, and transit other areas of the ship as required for security rounds

Requirements:
Must be a US citizen and at least 21 years of age
Must have Hawaii Guard Card
High School Diploma or equivalent
Fluent in reading, writing, and speaking English
