Essential Job Duties
Protect life and property at Portland International Airport (PDX).
Patrol designated areas by vehicle, bicycle or on foot to deter crime and discover criminal activity and enforce traffic statues and ordinances.

Duties and Responsibilities:

TYPICAL TASKS
Deputy Sheriffs are sworn peace officers responsible for law enforcement, community service and general investigative work.
Duties may include but are not limited to the following:
* Patrols County roads, highways, business and residential areas; enforces traffic and criminal codes; patrols rivers and lakes in patrol boat enforcing water safety; checks property security; investigates road and safety hazards; operates related police equipment including patrol vehicles, electronic equipment and firearms.

Lateral Deputies complete a 17-week in-house field-training program with daily evaluations. Lateral Deputies serve a one year probationary period.

Binocular vision must be at least 20/20 (Snellen) corrected. Officers/Applicants whose uncorrected vision is worse than 20/100 must wear soft contact lenses to meet the corrected vision requirement.
Color Vision: Officers/Applicants must be able to distinguish red, green, blue, and yellow, as determined by the HRR Test, 4th Edition. Red or green deficiencies may be acceptable, providing the applicant can read at least nine of the first 13 plates of the Ishihara Test. Officers/Applicants who fail to meet the color vision standard may meet this standard by demonstrating they can correctly discriminate colors via a field test conducted by the employer as approved by the examining physician/surgeon. Depth Perception: Random Stereo Test equal to 60 seconds of arc or better. Peripheral Vision: Visual Field Performance must be 140 degrees in the horizontal meridian combined.
Hearing Acuity: Officer/Applicants must have no average hearing loss greater than 25 (db) at the 500, 1,000, 2,000 and 3,000-Hertz levels in either ear with no single loss in excess of 40 db. Amplification devices may be used to meet the above hearing requirement.
WORK SCHEDULE
Patrol Division: Four (4) day work week, ten (10) hour a day basis (POA contract language cites exceptions to this schedule.) Shift schedules are determined by seniority and the Peace Officer's Association Collective Bargaining Agreement.

TESTING AND SELECTION PROCESS
STEP 1: Pass/Fail Minimum Qualifications
Applicants must meet minimum qualifications and be certified as a basic policeofficer for at least eighteen (18) months within the last five (5) years.
STEP 2: Department ("in house") interview
Candidates who successfully pass the minimum qualification screening of step 1 will be invited to a department interview.
STEP 3: Statement of Personal History, testing (or proof of degree) and other post-offer tests
Those who complete the department interview and are selected to move forward to a background investigation will also be required to complete a thorough Statement of Personal History (SPH) via our online eSOPH system. A deadline will be given at the time you are referred. This is a time intensive document to complete, do not delay in completing this document.
Additionally, applicants that are not Oregon DPSST certified must take the Frontline written/video test UNLESS possessing proof of a Bachelor's Degree or higher from an accredited institution (proof will be required). We strongly encourage candidates to also complete the Work Attitude Questionnaire and Public Safety Suitability Assessment tests requested by NTN, but the Sheriff's Office does not use it in the testing evaluation at this time. Testing for Frontline is available through the National Testing Network (NTN) and can be completed online at home as well as several locations in and out of the state.

Candidates do not have to wait to be notified to complete the tests. However, only those applicants that move forward to a background investigation will have their scores accepted to continue in the process.

BACKGROUND INVESTIGATION:

As part of their duties, Lake Oswego PoliceOfficers can expect to get to know members of the business community and neighborhood residents; patrol assigned areas on foot or in the car; conduct routine and detailed investigations into criminal and civil matters; enforce state and local traffic laws; and demonstrate a service orientation with an understanding of community-oriented policing.
This is a uniformed, police position responsible for general police duties and the enforcement of laws and ordinances. Education and Experience Requirements
To qualify, candidates must be a U.S. citizen, have no felony conviction, be at least 21 years of age, have as a minimum a high school diploma or G.E.D. equivalent, vision correctable to 20/20, a valid driver's license, and the ability to successfully complete a thorough background investigation and post-offer psychological and medical examination, including pre-employment drug screen. Those assigned to ancillary duty assignments such as Mobile Field Force, Crisis Negotiation, or SWAT shall receive an additional 5% of their base salary when working in that capacity.
* Longevity pay for more than six (6), nine (9) and twelve (12) consecutive years of service with the Lake Oswego Police Department.
LATERAL POLICEOFFICERS
In recognition of their previous work experience, qualified lateral policeofficers are eligible for the following additional benefits and incentives:
Education and certification pay:
* Qualified lateral policeofficers will receive additional pay for college course work and/or DPSST Certification at the time of hire as described below.
* 5% for two years of college-level course work or DPSST Intermediate Certificate

* Qualified lateral policeofficers may be considered for accelerated vacation accrual rates based on their time as a sworn policeofficer.
Longevity Pay:
* Qualified lateral employees will be eligible for longevity pay as described in Article 8.5 of the LOPOA CBA, commensurate with their years of relevant experience in the related field.
* Qualified lateral employees will receive 3% longevity pay if they have more than six (6) years relevant experience, 4% for more than nine (9) years relevant experience, and 5% for more than twelve (12) years relevant experience.
* Qualified lateral employees will receive the longevity incentive pay upon hire as described in LOPOA CBA Article 9.3
To Qualify as a lateral employee, the candidate must:
* Currently be employed in the equivalent position applied for or hold current certification for the position applied for;
* Currently possess any certifications as required by the Oregon Department of Public Safety Standards and Training (DPSST);
* Have completed a field training and evaluation program where required;
* Have three (3) or more years of experience in the position applied for; and
* Be in good standing with a State of Oregon Law Enforcement Agency
RETIREMENT:
* Oregon Public Employees Retirement System (PERS) Member contributions are paid on your behalf by the City.

Vacation accruals in Article 24
Deferred compensation percentages in Article 8
The City will contribute a total of 2.5% of base salary into individual employee deferred compensation accounts per pay period. Base salary does not include incentive or assignment pay. The City accepts no liability for the success or failure of individual investment programs. This selection is subject to applicable tax rules.
Shift differential for night shift in Article 8
Employees regularly assigned to work graveyard shift shall receive five percent (5%) of their base pay for all hours worked in their graveyard shift. This graveyard shift differential does not apply if the employee works overtime on day or swing shifts, or if an employee regularly scheduled to work day or swing shift works graveyard overtime.
Incentive schedules in Article 9
Incentive pay will be given to those employees who meet the requirements contained herein and have made a written request submitting proof of college-level course work and/or certification of the degree obtained to the Police Department. An eligible employee shall begin to receive such additional pay the first of the month following receipt of such proof of qualification, and shall lose incentive pay the first of the month following ineligibility.
Incentive pay requirements are as follows:
Option 1. Two (2) years of college-level course work or Department of Public Safety Standards and Training Intermediate Certificate/ Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 2. Two (2) years of college-level course work and Department of Public Safety Standards and Training Intermediate Certificate/Dispatcher Certification, and has maintained satisfactory performance;

No new employee shall receive incentive pay until their successful completion of FTEP and their DPSST basic or career officer development Academy training. A lateral employee who meets the education Incentive pay requirements, as set forth above, will be eligible for the applicable incentive pay upon hire.
Employees who are eligible for incentive pay shall receive five percent (5%) of the top step for their classification upon satisfying the requirements on Option 1 above; six percent (6%) of the top step for their classification upon satisfying the requirements on Option 2 above; ten percent (10%) of the top step for their classification upon satisfying the requirements of Option 3 above; eleven percent (11%) of the top step for their classification upon satisfying the requirements on Option 4 above; or fifteen percent (15%) of the top step for their classification upon satisfying the requirements on Option 5 above.
Longevity pay structure in Article 8
a. Those who have more than six (6) consecutive years of service in the bargaining unit will be paid an additional three percent (3%) of base wages.
b. Those who have more than nine (9) consecutive years of service in the bargaining unit will be paid an additional four percent (4%) of base wages.
c. Those who have more than twelve (12) consecutive years of service in the bargaining unit will be paid an additional five percent (5%) of base wages.

Medical Insurance
You may choose between a traditional indemnity plan or a health maintenance organization (HMO) plan. Coverage includes you and your dependents. Each plan includes a vision and prescription drug benefit.
Under the indemnity plan, Aetna Medical, once the participating provider out-of-pocket limti has been met, this plan will pay 100% of covered charges for participating and network not available providers. If you select Aetna Medical, your vision benefit will be provided by VSP Well Vision.
The HMO plan, Kaiser Permanente, guarantees delivery of necessary health services, which is provided exclusively by their own providers
Dental Insurance
The City provides a choice of comprehensive coverage through Moda Health (Delta Dental) and Kaiser Permanente. With your choice, you will have access to a plan that includes preventive, routine and major dental care, as well as orthodontic benefits (for child dependents only).
Life Insurance
The City provides a term life insurance benefit in the amount of the employee's annual base salary to a cap of $50,000. The plan also includes an accidental death and dismemberment benefit. You can choose to purchase additional life insurance for you and/or your spouse in increments of $10,000. You may also purchase life insurance in the amount of $2,000 for each eligible dependent at minimal cost. (Standard Life Insurance Company).
Long Term Disability Insurance
The City provides you with long-term disability (LTD) insurance up to $3,600 per month, following a 90-day waiting period. An employee may purchase additional coverage at his/her own expense. (Standard Life Insurance Company).
Workers' Compensation Insurance
You are provided workers' compensation insurance in accordance with Oregon Revised Statutes.
Public Employees Retirement Systems (PERS)
The City of Lake Oswego is a member of the Oregon Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources:
* member contributions* paid on your behalf by the City; and
* employer contributions*.
(*Contributions are made six months after employment unless you are currently a member of PERS).
You become vested with PERS when contributions have been made in each of five calendar years.
Employee Assistance Program
You and your family can receive up to five (5) free confidential counseling sessions per incident per year, as well as other benefits, such as free legal consultation and first time home owner assistance. EAP coverage is provided by Canopy.
Voluntary Employee Benefits Account (VEBA)
The City has established a Voluntary Employee Benefits Account (VEBA) to be used for medical expenses pre and post retirement. The City will contribute a dollar amount into your account as specified with the terms of the LOPOA collective bargaining agreement, as authorized by IRS Code 501(c)(9). 457 Deferred Compensation plan
The City maintains a deferred compensation plan and contributes 2.5% of our base salary into an individual employee deferred compensation account per pay period.
Optional Benefits
Flexible Spending Account - The City offers a Flexible Spending Account Program after your have been employed with the City for six months. FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. In addition, you may use the FSA Premium Only Account to help cover the cost of your portion of the City's medical and dental insurance premiums. You do not need to wait six months to participate in the premium only portion.

Selection is based upon civil service rules. Testing for lateral candidates include a physical agility test and oral interview. What are the minimum qualifications?
* High School graduate or have completed a G.E.D. and must already possess a minimum of a Basic Police Certification by the Oregon Department of Public Safety Standards and Training (DPSST).

Examples of Essential Work
1.Patrols assigned geographical areas in the City by car, motorcycle, bicycle, or on foot to aid in preventing crime and to enforce Federal, State, and City laws and municipal codes.
2. Observes, reports, and acts on conditions conducive to crime and danger, such as checking buildings for security; observing residences, schools, banks and vacant areas; checking suspicious persons and vehicles. Issues citations, makes arrests or takes other action as warranted by circumstances.
3. Reports traffic hazards and directs pedestrian and vehicular traffic flow when necessary. Disburses unruly crowds at public gatherings. Enforces vehicle operation and parking regulations; issues warning or notice of traffic infraction as appropriate.
4. Responds to emergency calls; determines the nature of a call, investigates the circumstances, and takes any necessary and prudent action. May call for assistance or superior officers if necessary.

6. Performs on-site tests and interrogations of individuals suspected of intoxication. When further testing is warranted, escorts suspect to Department headquarters and conducts intoxilyzer analysis or other applicable tests. Prepares records and reports per departmental procedure.
7. As required, physically detains law violators or those who may be resisting arrest; activity may require physically subduing person(s), moving through heavy underbrush and trees, jumping fences, and climbing onto or into buildings. Activity may require using deadly force to protect self or others.
8. Conducts investigation assignments of suspected illegal activity or follow-up investigations of criminal cases. May also conduct specialized investigations. Conducts interviews of victims, witnesses and suspects. Collects and documents evidence and requests lab analysis as appropriate. Submits progress reports on cases under investigation. Attempts to link crime with others of a similar nature.
9.Performs stake-outs or undercover operations to obtain sufficient evidence to prosecute or identify participants perpetrating a crime.
10. Prepares all forms and reports necessary to file felony and/or misdemeanor charges. Prepares criminal cases for prosecution with either the City or County Prosecutor. Interacts with prosecutors, attorneys, and court officials; testifies in court as required.
11. Performs community liaison activities; educates the public about crime prevention. Provides general information on laws and ordinances; explains process of filing a formal complaint, the extent of police patrols, and alternatives available to citizens. Directs citizens to appropriate authorities as necessary.
12. Serves and enforces civil processes issued by the courts to include restraining orders, orders for protection, no contact orders, anti-harassment orders, and subpoenas. Serves arrest and search warrants.
13.Prepares and writes a variety of reports and records, such as reports on crimes, arrests, property impounded, accidents, offenses, damages to property, results of investigations, affidavits, search warrants and operations orders.
14. May use computer; telecommunications equipment.

Beginning Salary: The City of Hillsboro has the discretion to offer lateral hires coming from law enforcement agencies within 50% or more of the population base of the City of Hillsboro, who have served at least three (3) years as a policeofficer immediately before being hired as a lateral hire policeofficer for the City of Hillsboro, the equivalent salary step as if they had worked for the City of Hillsboro for the same period of time as their previous law enforcement agency.
Hillsboro Police Department offers DPPST incentives: 8% to sworn officers who hold an advanced DPSST policeofficer certificate and who have attained Step C of the policeOfficer salary range and 4% to sworn officers who hold an intermediate DPSST policeofficer certificate and who attained Step C of the policeofficer salary range. Advanced and Intermediate incentives are not cumulative.
Hillsboro Police Department offers Bi-Lingual Pay: Employees who are qualified by the department as bi-lingual in English and Spanish or Japanese, American Sign Language or a language spoken by over ten percent (10%) of City residents as documented by the most recent U.S. Census will receive a monthly premium of five percent (5%) of their regular base pay.
Hillsboro Police Department offers Special Assignment Pay:
* Employees assigned as Motorcycle Officer, Crisis Negotiations Unit (CNU), Crisis Intervention Team (CIT), Remotely Operated Vehicle Team (ROVT), full-time Force and Tactic Instructors (FTI) and Field Training Officers (FTO), Canine Handlers, Youth Services Detectives, Community Violence Reduction Team (COVRT), Westside Interagency Narcotics Team (WIN) will receive pay differential of five percent (5%) of their base salary.
* Employees assigned to the Crash Analysis Reconstruction Team (CART), Lead Bicycle Officer, will receive a pay differential of five percent (5%) for all hours worked while working in that capacity.
* Employees assigned to the Tactical Negotiations Team (TNT) will receive a pay different of five percent (5%) of their base salary. Upon completion of their probationary period on the Tactical Negotiations Team (TNT), employees will receive a pay differential of seven and one-half percent (7.5%) of their base salary.
* Employees assigned to the Detective Unit of the Investigations Section as a Detective shall receive a pay differential of seven and one half percent (7.5%) of their base salary.

AUTOMATIC DISQUALIFIERS
The following standards have been adopted by the Hillsboro Police Department as AUTOMATIC DISQUALIFIERS from a police department hiring process.
Additional information related to the items listed below or otherwise discovered through subsequent investigation may also disqualify a candidate.
1. Operation of a Motor Vehicle
Ability to possess a valid Oregon Driver's License. Ability to drive safely. Ability
to control a motor vehicle at high speeds. Ability to operate a motor vehicle in all
types of weather conditions.
A. Receipt of two or more moving violations within three years prior to application
may be disqualifying depending on the nature of the violations. A moving
violation for which there is a factual finding of innocence shall not be included.
B. Involvement as a driver in two or more chargeable collisions within three
years prior to date of application shall be disqualifying.
C. Conviction of driving under the influence of alcohol and/or drugs within three
years prior to application shall be disqualifying.
D. Suspension of a driver's license once within the past three years shall be
disqualifying.
2. Integrity
Refusing to yield to temptation of bribes, gratuities, payoff, etc. Refusing to tolerate
unethical or illegal conduct on the part of other law enforcement personnel. Showing
strong moral character and integrity in dealing with the public. Being honest in
dealing with the public.
A. Any material misstatement of fact or significant admission or omission during
the application or background process shall be disqualifying.
3. Credibility as a Witness in a Court of Law
Ability to give testimony in a court of law without being subject to impeachment due
to his/her character for honesty or veracity or due to prior felony conviction.
A. Conviction of two or more misdemeanor offenses under Oregon Law as an
adult shall be disqualifying.
B. Conviction of any offense classified as a misdemeanor under Oregon Law while
employed as a PoliceOfficer shall be disqualifying.
C. Commission of any act while employed as a PoliceOfficer involving
untruthfulness, falsification of any official report or document, or theft shall be
disqualifying.
D. All male U.S. citizens and male aliens born after 1960 and residing in the United
States who are 18 through 25 years of age are REQUIRED to register with the
Selective Service. Failure to have registered is an automatic disqualifier.
4. Dependability
A. Missing any scheduled appointment during the hiring process without prior
permission shall be disqualifying.
B. Having been disciplined by any employer as an adult for abuse of leave, gross
insubordination, dereliction of duty or persistent failure to follow established
policies and regulations shall be disqualifying.
C. Having been involuntarily dismissed (for reasons other than lay-off) from two or
more employers as an adult shall be disqualifying.
5. Illegal Use or Possession of Drugs

Phase II: Interview & Eligible List
* Candidates will be invited to participate in an (in-person or virtual) interview. If you are not available for the dates offered upon receiving an invitation, please notify us via email to arrange for an interview at the next scheduled interview timeframe (if applicable).
* Candidates will be placed on a ranked eligibility list based on their Interview timeframe and scores based on the panel interview score. Candidates will remain on the ranked eligibility list for one year from the job opening date. Phase III: Pre-Suitability Assessment

Phase V: Statement of Personal History, Background Investigation & Conditional Employment Offer
* Once assigned to a background investigator, an email link will be sent to the candidate to complete an electronic Statement of Personal History. This link and the requested information are deadline driven and require submission within the specified timeframe. Candidates need to be thorough and honest in completing this information.
* Once the Statement of Personal History is complete, the candidate will be invited to meet in person or virtually with the background investigator for a Pre-Background interview. This interview generally takes between 1.5 to 2 hours.

SPECIAL REQUIREMENTS:
* Minimum age of 21 years.
* Graduation from high school or the equivalent.
* Status as a U. S. citizen; or 2) become a U.S. citizen within 18 months of employment as a policeofficer; or 3) status as a nonimmigrant legally admitted in the United States under a Compact of Free Association. Candidates hired under citizenship criterion two must obtain U.S. citizenship within the timeframe listed or may be subject to termination.
* Current State Certification as a PoliceOfficer. Strong preference will be given to lateral officers with three years or more of experience, within the last five years, employed as a policeofficer.
* Knowledge of the criminal justice system and federal, state and local laws.

* Possession of a valid driver's license with an acceptable driving record.
* Ability to maintain standard law enforcement equipment, i.e., firearms, body armor, chemical agents, uniform equipment, first aid supplies;

What to expect as an Applicant:
Phase I: Application
* All applications will be reviewed and screened for minimum requirements and automatic disqualifiers.
Phase II: Interview & Eligible List
* Candidates will be invited to participate in an (in-person or virtual) interview. If you are not available for the dates offered upon receiving an invitation, please notify us via email to arrange for an interview at the next scheduled interview timeframe (if applicable).
* Candidates will be placed on a ranked eligibility list based on their Interview timeframe and scores based on the panel interview score. Candidates will remain on the ranked eligibility list for one year from the job opening date. Phase III: Pre-Suitability Assessment
* Candidates who successfully complete Phase I and II, and next to be considered from the ranked eligible list will be invited to complete pre-suitability exam and personal history questionnaire (PHQ). This exam must be proctored virtually and generally takes 2 hours to complete and PHQ takes additional 1-3 hours to complete. Complete details, technology needs, and equipment requirements will be sent by email message(s).
* Once the pre-suitability exam is complete, candidates (with suitable results) will be invited to an executive interview.
Phase IV: Executive Interview
* Candidates will meet with members of the Gresham Police Department Command staff. Successful candidates will then be placed on an eligibility list for backgrounds.
Phase V: Statement of Personal History, Background Investigation & Conditional Employment Offer
* Once assigned to a background investigator, an email link will be sent to the candidate to complete an electronic Statement of Personal History. This link and the requested information are deadline driven and require submission within the specified timeframe. Candidates need to be thorough and honest in completing this information.
* Once the Statement of Personal History is complete, the candidate will be invited to meet in person or virtually with the background investigator for a Pre-Background interview. This interview generally takes between 1.5 to 2 hours.
* Upon successful completion of the Pre-Background screening, candidates will have a full and comprehensive background completed based on information provided in the Statement of Personal History and Pre-Background screening.
* Once the candidate passes a full background, they will receive a conditional offer of employment pending successful completion of a psychological evaluation and full medical/physical exam.
Phase VI: Psychological Evaluation & Job-Related Physical Exam
* Candidates will be scheduled for a psychological exam which will include a proctored pre-interview virtual test followed by an interview with a clinical psychologist.
* Candidates will also be scheduled with a City of Gresham contracted medical provider to complete a physical exam, treadmill test, and drug screen.
Phase VI: Confirmation of Employment letter
* If selected for hire, a candidate will be presented with a confirmation of employment letter to include hire date and swearing in.
We make every effort to minimize travel for our out of state candidates. If you are a successful candidate, it is likely there will be one trip necessary to include an interview with the Police Chief and complete a job-related physical, treadmill test and drug screen.
