POSITION SPECIFICS
The Penn State University Police and Public Safety Department is seeking an individual interested and committed to serving the community of students, faculty, and staff as a Patrol Sergeant stationed at the University Park campus.
The Sergeant is responsible for carrying out the functions of protection of life and property, preservation of peace and good order of the community, enhancement of positive community engagement initiatives, enforcement of laws and University policies/procedures, public safety, investigative work, and other related duties. The successful candidate will be responsible for the prevention of illegal, unsafe, or undesirable activity and regulatory violations through patrol, education, inspection, and the deterrent effect of enforcement. Sergeants will also be expected to enforce Federal, State, and local laws, as well as University regulations, through investigation, apprehension, and prosecution of violators.

Under the general supervision of a Lieutenant (as assigned), performs supervisory and general law enforcement work in order to preserve public peace and order; to protect lives, property and rights of the public; the enforce the law; and, to diminish crime and provide a safe environment for the Town of Warrenton. Work involves supervising and participating in activities of the uniform patrol or criminal investigations, offering advice and assistance to subordinate personnel as problems arise, and continually observing personnel to ensure that law enforcement work meets accepted standards.

Gathers information in criminal investigations by interviewing victims, witnesses, and suspects; performs searches of people, vehicles and buildings; prepares investigative reports of findings, facts and related information; and, makes arrests and processes basis for probably cause for criminal acts and testifies in court.
Enforces traffic laws and regulations. Detects traffic violators; performs traffic accident investigations and makes reports. Facilitates the movement of traffic and pedestrians around accidents, disabled traffic control devices, or heavily congested areas. Assists disabled motorists. Directs traffic for funerals and other public gatherings;
Performs search and rescue functions at accidents, emergency scenes, and disaster areas;
Serves criminal warrants and search warrants;
Completes and reviews paperwork documenting shift activities, offenses and incidents, victim and suspect statements and other related information;
Assists other law enforcement personnel and agencies;
Participates in a variety of law enforcement training and maintains certifications; may train other personnel on radar, firearms, chemical agents, etc.;
Engages in public relations and community service activities and events to promote a positive image for the Department and to build a cooperative and collaborative relationship with the community;
Maintains contact via land line or cell phone;

Requirements
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of the principles, practices, procedures and techniques of law enforcement and security, and applicable ordinances, laws and regulations. The incumbent is responsible for enforcing the laws of the Commonwealth and the rules and regulations of the University and providing senior-level management of initiatives related to enforcing university, municipal, and state ordinances.
Reporting directly to, and under the direction of the Police Lieutenant, incumbent:
1. To direct and supervise independent patrols, inspections, and investigations and manage the compilation and preservation of arrest
and evidence materials and related reports.
2. Testifies In Judicial proceedings, develops, coordinates, and presents training and educational programs.
3. Plans, organizes and directs law enforcement activities to achieve the department's goals and objectives.
4. Ensures compliance with the department's regulations; handles all Infractions and reports all violations to the superior officer
(Lieutenant).

This position ensures the safety of students, and employees of the college through police and security services to BRCC. Supports the department of Public Safety's operations and provide or facilitate training to the campus community and provide professional guidance to the campus security officers. Maintains positive working relationships with local law enforcement agencies. Maintains BRCC's compliance with laws, regulations and policies related to safety and security. Initial and continued employment is conditioned upon meeting the requirements and standards of the Virginia Department of Criminal Justice Services for police officers in the Commonwealth of Virginia.
Provides protective services for persons and property for the college campus and adjacent or surrounding streets and properties. Services include response for law enforcement, first aid, and fire protection; provided with professionalism and courtesy. Works with the campus and surrounding community to educate students, staff and faculty to foster a safe and secure learning environment.

DUTIES/RESPONSIBILITIES:
* Responsible for routine patrols and provides security coverage when college classes and special events are being held. Makes periodic personal tours of inspection of all facilities on and off campus.
* Provides active involvement in community policing and maintains relationships with state and local police agencies.
* Provides information, directions, and assistance to the campus and surrounding community.
* Provides response, investigation and reporting of a variety of occurrences, such as personal and vehicular accidents, stolen property, disorderly conduct, damage to property, crimes against persons, fires, bomb threats, and suspected crimes.
* Ensures that emergency equipment and supplies are inspected, tested, and maintained in a state of readiness for emergencies.
* Provides surveillance of problem areas by camera or other means.
* Promotes compliance with college parking and traffic regulations. Directs and controls traffic as needed.
* Responds to emergency situations on campus.
* Responsible for the coordination of building evacuation during fires and bomb threats.
* Responsible for the filing and storage of investigative records and files, Daily Report Logs and other documents, and correspondence pertaining to Campus Police and security.
* Coordinates enforcement policies and resolution of specific student-related disciplinary problems with the appropriate college officials.
* Acts in the capacity of the police as a member of the Threat Assessment Team in accordance with the Code of Virginia.
* Assists with the preparation of reports for statistical crime data to meet the requirements of the Clery Act. Prepares and submits annually the BRCC Annual Security and Crime Report (Clery Report) to the U.S. Department of Education.
* Responsible for the enforcement of campus parking and traffic regulations and the issuing of citations to violators. Provides support in the issuance of parking passes.
* Provides support in the issuance of College ID's.
* May conduct intake meetings with parties related to complaints; arrange for provision of supportive measures for students and/or employees; collaborate with Title IX Investigators as necessary.
* Perform duties as a certified basic first aid response and CPR and AED qualified responder.
* Responsible for the replenishment of first-aid supplies and kits campus-wide.
* Assists with the development and review of policies toward further compliance with Title IX and related laws.
* May serve in other Title IX roles
* Provides advice, information and guidance on safety and security issues.
* Acts as a leader or team member to achieve unit initiatives, or takes on special projects as requested.
* Participates in College governance, committee work, special projects and activities as appropriate to a member of the College's executive staff and is a standing member of the Health, Safety, and Human Resources Committee.
