Technology Portfolio Manager and Integrator

KBR has an exciting opportunity for a Technology Portfolio Manager and Integrator with active TS/SCI and Full Scope Poly in Chantilly, VA to support the Intelligence Community.
The Technology Portfolio Manager and Integrator captures requirements, identifies and provides subject matter expertise in operational technologies to include COTS. The Project Manager will provide programmatic, strategic and technical guidance to management, requiring insight into overall details within the client organization. Participates in reviews to ensure applicability to the current requirements. Reviews CONOPS/plans/procedures and ensures they meet the objectives of requirements.

Responsibilities:
Assist client with establishing the strategic direction regarding requirement and portfolio management.
Gather and vet requirements for hardware, software and/or system engineering efforts, ensuring the requirements are complete, unambiguous, and concise
Participate in engineering and operational review boards and other technical forums and facilitate effective integration of technical solutions.
Prepare project documentation and schedules for milestone briefings.
Facilitate internal and external communication with stakeholders.
Provide highlights and written documentation of team accomplishments and concerns.
Track project commitments and ensure timely preparation of responses.
Prepare briefings for appropriate stakeholders.
Communicate technical information into terms that are applicable and understandable to customers/stakeholders at multiple knowledge levels

Required Qualifications:
Must have an active TS/SCI with Full Scope PolyRequires 12-15 years of experience, or MS with 10-13 or PhD with 10+.Bachelor's degree in technical discipline or equivalent combination of training and experience.Customer domain experience.Demonstrated knowledge of operational technology.Demonstrated technical knowledge of commercial communication concepts and implementation.Technology associated with commercial and/or private communications (terrestrial, maritime, air and space).Demonstrated experience refining ambiguous customer or system requirements into actionable technical requirements.Knowledge of Systems Development Life Cycle (SDLC)

General Description

Manages structured equity portfolios maximizing tax efficiency while tracking an index. Portfolio managers act as investment "engineers" - creating portfolios using optimization software to implement firm's quantitative-based strategy. The Associate Portfolio Manager must continually measure performance, manage risk and control costs.

* Construct optimized equity index portfolios for separate accounts
* Rebalance and transition portfolios to maximize tax-efficiency
* Construct custom benchmark data
* Monitor index changes and corporate actions
* Generate after-tax return data for both portfolios and benchmarks
* Performance attribution
* Respond to client requests for analysis Interact across teams including: Technology, Research, Marketing, Client Service, and Operations
* Participate in process improvement and technology development efforts.

Job Requirements

* Bachelor's degree with concentration in finance, accounting, engineering or related quantitative focus
* Preferred 4 years professional experience in investment management or similar
* Significant progress towards a CFA, MBA and/or another credential relevant to investment management or finance strongly preferred
* Strong mathematical and analytical skills
* Familiarity with academic financial theory and applications
* Working knowledge of equity risk models and portfolio optimization preferred
* Analytical writing ability

About Us
The Global Portfolio Manager provides leadership, organization, and coordination for the resourcing and analysis of the Seeds Development portfolio in alignment with business strategies. This role will work in close coordination with together with Seeds Portfolio & Strategy, Seeds Research Portfolio and Seeds Development functions. This role will enable the Seeds Development pipeline and portfolio delivery with speed and efficiency while simplifying process and governance. The Global Portfolio Lead promotes clarity, transparency and alignment across Germplasm, Trait and Enabling Technology portfolios in Seeds Development. You will partner with business leaders to ensure Development efforts in the portfolio are aligned and prioritized in accordance with the business strategy and growth plans.

Accountabilities

Evaluate portfolio resource requests and provide leadership with strategic alignment of: benefit, delivery timing, project risks, and approval recommendations

Drive alignment of the Seeds Development pipelines and roadmaps to 5-year planning and 15-year business strategy

Be accountable for the Seeds Development Portfolio Cycle (PDC) - managing communication, tracking, templates, timelines, reporting, analysis, etc.

Own the coordination between functional portfolio managers in Seeds Development - and operate as a single point of contact for cross-regional portfolio questions

Create and implement resource and capacity planning, and reporting processes to support business needs, monitor processes for continuous improvement opportunities

Develop a strong and comprehensive knowledge of Seeds R&D portfolio and obtains an end-to-end knowledge of the operational processes being supported. Understands details driving the operational processes and the portfolio impacts

Maintain clear communication paths with all stakeholders and be the voice and guardian of the overall Seeds Development best portfolio practices within the R&D portfolio network for effective integration and execution

Develop and support detailed reporting and tracking of projects, portfolios, programs, and staffing capacity plans, including quarterly variance reporting and analysis

Define and implement enhancements to portfolio process definition, procedural documentation, tool requirements, and end user training - in coordination with the Portfolio Tools & Process Lead

Measure and audit portfolio health and performance, and financials/forecasts

Develop and support Portfolio Management functions and analysis to optimize the portfolio benefits while minimizing resource constraints

Identify, track, and help support resolution of cross-portfolio dependencies and conflicts

Develop and maintain a portfolio roadmap of clearly defined value streams and projects for Seeds R&D portfolio - enabling the Portfolio Strategy team governance model, prioritization criteria, etc.

Drive and own completion of portfolio management improvement projects; deliver on ad-hoc requests as required
