Job Description
PotomacWave is looking for a Security Specialist to join our team located in Washington, DC supporting a federal client. This position supports the Office of Intelligence and Counterintelligence, Security Division and will plan, organize, and direct the activities of the security office, ensuring that all security programs comply with regulatory requirements including interpreting and defining policy guidelines, developing, and implementing specific guidelines to meet localized requirements, and monitoring program effectiveness. The candidate will participate in program and project planning efforts to evaluate the need for security requirements and recommend equipment, methods, procedures, and systems, and ensure timely, effective, and professional responsiveness to customers.
Responsibilities:
Administer all classified collateral and sensitive compartmented information (SCI) programs including associated activities related to information security, Sensitive Compartmented Information Facilities (SCIFs), collateral spaces, and personnel security access
Assist in executing the SCI program in accordance with Intelligence Community Directives and Orders within the complex and serve as a point of contact for queries involving all aspects of the SCI Program
Conduct and review all Intelligence Community certification and accreditation requirements and activities for secured facilities and other compartmented information accesses to a wide variety of other organizations and agencies within the IC nationwide
Conduct program activities for the SCI personnel, physical, AIS, Technical, COMSEC, OPSEC, Cyber Security and Information Security programs to include surveys, audits, inspections, and performance tests to ensure compliance with all security rules and regulations
Develop and recommend policies and procedures for all SCI security program areas
Develop and maintain a security awareness and education program for federal client's headquarters and laboratory security personnel, focusing on the requirements of the SCI program
Review and provide comments on security directives, and work closely with both physical security personnel and technical personnel to ensure all security requirements are met
Represent the client at internal/external meetings, working groups, and interagency committees
Address and complete other ad-hoc SCI program responsibilities in order to assist customer security in meeting mission goals and obligations
Complete other security program tasks assigned
Qualifications:
Six (6+) or more years of experience and expert knowledge in security principles, concepts, and methodologies in carrying out assignments by performing independent work in the following sub-disciplines with minimal direction:
Personnel Security
Physical Security
AIS Security
Technical Security
COMSEC
OPSEC
Cyber Security
Information Security
Must have a Bachelor's degree from an accredited university or college in a business-related field, a Master's Degree is preferred
Apply a comprehensive working knowledge of intelligence support operations, to include national and Director of National intelligence policies and procedures for the proper handling, use, and safeguarding of classified national security information
Ability to effectively express ideas both orally and in writing, using appropriate language, organizing ideas, and collecting facts in an objective manner
Ability to work effectively under the pressure of tight time frames and rigid deadlines
Ability to conduct multiple projects simultaneously using self-judgment to prioritize work as necessary with little outside supervision
Ability to work with broad national-level security guidelines which provide a general outline of concepts, methods, and goals
Ability to analyze situations and recommend policies or procedures as work is being accomplished
Knowledge of basic security concepts, practices, and procedures, and those that apply specifically to the SCI Program
Knowledge of intelligence operations, interrelationships within the National-level Intelligence Community, and the legal constraints
Knowledge of the principles and practices associated with the conduct of intelligence operations and the specialized field of Special Security involving security programs for intelligence, intelligence-related information, and classified computer network systems
Highly refined interpersonal skills are required to deal with high-level officials, representatives of other federal, regional, and local government agencies, representatives of foreign governments, and the private sector
The selection of an individual for this position may be conditioned upon his or her successful completion of a counterintelligence-scope polygraph examination
Must have an active DOE Q or Top-Secret clearance
Salary range $60,000 - $90,000

The Position:

Develop visual interfaces for scenario testing, allowing users to explore staffing options by crime type, geography, or risk exposure.
Partner with workforce analysts, human capital specialists, and law enforcement SMEs to ensure visualizations align with validated workforce drivers and stakeholder needs.
Ensure all visualization products comply with USPS/USPIS technical environment standards (e.g., Microsoft 365 Power BI, Excel, SharePoint).
Support data governance and transparency by documenting assumptions, metrics, and design logic in alignment with GAO recommendations for accountability.
Provide visualization expertise in leadership workshops and stakeholder sessions, incorporating feedback into iterative model refinements.
Deliver exportable products (presentations, briefing decks, PDF/Excel outputs) suitable for OIG/GAO review, Congressional testimony, and grievance/litigation defense.
Qualifications Minimum Requirements
Bachelor's degree in Data Science, Computer Science, Information Systems, or related field.
5+ years of experience developing data visualizations for federal or law enforcement agencies, with demonstrated ability to support strategic decision-making.

Risk Management Subject Matter Expert
We are seeking driven, thoughtful candidates to support impactful initiatives for our Federal clients at the Federal Retirement Thrift Investment Board (FRTIB). This position will support FRTIB in their efforts to assess and respond to enterprise risk and ensure compliance with the business continuity standard ISO 22301. You'll work closely with stakeholders to understand their needs, design and implement solutions, and contribute to strategic initiatives that support the FRTIB's mission. Some of your responsibilities will include:
Supporting all aspects of client engagements from defining the strategy of a project to preparing final deliverables supporting the Risk Management program at FRTIB
Designing, implementing, and maintaining Business Continuity Management Systems (BCMS) aligned with ISO 22301 requirements
Conducting Risk Assessments and Business Impact Analysis (BIA), including translating findings into actionable continuity and recovery strategies.
Developing and maintaining Business Continuity policies, standards, procedures, and response plans tailored to organizational needs.
Developing in-depth knowledge of client issues, needs, and contexts
Leading teams to recommend realistic solutions to client problems and encourage innovative, bold thinking
Sharing insights, results, and recommendations in a comprehensible manner through both written presentations/reports and interactions with teams/clients
Conducting quantitative and qualitative analysis of data to identify trends, find opportunity areas, and develop meaningful insights

The Fine Print:
The salary range for this role is $110,000 - $160,000 depending on experience

Responsibilities
The Firearms range lead responsibilities are to
Oversee the assessments and analysis of an existing firing range portfolio to determine portfolio capacity, capability and condition.
Develop SOWs for studies, analyses, minor and major range improvement projects.
Lead that assessment and analysis of the client's firing ranges, both at the level of individual ranges and across the portfolio.Oversee consultants and contractors in the execution of firearms ranges studies, analyses and improvement projects.
Propagate top-level DHS guidance on firearms range operations and suitability into the decision-making process for range investments across the client's range portfolio.
Mitigate health and safety risk to range stakeholders, including users and operators, by regularly assessing compliance with health and safety regulations.
Monitor and mitigate the impacts of firearms range operations on outside stakeholders, including the natural environment, neighbors, etc.
Track the status and task adjudication in the client's environmental compliance assessment (ECA) program for the firearms range portfolio. Support actions and activities resulting from compliance assessments.
Instill standardization of use agreements; review existing agreements and prepare new agreements as needed.
Perform ongoing analyses of the range portfolio to determine site-specific deficiencies and identify capacity and capability gaps within the portfolio.
Develop a repeatable methodology to prioritize range capacity and capability gaps.
Align the client's firearms range requirements to the DHS investment process through the development of a multi-year investment plan in accordance with the federal acquisition and budget process.
Develop projects to infill gaps in the range portfolio in accordance with operational requirements and agency regulations and standards.
Prepare a firearms range investment plan to include prioritized projects, associated cost estimates, and an overall implementation schedule.
Provide regular briefings and reports to government leaders on the state of the firearms range program and the government's associated capability performance metrics.
Lead meetings with stakeholders, including government leaders and program staff, other private sector contractors, service providers, and consultants.
Qualifications
Bachelor's Degree required in engineering, architecture, environmental science or related technical field. Master's degree or equivalent experience preferred.
Minimum of eight (8) years' experience in facility, engineering and environmental management preferably with firearms ranges.
Experience and famiiarity with building codes and regulations and providing strategic and tactical advice about associated implications and compliance.
Experience in conducting feasibility studies, alternatives analyses, benefit-cost studies and other similar business cases.
Experience preparing and developing multi-year investment plans aligned with federal acquisition and budget cycles.
Familiar and versed in the built environment, including the planning and development of facilities from inception to operation (facility lifecycle).
Prefer experience with firearms range facilities and familiar with firearms range operations as well as range development and construction.
Able to gather, compile and analyze data at various levels to inform and guide government portfolio decisions.
Experience facilitating meetings, activities and stakeholder working roups.
Strong interpersonal skills as evidenced by having facilitated and coordinated the efforts of government stakeholders and private sector consultants including architects/designers, engineers, and environmental planners in the firing range realm. Able to bridge the gap between federal leaders and private sector service providers.
Able to communicate clearly with a wide variety of stakeholders orally and in writing using software including the MS suite of products (PowerPoint, Word, Excel, Project)
Able to collaborate well with others and build strong relationships across teams of varying backgrounds and disciplines.
Professional certification in a relevant discipline such as a Project Management Professional (PMP), Certified Facility Manager (CFM), or similar is a plus.
Ability to pass a government public trust background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation (CBP BI) preferred. * Contract awards and management:

Responsibilities
* Develop user-facing features using web technologies and collaborating with UI/UX designers.
* Ensure the technical feasibility of designs, implement responsive design, and write clean, maintainable code.
* Participate in code reviews, debug developed code, and stay current with front-end trends.
* Collaborate with cross-functional teams, develop reusable code components, and ensure website accessibility.
* Actively participate in Integrated Product Teams (IPT's) and other engineering working groups to review, assess, and mature engineering artifacts such as concept of operations (CONOPs), system architecture, system behavior, system interfaces, functional allocation, Interface Control Documents/Descriptions (ICDs), and data models.
* Provide meeting coordination, technical expertise, and software development to assist the customer decision makers.
Qualifications
Required:
* B.S. in Computer Science, Computer Engineering, or equivalent.
* 7 - 12 years experience as a Front-End Developer with a portfolio, and proficiency in modern languages such as HTML5, CSS3, and JavaScript (ES6+).
* Demonstrated Experience with React
* Experience with additional modern front-end frameworks like Angular, or Vue.js; and understanding of responsive design.
* Familiarity with version control systems (e.g., Git)
* Knowledge of web performance optimization.
* Strong problem-solving skills.
* Excellent communication and teamwork abilities.
Desired:
* Advanced degree in Computer Science or related.
* Experience with object-oriented programming languages such as Python, Java, C++.
* Experience with CSS preprocessors like Sass or Less.
* Familiarity with RESTful APIs.
* Experience with testing frameworks.
* Knowledge of web security practices.
* Active DoD Clearance.

Target salary range: $99161.00 - $171168.00.Final compensation will be determined by a variety of factors including but not limited to your skills, experience, education, and/or certifications.

Responsibilities
* Oversee all phases of assigned facilities projects from kickoff through design and construction to closeout.
* Lead planning efforts for projects, including requirements development, feasibility analyses, AoA's, etc.
* Develop project requirements documents (PRDs) and associated project documentation.
* Update PRDs based on input from stakeholders and track PRDs through project completion.
* Develop and manage project scope, schedule, risk and budget.
* Coordinate contracts with the executing agency such as USACE, FAA, GSA, CBP, etc.
* Perform technical review of design and engineering drawings and specifications.

* Perform inspections of work in progress and prepare necessary checklists, schedules and reports.

* Develop materials for Program Management Reviews (PMRs), leadership briefings and monthly reports as required.
Qualifications
* Bachelor's degree required and five (5) or more years of related experience in facilities (buildings) or infrastructure development, delivery, or management.
* Experience in effectively managing large-scale capital project in the built environment, including oversight of planning, design, and construction phases.
* Ability to effectively gather and validate space requirements for facility stakeholders,
* Experience in developing construction project budgets and performing cost estimates for all project phases.
* Strong interpersonal skills as evidenced by having overseen the work of other professional services firms, including architects/designers, engineers, environmental planners, construction managers and general contractors.
* Ability to effectively develop and review construction project schedules,
* Ability to communicate clearly with a wide variety of stakeholders orally and in writing using software including the MS suite of products (PowerPoint, Word, Excel, Project).
* Ability to collaborate well with others and build strong relationships across teams of varying backgrounds and disciplines.
* Professional certification in a relevant discipline such as a Project Management Professional (PMP), Certified Facility Manager (CFM), Professional Engineer (PE) or similar is a plus.
* Ability to pass a government public trust background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active clearance or background investigation is preferred. Responsibilities
This position will serve as an environmental compliance specialist responsible for assisting a federal agency in executing their environmental program and complying with environmental laws and regulations, such as the Clean Air Act (CAA), Clean Water Act (CWA), Oil Pollution Prevention procedures outlined in 40 CFR 112, and Resource Conservation and Recovery Act (RCRA). The specialist shall have strong communication skills, a demonstrated ability to deliver innovative solutions, sound understanding of environmental laws and processes, and possess the skill of creative problem solving.
Monitor and guide environmental compliance to ensure facilities are operated and maintained in compliance with CBP environmental policy and applicable federal, state, and local environmental regulations.
Facilitate the successful planning and execution of a variety of environmental program meetings and ad hoc integrated project teams.
Prepare routine and periodic facility environmental reporting to Federal, State and local regulatory agencies.
Prepare and conduct site facility personnel training to ensure compliance with environmental policy and guidance.
Assist program and project level acquisition support to include assisting with the compiling and documenting project requirements, scoping documents, market research, cost estimates, and monitoring and reporting procurement timelines and milestones.
Track and capture all ongoing environmental actions for assigned projects and update periodic reports to SharePoint and other tracking systems of record.
Attend planning, review, and compliance meetings to be conducted at locations nationwide, both virtually and in-person.
Qualifications
3+ years' experience in environmental compliance program development and implementation for federal agencies.
BS degree in environmental science, biology, environmental engineering, or related discipline
Experience developing and delivering environmental training to environmental and project staff, as well as facility operators.
Experience preparing and delivering presentations to program and senior client leadership.
Versed in federal environmental policy, directives, and executive orders and able to distill and apply complex and conflicting guidance into the client's environmental program.
Experience developing environmental policy and implementing procedures that capture changing environmental requirement
Demonstrated ability to effectively work in both a team environment and an independent setting.
