Overview To acquire legally acceptable right of way for the construction, reconstruction, relocation, or improvement of electric distribution and communication facilities; to review, verify and manage the Company's easement rights; to manage the distribution license agreement process; to address inquiries regarding existing or proposed facilities; to assist other customers, internal as well as external, regarding any other issues related to the Company's right of way program. In addition, this position will participate in defining and executing the vision and strategy for the distribution right-of-way organization, including supporting process improvement initiatives. This position requires interpersonal and negotiation skills necessary to interact with residential, industrial and commercial customers, as well as government entities and key community leaders. Responsibilities 1. Determine the need for and acquire valid right of way for the construction, reconstruction, relocation, or improvement of electric distribution and communication facilities; and negotiate with property owners regarding job modifications and/or design changes. 2. Meet engineering and construction schedules by obtaining the necessary right of way in the time allotted. 3. Determine property ownership through investigation of courthouse records, tax maps, field inspections or other means and assure compliance with state, county and local municipal laws and ordinances which regulate land use. 4. Secure access road agreements for distribution lines when required or when off right of way access is required. 5. Assist in all phases of major distribution projects and work directly with contracted engineering firms in support of construction schedules. 6. Plan and manage workload and any contractors, including approvals as needed for the use of Right of Way Contractors, from the Supervisor - Right of Way. 7. Identify properties and negotiate lease agreements for temporary lay down areas associated with large distribution projects. 8. Respond to, coordinate and resolve customer-initiated matters such as land use, crop damage claims, and status of existing distribution line facilities and interpretation of existing right of way agreements. 9. Serve as liaison between property owners and the Company before, during and after completion of all assigned projects and is responsible for quick and efficient resolution of customer issues related to right of way. 10. Assure timely communications with various managers, engineers, line clearance inspectors, tree crews, foremen, developers, contactors, customers, and others regarding the status of all assigned projects. Ensure that job status is updated in all work management systems. 11. Prepare clear and concise documentation of the right of way process including agreements, revisions and/or modifications to agreements; correspondence, special instructions, contact logs, memoranda, reports and formal right of way releases; notarization and recording of required agreements. 12. Facilitates acquisition and/or prepares and secures permits from government agencies and railroads. 13. Provide right of way support to other departments as necessary. 14. Participate in storm restoration efforts as assigned in designated areas. 15. Review and approve all right of way agreements secured by area distribution technicians prior to submittal to corporate files. 16. Conduct title searches to determine property rights and assist the Office of General Counsel as needed with requests. 17. Support and participate in department initiatives and process improvements. 18. May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule. 19. The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers. 20. Responsibilities **DESCRIPTION OF DUTIES:** Duties include but are not limited to: 1. Installs, inspects, maintains, tests, removes, surveys and verifies electric meters and metering systems, instrument transformers and various meter peripherals such as KYZ pulses and customer communication meter data links. Investigates failed or damaged metering. Investigates and resolves overloaded metering. Performs formal meter irregularity investigations. Assignments may involve working from ladders or aerial equipment. 2. Performs certified PUC accuracy tests in the field to resolve customer billing complaints. 3. Appropriately records meter data for billing and equipment inventory as required. 4. Follows company's rules and regulations pertaining to meter and service installations and Underwriter's codes. 5. Selects the proper meter, instrument transformer ratios and types to correctly size revenue metering installations. 6. Detects and reports the possibility of current diversion and any possible theft of metered revenue. 7. Reviews meter service requests for accuracy and initiates corrective action to make sure customer metering requests are provided correctly to meet the customer's service request. 8. Monitors meter service requests to accomplish delivery and installation of appropriate metering equipment as scheduled and on time. 9. Interacts with electrical contractors for meter concerns, reviews and accepts switchgear and instrument transformer cabinets/mountings with respect to conformance with the Rules for Electric Meter and Service Installations (REMSI). 10. Maintains appropriate meter and instrument transformer inventory for the region along with regional Customer Rep A/B (4211)/3911). 11. Monitors and evaluates PUC _Installation-check_ audits and follows-up with corrective action if required. 12. Reviews meter problems identified by Site Scan and takes corrective action as required. Follows investigation of site scan problems to resolution. 13. Understands the technical operating characteristics of AMI meters at residential, commercial and industrial customer sites to investigate and resolve meter communication problems identified by AMI Operations (TNS/MV90). 14. Understand communication basics of Meter to In- Home displays and troubleshoot Smart Meter concerns and their integration with customer in-home devices. 15. Works with Supervisor, C & I Metering Services, Support Engineer/Senior Engineer and Customer Rep A/B to schedule/coordinate outages with customers/contractors and Distribution Operations crews for the installation and maintenance of metering. 16. Hold Permit and Tag authority and maintain (Energy Control Process) certification required to perform the job duties listed. 17. Under the direction of Meter Technician (2782) assist with AMI Substation Communication equipment as required performing maintenance and troubleshooting on AMI Substation Communication Devices. 18. Installs voltage and current recording equipment for monitoring customer complaints at the direction of the regional customer support engineers. 19. At the request and under the direction of the Meter Technician (2782), installs power quality equipment. Metrics and Data Tracking: * Create, analyze, and maintain metrics for all Universal Service Programs including CAP, LIURP, Operation Share, CARES, and LIHEAP federal grants. The pay range for certain locations, including the state of New Jersey, include a 20% differential to account for an increased cost of living, making the pay range $80,070- $113,040. This position will assist the Project Manager in monitoring and controlling projects to ensure that they safely achieve the Project deliverables within the approved scope, cost and schedule. They will coordinate all aspects of the work related to transmission line, substation, communication and security projects. Employees in the entry level of this job family apply acquired education and experience to work situations and exercise independent judgment on basic projects and assignments. They provide support to management and higher level professionals. Responsibilities: Reviewing for clarity and completeness and or assist in development of project documents -- examples include equipment and construction bid packages, requisitions, Bills of Material or Material Requests for Issue, Task Authorizations, and Engineering Work Requests. Reviewing project and contract budgets for adequacy and completeness. Assisting the Project Manager in monitoring and reporting cost variances and forecasts. Coordinating change management requests for scope, schedule and costs as instructed by the Project Manager. Participating in and document weekly internal and external coordination meetings with contractors, engineers, suppliers, and others as may be necessary. Monitoring and / or reporting contractor resource levels. Understanding the terms of the contract and associated documentation of services under the contract/purchase order. Supporting the Project Manager in ensuring project challenge meetings, peer reviews and assessments are performed. Supporting the development, update and issuance of the project schedule. Assisting the Project Manager in identifying additional resources or requirements necessary to meet the Project scope or schedule. Maintaining project files and information to support the accurate retrieval of information to support the Project closeout process. Coordinating the completion of all close-out documentation and support the Project Manager in conducting lessons-learned meetings. Documenting lesson learned meetings and assist the Project Manager in auditing projects to evaluate whether identified objectives and benefits have been realized. Qualifications: Bachelor of Science degree in Business, Engineering, Finance, Construction Management or related field is required. Consideration given to non-degreed candidates with over 4 years' related project management experience or 2 years' transmission experience. Excellent interpersonal skills, strong written and verbal communication skills and strong analytical ability are required.
