    PURPOSE OF CLASSIFICATION In general, this classification performs professional engineering work to support the operation and maintenance (O&M) of FKAA water, wastewater and reclaimed water systems, as well as assist in the design and development of renewal and replacement (R&R) projects and capital improvement projects in the capital improvement program (CIP). This position reports to the Director of Engineering. The successful applicants will be initially subject to a six (6) month probationary period. ESSENTIAL FUNCTIONS The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Manages projects administered by the Engineering Department, which can be either capital improvements or operations support. Responsible for preparing planning reports, design drawings and contract specifications under the direction of the Principal Engineer. Assists in providing both water and/or wastewater treatment process support to Operations and Maintenance (O&M) treatment operations and water quality staff as required to troubleshoot operational issues and evaluate existing treatment processes to identify ways to optimize processes to increase reliability, ease of operation and cost efficiency. Assists in developing and maintaining hydraulic modeling for the FKAA water transmission and individual distribution systems, as well as for the individual pressurized sewer collection and transmission systems. Using models, reviews and optimizes operational paradigms to increase reliability, ease of operation and cost efficiency. Assists in developing, maintaining, implementing and optimizing procedures with respect to field activities such as: unidirectional flushing planning and implementation, valve exercising, field pipeline disinfection, pipeline coating inspection, inspection of pumps and other mechanical equipment, sewer main and lateral inspection, fat/oil/grease (FOG) control, sewer manhole inspection, water leak detection, infiltration and inflow (I&I) detection and mitigation, and other field operations as assigned. Assists in preparing engineering reports in support of all regulatory agency permits; reviews and updates Spill Prevention, Control and Countermeasure (SPCC) plan for FKAA fuel facilities to ensure regulatory compliance. Assists in and/or designs the FKAA water accounting program including, but not limited to: developing and implementing field plans to measure water, identifying and developing remediation for lost water, preparing water balance summary for water loss reporting, and working with municipals/county on Water Supply Plans. Assists in and/or develops and implements the automated water meter data collection program; develops all related renewal and replacement (R&R) or Capital Improvement Program (CIP) projects to improve reliability and overall system coverage. Assists in managing the FKAA Asset Management Program by coordinating annual field asset inventory and condition assessments, conducting regular asset criticality assessments, and defining a Reliability Centered Maintenance (RCM) program on critical assets. Assists in capital planning through review of asset maintenance histories and other relevant asset data, as well as identifying projects identified in the FKAA Master Plan. May supervise and/or manage administrative and/or field personnel as assigned.
