Creates and implements initiatives for wastewater, stormwater, water quality and drinking water actions. 1) Advises and consults with Bureau Director on technical and policy matters for the Clean Water Act and Safe Drinking Water Act and associated State authorities. 2) Implements Special Projects to address water quality and public water supply technical and policy issues, pursuant to respective regulations and guidance for Federal and State programs. 3) Leads coordinated efforts involving permitting and water quality programs of other BOW sections to address complex environmental and regulatory technical and policy issues. 4) Establishes and tracks performance measures and metrics for permitting activities and monitor progress toward attainment of goals and objectives, expressed through the Bureau budget, KDHE Strategic Plan, Kansas Water Plan and the Performance Partnership Grant and other agreements with EPA. 5) Assist Bureau Director on regular review of Bureau direction, policy and procedures, staffing and outsourcing of services for programs implementing the Clean Water Act and the Safe Drinking Water Act. 6) Represent the Director and the Bureau at meetings and events involving EPA, the Kansas Legislature, ACWA, ASDWA, and other State and Federal water and natural resource agencies. 7) Support Bureau programs on complex, ad hoc, short-term issues, facilitating Sections and Units, as well as other Bureaus as appropriate. 8) Acts as liaison between Bureau Director and Bureau staff Serves as the Bureau Budget Lead including: 1) Reviews monthly financial statements produced by the Bureau's Fiscal Analyst covering SGF, SWPF, Permit Fee Funds, and routine, supplemental and special Federal grants under CWA & SDWA, including Revolving Loan Funds. 2) Prepares annual Bureau operational budget and supporting narrative in conjunction with the Bureau Director and Fiscal Analyst 3) Prepares, submits, coordinates and reports on Federal grants awarded by EPA; evaluate efficacy to Bureau programs in seeking new initiative grants from EPA 4) Meet with Section Chiefs to provide budget status for each section and set strategy for new budget requests. 5) Advises and consults with Director on contingency plans for budget shortfalls and new initiatives using budget windfalls. 6) As appropriate, evaluates need and designs structure for enhanced program fee funds to accommodate new programs or replace dwindling sources of revenue 7) Establishes within the context of the Bureau budget, a staff succession plan to maintain functional continuity of the Bureau programs as senior staff retire or otherwise leave the Bureau. 8) Coordinates and oversees State Revolving Fund bond issue reviews and Disclosure Procedures related to municipal bond issues. Oversees operations of the Geology and Well Technology Unit associated with regulation of Underground Injection Control, Underground Hydrocarbon Storage Program, and Water Well Licensing program. Qualifications * Education: * High School, GED * Licensing & Certification: * Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State * Minimum Qualifications: * Five years of experience in a field of environmental/agricultural sciences or natural sciences/resources. Two years of supervisory experience. * Preferred Qualifications: * Four to six years of experience in biological science, hydrology or environmental or natural science/natural resources planning.
