Job Role Summary
The 340B Program Analyst supports the 340B Program Supervisor in the daily oversight of Eskenazi Health's 340B Drug Pricing Program. This position assists with program compliance, data reconciliation, auditing, purchasing, and inventory monitoring across the hospital, community health centers, specialty clinics, and contract pharmacies. The analyst ensures accurate program performance, develops actionable insights, and supports strategic initiatives that expand access to medications for patients.
Essential Functions and Responsibilities
Program Compliance & Auditing
• Assists in developing and updating 340B policies and procedures.
• Ensure that facilities maintain adherence to 340B Program regulations and guidelines.
• Performs routine self-audits of 340B transactions, contract pharmacies, and in-house pharmacies.
• Reviews patient, provider, and location eligibility in virtual and mixed-use settings.
• Monitors Medicaid claims to prevent duplicate discounts and diversion.
• Maintains audit documentation and supports preparation for internal and external audits.
• Identifies transactions that are not eligible, such as those for inpatient drugs, Medicaid patients, free manufacturer drugs, non-eligible locations, or prescriptions from non-eligible providers.
Data & Reporting
• Prepares comprehensive reports to inform staff and support management in assessing the organization's overall financial impact. Additionally, develop targeted reports as necessary to monitor and enhance 340B Program compliance and performance.
• Pulls and reconciles data from electronic health records, third party administrators, and dispensing systems.
• Maintains audit logs, dashboards, and financial impact trackers.
• Assists in creating monthly and quarterly reporting packages for leadership and compliance committees.
• Tracks cost savings and identifies opportunities for process improvement.
• Collaborates with the Pharmacy Business Team, the Pharmacy Value Analysis Team, and the Pharmacy Performance Improvement Oversight Committee to develop 340B Program metrics.
Purchasing & Inventory Support
• Assists with purchasing processes across WAC, GPO, and 340B accounts.
• Monitors replenishment and performs inventory reconciliation.
• Tracks carve-in/out status and assists with Medicaid Exclusion File maintenance.
• Supports responses to manufacturer restrictions, shortages, and recalls.
• Comply with all track-and-trace legal requirements of the Drug Supply Chain Security Act for purchasing and distribution of drug products.
Collaboration & Communication
• Serves as liaison to contract pharmacies, wholesalers, and internal departments for 340B related issues.
• Works with pharmacy, compliance, finance, and IT staff to support program goals.
• Participates in meetings as directed by the 340B Program Supervisor.
Split-Billing or Third-Party Administrator Duties
• Gains knowledge of split-billing and third-party administrator systems, including their respective functions.
• Provides information to relevant personnel in the purchasing process to support correct operation and compliance.
• Ensures that each buyer receives the necessary information to place orders through the appropriate accounts (such as WAC, GPO, and 340B) for inventory replenishment within the mixed-use and clean inventory setting.
Education
• Delivers education to staff concerning policies and procedures pertaining to inventory management and 340B processes and performs quality assurance reviews.
• Participates in professional development by attending relevant classes and seminars, reading current publications, and/or joining regional or national associations
Job Requirements
• Completion of high school education or equivalent.
• Licenses/Certification required: Pharmacy Technician License in the State of Indiana
• CPhT certification through the Pharmacy Technician Certification Board required.
• Two years of pharmacy analyst experience preferred; prior 340B experience strongly preferred.
• Apexus 340B Advanced Certification (ACE) preferred, or ability to obtain certification within 12 months of hire.
• Participation in continuing education activities to meet licensure and certification requirements
Knowledge, Skills & Abilities
• Knowledge of pharmacy operations, medication terminology, and regulatory requirements. Familiarity with EHR and TPA systems (e.g., Epic, Macrohelix) preferred.

* .75% of incentive target for each 1% of revenue attainment up to 50% of quota;
* 1.5% of incentive target for each 1% of attainment between 50% and 75%;
* 1% of incentive target for each 1% of attainment between 75% and 100%; and
* Once performance exceeds 100% attainment, incentive rates are at or above 1% for each 1% of attainment with no cap on incentive compensation.
For non-quota-based sales performance elements such as strategic sales objectives, Cisco may pay 0% up to 125% of target. Cisco sales plans do not have a minimum threshold of performance for sales incentive compensation to be paid.

Collaborates with Regional Distribution Center (RDC) Managers, Packaging Engineering Manager, Sr. Parts Packaging Specialist, and Director of Parts Distribution, ensuring prudent execution of a multi-million-dollar budget for packaging, labor and shipping expenses. Other duties include collaboration with design and approval of packaging specifications, reviewing of damage and defect claims data and continuous improvement projects.
CORE RESPONSIBILITIES
* Develops and conducts time and motion studies to establish standard production rates for packaging of service parts and other individual packaging assembly line roles and functions.
* Utilizes data to ensure efficient staffing for each packaging job, and assigns tasks to balance the workload among the packaging line operators to achieve the highest efficiency rate per individual part type commodities.
* Audits invoices by material and labor suppliers for validity against established pricing, contracts, and business rules and agreements.
* Resolves and negotiates billing discrepancies with suppliers. If not able to get a resolution, escalates disputed invoices to management or as directed to respective internal department that would best resolve the issue.
* Assists and makes recommendations to the Packaging Engineering Manager regarding package design and testing.
* Completes and analyzes cost reports obtained through independent process improvements.
* Approves in conjunction with Subaru of America's (SOA's) Packaging Team, packaging specifications from parts suppliers and third-party packager, based on collaborate studies and tests done with third-party Packaging Team.
* Builds and maintains a dashboard that tracks and displays damage and defect trends in the field
* Analyzes parts with increased rate of damage/defect for root cause and supports the design and implementation of packaging improvements.
* Notifies suppliers of inconsistencies and collaborates to obtain resolution
ADDITIONAL RESPONSIBILITIES
* Produces and maintains a monthly price list for piece part packaging labor and packaging materials.
* Collaborates with Subaru Corporation of Japan (SBR), Packaging Team to resolve discrepancies and issues related to North American distribution practices
REQUIRED SKILLS & PERSONAL QUALIFICATIONS

* Time management skills, with the ability to prioritize and manage multiple critical projects and timelines
* Strong analytical skills in identifying discrepancies across multiple reports.
* Computer skills including strong Microsoft Office skills, particularly ability to do advanced analysis using Excel, PowerBI, and report-writing using Microsoft Word and PowerPoint.
* Familiarity with Oracle Discoverer, Manhattan Associates WMS, Twin Engines MRP preferred; this will become a requirement after initial training is complete.
* Ability to perform with minimal supervision.

EDCUATION & EXPERIENCE REQUIREMENTS
* Associate's Degree required / Bachelor's Degree preferred in the areas of
* Packaging Science/Technology, Supply Chain or Logistics, Applied Manufacturing or Operations.
* Up to 2 years of relevant work experience required and up to 2 years specifically, one (1) year of experience in a manufacturing or production or distribution environment.
* Familiar with conducting time and motion studies and process auditing required.
WORK ENVIRONMENT
* Lifting up to 50 lbs.
* 60% Office, 30% Warehouse floor, 10% (SIA-SPF) Service Parts Factory
COMPENSATION: The recruiting base salary range for this full-time position is $57,000 - $80,000/ year. Within the range, individual pay is determined by factors, including job-related skills, experience, and relevant education or training. Additionally, this role is bonus-eligible, with a target bonus percentage that provides an opportunity to earn even more based on your performance. (Internal Job Grade: P1)
