R4D is seeking a Procurement and Subcontracts Officer to join the Operations team. Reporting to the Director of Procurement & Subcontracting, this position will provide full life cycle (pre- and post-award) contracts administration support to R4D's 175+ employees based in five (5) international HUBs and in the U.S. The position supports R4D's broad Client portfolio, which includes awards from Federal, non-Federal, international government entities, multi-lateral, foundations, and private institutions.
The officer will be responsible for performing pre- and post-award procurement and subcontracting transactions to prepare and issue binding legal instruments on behalf of R4D which facilitate procurement of goods, services and works. Procurement and contracting transactions performed by the Officer include but are not limited to subaward instruments (subagreements, subcontracts, subgrants, work orders), non-disclosure agreements (NDAs), memorandum of understandings (MOU), teaming agreements, data protection agreements (DPAs), leases, request for proposal (RFP)/ request for quotation (RFQ) packages, supply service agreements, and a variety of vendor commercial contracts (and modifications thereto). Common contract types the Officer will issue include but are not limited to cost reimbursement, fixed price, and time and materials. The officer assists in interpreting Client rules and regulations; supports teams on supply chain strategies and complete package requirements; performs transactions within unit service level standards; interfaces with both internal and external stakeholders worldwide; ensures conformance to R4D policies and procedures, Client regulations, terms & conditions; performs unit reporting tasks; contributes to unit training, policy and procedure materials and activities; performs compliance and risk analysis reviews; assists in the R4D Fellows Program administration; and other duties as assigned.
Duties and Responsibilities Liaise with project teams to understand and execute procurement and subcontract needs and facilitate coordination, cooperation, communication, and learning Support teams on pre- and post-award best practice approaches for contract types; strategies for subaward monitoring, compliance, or corrective action; sourcing or competition requirements; and integration of small business suppliers Review requisitions submitted for processing and conformance to policy & procedures Conduct supplier risk analysis tasks including due diligence and sanctions checks and collect/warehouse supplier data for the same Draft and issue standard and complex binding legal instruments and modifications thereto; including updates to Client rules, regulations, and terms and conditions Interpret prime award flow-downs applicable to procurement and subcontracting actions Review supplier inputs/redlines to contracting documents and escalate to Director for resolution Conduct fact-finding as needed to review basis of estimates and source documentation verifying supplier cost estimate factors (e.g. cost and price analysis, value-for-money, market analysis) Set-up vendor and purchase order data in R4D finance system and/or consultant database Collect, warehouse, and archive supplier data ensuring files are complete and accurate Monitor unit email alias for internal and external requests for support and data submitted For R4D Fellows Program, disseminate requirements; aid in the processing and renewal of contracts; conduct staff training and knowledge management of program data and materials Conduct complex unit reporting using R4D's finance system and internal tools Liaise with Finance team with audit requests or data collection, as needed Participate in proposal capture or award start-up meetings to support to procurement and subcontracting needs Submit data into Client reporting portals that conforms to data entry requirements Contribute to the development and delivery of staff training on unit policies and procedures Maintain unit intranet page and contribute to updates on supplier-facing communication tools Uphold ethical principles associated with function, conduct R4D business with integrity, apply critical thinking skills to propose resolution strategies, and identify risks to protect R4D and Seek opportunities to create efficiency and innovation in business processes across internal workflows; project-specific supplier solutions; or customer service methods that actively contribute to R4D's growth strategy and market positioning.Participates fully as a member of R4D by contributing, assisting and participating in projects, activities, and initiatives as requested by management

Essential functions are:
- Develop and oversee best procurement methods necessary for preparation of complex, informal, best value bids, and other procurement options.
- Advise user departments to determine the best method of procurement for potential purchases, such as quotes, cooperative purchasing, competitive bids, best value, or lowest responsible bidder, RFP's and the like.
- Coordinate all competitive bidding and procurement documents (specifications) for purchases, including highly complex bid documents involving technical items and equipment.
- Conduct public bid openings, document vendor responses, and prepare and distribute bid tabulations. Assist and advise departments in evaluation competitive offerings to determine and recommend the overall best offer for a product/service; ensure that if contract is not awarded to low bidder, the process is properly documented and approved by Legal. Review bid protests and prepare oral or written recommendations as necessary.
- Oversee the City's Purchasing card program.
- Review and approve all City Council Agenda item requests related to procurement of goods or services.
- Maintain bid logs, bid schedules; distribute bid packages, place legal advertisement and notices, and conduct pre-bid openings and pre-bid conferences.
- Contact vendors to obtain price quotations, product information and specifications, and other vendor information. Maintain vendor lists, product information and catalogs.
- Advise and assist department users in the formulation of specifications; review and analyze all commodities

- Bachelor's degree (B. A.) in Business Administration or Public Administration, or equivalent, from a four-year college or university is required.

- Any work related experience resulting in acceptable proficiency levels in the above required knowledge, skills and abilities is an acceptable substitute for the above specified education and experience requirements.
