Job Description This position will be responsible for providing cost estimating expertise to support our government clients (DOE, DoD, USACE). Candidate must have a working knowledge of Environmental Management Programmatic functions related to the DOE. These functions include D&D of nuclear processing facilities, processing of various waste streams from operations, and related environmental management functions at various DOE sites. This position should have extensive cost estimating experience and be able to provide various types of estimates for varying needs. Estimating efforts may include, but not be limited to, review of cost estimates associated with Baseline Cost Proposals (BCPs), review of contract modifications from the DOE cleanup contractor(s), and development of Independent Government Cost Estimates (IGCEs). Reviews will validate the contractor's estimates for cost reasonableness. The cost estimator also will provide leadership for the development of LCB (Life Cycle Baseline) requirements along with review and validation of the Life Cycle Baseline (LCB) cost estimates for quality and reasonableness ranging from stochastic to determinist costs as appropriate. The cost estimator also will support the annual Environmental Liabilities calculations for the program Knowledge and experience in the following areas is preferred: * Provide input and output from Estimating software * Lead discussions with clients, vendors, personnel in other departments to discuss and formulate estimates and resolve issues. * Lead discussions with engineers, architects, owners, contractors and subcontractors on change and adjustments to cost estimates. * Use relevant information and individual judgement to determine whether events or processes comply with laws, regulations, or standards * Independently determine material and labor requirements * Independently determine the type, quantity and quality of resources required. * Prepare and maintain a directory of suppliers, contractors and subcontractors. * Independently prepare time, costs, resources, or materials needed to perform a work activity. * Consider the relative costs and benefits of potential actions to choose the most appropriate one. * Compile codes, categorizes, calculates, tabulates, audits or verifies information or data. * Enter, transcribe, record, store, or maintain information in written or electronic form. * Prepare and maintain "high quality" IGCE, Independent Cost Estimates (ICE), and other general cost estimates. * Provide direct assistance to clients within the context of project assignments and expertise. * Serve as mentor and performs peer reviews of technical work products of employees at lower grades. This position will provide leadership and direction over the document control, Version control, submittal tracking, Correspondence tracking, Developer Payments/Collections, Schedule Analysis, Cost Estimates, and technical support on all change orders and progress reports/payments provided to Tennessee Department of Transportation. This project will create policies and procedures for use on this Choice Lanes project, which will be utilized on all subsequent choice lanes project in relationship to Document Control, Filing taxonomy, work rules related to submittals and correspondence, review and acceptance of schedules and estimates, interaction with TDOT related to Developer payments/collections as well as Progress Report and Invoices to Tennessee Department of Transportation. This position will lead a team in accomplishing monthly reports on schedules, estimates, progress payments, submittal tracking, correspondence/issues. Working with the Statewide PMC Program Manager, resolve project issues and/or present options to the client for resolution. Evaluates and documents historical cost data to maintain current estimating standards and databases + Consults with the project team or client/owner related to potential claims, claims avoidance, and claims support. + Supports the preparation of reports and performance dashboards for a variety of project controls metrics, analyzes data and creates and/or participates in client presentations. + Assists with defining project risks and maintaining project risk register. Escalates project risks and partners with the project team to create and propose mitigation plans. + Supports project controls technology and project management control systems (PMCS). The cost estimator will support the annual Environmental Liabilities calculations for the program as well as development of estimate data. Job Description Project Manager supporting our United States Corps of Engineers (USACE) in the Los Angeles, CA district. With limited supervision, handles multiple types of mid to large-scale programs (programs typically more than $1,000,000 in scope). Specific responsibilities include the technical, schedule, and budget requirements, in accordance with the customer contract, and compliance with applicable FAR & DFAR regulations.. Develops and coordinates schedules, budgets, subcontractors, etc. as needed. Prepares and coordinates periodic reports, studies, presentations, etc. and presents as needed. Able to work independently and experienced in managing/meeting client expectations. Demonstrates ability to get along with coworkers, customers and visitors. Performs other duties as assigned. Responsible for nurturing the growth of the business by identifying and capturing additional business opportunities Job Requirements * Position requires bachelor's degree and 15 years of previous project and/or program management experience. * Experience in Program Management, Cost Engineering, Civil Engineering, Water Resources Management . * Background in USACE Civil Works highly desired. * Able to read and interpret documents, engineering drawings. * Able to write routing and non-routine reports and correspondence. * Able to speak effectively before groups of customers or employees. * Able to calculate figures and amounts such as proportions, percentages, area, circumference and volume. * Able to define problems, collect data, establish facts and draw valid conclusions. Able to interpret a variety of instructions and deal with abstract and concrete variables.
